OBSERVE COM. S. K. VYAS JI REMEMBRANCE DAY ON 13th FEBRUARY 2016 - AIPAEA

One year has passed since the demise of Com. S. K. Vyas Ji, the legendary leader of Central Government employees and Pensioners on 13th February 2015.

Com. Vyasji was the Secretary General of the Confederation of Central Government Employees & Workers for forty years from 1967 to 2006. He was the President and Secretary General of All India Audit & Accounts Association for a long time. He continued as an Advisor of the Confederation and also as the General Secretary of National Coordination Committee of Pensioners (NCCP) and Bharat Central Pensioners Confederation (BCPC) till death.

Com. Vyas Ji has lead various struggles and strike actions of the Central Government Employees and was in the forefront of the leadership which organised the first strike action of the Central Government Employees after Independence, in the year 1960. Com. Vyas was jailed and dismissed from service. He played an important role in rallying the Central Government employees alongwith the striking Railway employees in the year 1974. He was an able and uncompromising negotiator with the Government in the JCM National Council and standing committee. He was responsible for many of the benefits and allowances enjoyed by the Central Government employees. The cost indexation of wages was earned by the Government employees through the sustained struggles and efforts in 1960s under his leadership. The Confederation of Central Government Employees & workers representing 1.5 million civil servants was in the forefront of the incessant struggles and strike actions organised by the Indian working class against the neo-liberal economic policies of the Government. Com. Vyas Ji’s vision and ideological clarity has made the Confederation, part and parcel of the mainstream of the working class movement of India.

Com. Vyasji was the friend, Philosopher, guide and everything for the Central Government employees movement. In the more than six decades long trade union life, Com. Vyasji endeared himself to every section of the Central Government employees. His death has caused an irreparable and irreplaceable loss to all of us. He was a great leader, symbol of simplicity, a gem of a person and a leader who is down to earth. Extremely polite, kind hearted and compassionate. One of the finest human being, tallest leader, a gentle mentor and a legend.

He is in our hearts! His memories will be forever with us! His long saga of struggle for the cause of the employees and workers will inspire the generations to come.

The National Secretariat of the Confederation calls upon all the affiliated organizations, State/District C-O-Cs to observe 13th February 2016 as S. K. VYAS JI REMEMBRANCE DAY by holding meetings, Seminar etc. throughout the country.

        It has come to the notice of NFPE HQ that at some places some officers in order to grant favour to our rival unions playing mischief and manipulating while submitting the figures of Membership Verification to Directorate.

     It is therefore all Circle, Divisional and Branch Secretaries of all unions of NFPE are requested to verify the figures of Membership Verification at all level and if any irregularity is found, report to respective CHQ and Federation at once so that the corrective measures can be taken.

Sub:   Submission of wrong information about working strength in Gr.-C Cadre        in O/o Director Accounts (Postal) Lucknow.

Madam,

            It has been brought to the notice of this Federation that the CPMG UP Circle, Lucknow has submitted wrong information about working strength in Gr.-C Cadre in O/o Director, Accounts (Postal) Lucknow. The actual working strength there is 472 and DAP has submitted correct information but while submitting information to Directorate CPMG UP, Lucknow has shown its working strength as 400. This has been done intentionally by the staff of Circle Office Lucknow in order to grant undue favour to one of our rival union so that their percentage may be enhanced.

            General Secretary AIPAEA has also addressed you in this regard with evidence.

            It is therefore requested to kindly cause suitable action to rectify this mistake and take necessary action against officials at fault.

            Further it is also added that there may be this type of mischief’s at some other places. Therefore, kindly take such measurers so that justice may be done to all.

