RESOLUTION
The General Body Meeting of this Association held on 09.12.2019
unanimously resolves to express its deep concern and strong protest over the
reported move of the Department of Posts to decentralize the Postal Accounts.
In
this connection it is to bring to your kind notice that in the year 1987 it was
experimented by placing the Postal Accounts personnel at H.O. level. That
experiment was withdrawn later as the same was not successful. The Postal Board
on many occasions has assured that the Postal Accounts will not be
decentralized. With the advent of modern information technology in the
Department of Posts, the need for any such physical deployment of Accounts
personnel is obliterated. The Accounting work of the Department can very well be managed and
taken care of the by the employees and officers at the office of DAPs/GMs (F)
under the guidance of PA Wing. This would help maintain effective monitoring as
well as co-ordination of Accounting and Auditing activities under the
supervision of Account and Finance officers. It is also not out of place to
submit that the decision to decentralize the Postal Accounts has been taken at
the back of the Staff Side. The Staff Side has insisted several times to spell
out the role of the Postal Accounts in the CSI environment. But, the Staff Side
has never been taken into confidence. Now, suddenly it is learnt that the
Department is seriously considering the proposal to decentralize the Postal
Accounts by deploying the Checkers in the Head Post Offices / Divisional
Offices.
This General Body strongly objects to this unilateral &
arbitrary action and earnestly appeals to the Secretary (Posts) to kindly issue
necessary favourable orders to stop any proposed move to decentralize the
Postal Accounts as it is neither in the interest of the Department nor is it beneficial
or acceptable to the officials of Postal Accounts Offices. It is also earnestly
urged upon the Secretary (Posts) to cause action for dialogue with Staff side
with blue print of the role of Postal Accounts in the CSI environment so as to
strengthen the Accounting functions and fiscal control in conformity with the
Constitutional provision of probity and transparency in Public Expenditure.