DECISIONS OF NATIONAL CONVENTION
As decided, the National Convention of the Accounts and Audit employees and officers’ organizations was held in Hyderabad on 10thJanuary 2016. Nearly 200( two Hundred) delegates representing All India Audit & Accounts Association, All India Civil Accounts Employees Association, All India Postal Accounts Employees Association,  All India Audit and Accounts Officers Association, All India Association of Pay & Accounts Officers (Civil), All India Civil Accounts Employees Association, Category-II, All India Federation of Divisional Accounts Officers and Divisional Accountants Associations and All India P&T Accounts & Finance Officers Association from different parts of the country participated in the convention.
A presidium comprising Com. M.S. Raja, Chairman Apex JAC and Secretary General, All India Audit and Accounts Employees Association, Com. Shantanu Bhattacharjee, President, All India Civil Accounts Employees Association, Com. Santosh Kumar, President, All India Postal Accounts Employees Association,  Com. P. Prabhakar, President, All India Audit and Accounts Officers Association, Com. Dinesh Shetty, Vice- President, All India Association of Pay & Accounts Officers (Civil), Com. Nagendra, President All India Civil Accounts Employees Association, Category-II, Com. S.N. Com. M.S. Raja, Chairman introduced the background and necessity of the convention to the participants. Then the convention had extended its condolences to the departed leaders like Comrade S. K. Vyas, Comrade A. B. Bardhan and Martyrs of terrorist attack in Air Force base, Phatankot and also others by observing two minutes silence.
Com. K. Venugopal, ex-Secretary General, All India Insurance Employees Association inaugurated the Convention. In his inaugural speech he explained various aspects of the retrograde recommendations of 7th pay Commission. Com. Venugopal also explained the conspiracy and dangers involved in the anti-employee (new) National Pension Scheme (NPS) and the disastrous affect of pension reforms and thereby the need to build up a strong movement by the Central Government employees unitedly to resist the onslaughts.  
After the inauguration, Com. A. P. Shastri, former president of the All India Postal Accounts Employees Association released a Calendar commemorating Com. S. K. Vyas, the legendary leader of Audit & Accounts and Central Government Employees and Workers.
There after the Reception Committee for the Convention had offered felicitation to Com. V. Bhattacharjee, Convener for his induction as one of the members of the staff side, National Council JCM for the first time.
On behalf of the apex level Joint Action Committee, the Draft Declaration was placed by Com.V. Bhattacharjee, Convener.

All the speakers on the draft declaration were unanimous on the need of intensified struggle under the banner of JAC for achieving the demands of Audit and Accounts cadres.
The house unanimously adopted the declaration with minor amendments and took following decisions:-
1.     Formation/Revival of Local JACs’-
All stations/Branches/Units/ Circles shall form/ revive local JACs in war footings and inform JAC headquarters. The task would be completed within 10th February 2016.
2.     Daylong Dharna -  
 The local JACs shall organize day long, centralized Dharna on 11th February 2016 under the banner of JAC.
3.     Signature  campaign
Signature campaign shall be organized and initiated immediately.  All Units/Circles/ Branches shall deposit the Signatures to their respective Central Headquarters within 28th February 2016.  Draft of the representation on which the signatures are to be collected shall be circulated by apex JAC.  
4.     Massive  Dharna at Delhi –
A massive Dharna shall be organized in Delhi by the apex JAC. The Dharna would be in the month of June/July, the exact date shall be decided by the apex JAC.
While speaking all speakers had expressed their tremendous happiness for the arrangements made by the local JAC, Hyderabad and immensely praised the leadership of the local JAC of Hyderabad for providing best food, accommodation and venue for the convention.
The Convention was declared over after offering of vote of thanks by Comrade D. Narasimha Murthy, Chairman, JAC Hyderabad unit.

MAKE THE THREE DAYS DHARNA A GRAND SUCCESS
19 – 21 JANUARY 2016

Dear Comrades,

The entirety of the Central Government employees are on struggle path under the auspices of National Joint Council of Action, comprising of the Federations of Railway, Defence and Central Government employees, denouncing the negative and disappointing recommendations of the 7th CPC.
The meager increase of 14% recommended by the 7th CPC is the lowest ever any pay Commission has made. It was the similar recommendation made by the 2nd CPC that triggered a confrontation of an unprecedented nature, leading to a strike action, which lasted for five days in the year 1960. The 5th and 6th CPC recommendations had resulted in the wage rise of 31% and 54% respectively. Unless the minimum wage is re-determined with all consequential benefits, the discontent will not be capable of being addressed effectively.
Similarly, negative recommendations on the issues like Advances, HRA, promotions, MACP, GDS, Pay Matrix, increment, Casual and Out sourcing, up-gradation of LDCs, Parity between pay scales of Stenographers, Senior Accountants and officers of the Accounts and Audit Departments and the Assistants and officers working in the Central Secretariat, National Pension Scheme and host of other issues have to be rectified and improved upon as demanded in the Charter of demands submitted by the NJCA.
The NJCA has already declared that if the Government fails to address these concerns before the first week of February 2016, the entirety of Central Government employees including Railway and Defence employees will be constrained to go on indefinite strike from the first week of March 2016. The date of strike action is going to be decided in the NJCA meeting to be held at Delhi on 08-02-2016.
To galvanize our strength and to demonstrate our united determination to fight out the injustice, the NJCA has given a call to observe three days massive Dharna all over the country from 19th January to 21st January 2016. Confederation of Central Government Employees and Workers has fully endorsed the call and gave an appeal to make the protest a mammoth success. This joint show of resentment should jolt the Government and compel it to negotiate a settlement; otherwise final showdown of indefinite strike would become inevitable.
AIPAEA appeals all the Postal Accounts employees to join this three-day nationwide protest in large numbers. Your spirited participation in large numbers will ensure the success and pave way for settlement our demands.
