RESOLUTION ON THE SERVICES OF COM. M. KRISHNAN, SECRETARY GENERAL ADOPTED IN FEDERAL EXECUTIVE MEETING ON 21.08.2014 AT ONGOLE(AP).


            The Federal Executive of NFPE records its full appreciation for the yeoman service rendered by Comrade M. Krishnan as the Secretary General of NFPE. The Federation has scaled new heights during his stewardship and the unity of Postal regular employees and Gramin Dak Sewaks entered into a new chapter under his leadership. The united movements of Postal Workers under the banner of Postal JCA as well as the independent struggles under the mighty National Federation of Postal Employees are further strengthened under his able leadership. He provided a militant, progressive leadership with farsightedness for the betterment of Postal Workers. It is  under his leadership that the NFPE claimed its historic vanguard role of leading the entirety of CG Employees platform of Confederation of CG Employees & Workers and it can be seen that the movement of central government employees has launched a powerful movement including strikes for the establishment of 7th CPC with Comrade M.Krishnan as its Secretary General. The integration of Postal and CG Employees with the entirety of Indian working class organisations in developing the path of united struggles against the neo-liberal policies of Government has further been cemented during his tenure. The leadership of confederation has come back to the Postal Organisation after a long period of 44 years and comrade Krishnan is leading the movement of CG employees in the path of struggle with firmness and it is noteworthy to mention that the unity of all JCM National Council organisations has reached its zenith with all coming together in championing the cause of three lakhs of Gramin Dak Sewaks and thousands of casual labourers in Postal and CG services due to his firm efforts. Ideological education of all cadres and employees through several All India and Regional Trade Union Camps under the banners of NFPE and Confederation; Concrete organizational steps for mobilizing the women employees of Postal Department as well as the Confederation level are some of the landmark achievements of Comrade Krishnan. The National Executive notes with happiness that all the affiliates of NFPE have always maintained a unified stand on all important activities of the Federation and this unity is due to the confidence created amongst all affiliates by the unifying leadership of Comrade Krishnan. Even after handing over charge of Secretary General, he will remain as part of the Federation and guide it till next Federal Council.. The National Executive places on record its unstinted gratitude to Comrade M.Krishnan for his able leadership to the historic organisation of NFPE not only as Secretary General but in numerous other capacities as well during his long service.

Reg : Payment of Interim Relief and Merger of Dearness Allowance with Pay.

The Staff Side of National Council (JCM) , had raised the issue regarding payment of interim relief and merger of dearness allowance with pay , as an Agenda Item of the Standing Committee of National Council (JCM ) in its meeting held on 7th May, 2014.

After detailed deliberations , it was stated by the Secretary (Expenditure), Ministry of Finance on this item that since the terms of reference enables the 7th CPC to send Interim Report , as such, the Staff Side might approach the Pay Commission for a report on Interim Relief and Merger of Dearness Allowance, as recorded in the Record Note of meeting, forwarded to Staff Side vide Director(JCA), Government of India, Ministry of Personnel, Public Grievances and Pensioners , Department of Pension and Pensioner’s Welfare ‘s letter No. 3/9/2014/JCA dt.24/7/2014.

We, therefore, humbly request you to kindly favourably consider our demand of payment of Interim Relief and Merger of Dearness Allowance with pay as Dearness Allowance, has since crossed the value of 100% on 1st January, 2014 and a number of Government Employees are superannuating every month,who would be deprived of the benefit of the same.

RESOLUTION

The General Body meeting of this Association held on 21-08-14, unanimously resolved to condemn the harassment unleashed by the General Manager (Finance) PAO, Chennai and request immediate intervention of the Authorities to stop the autocratic actions. Scrapping the Book Section, violation of Codes and Manuals, imposing recovery of TA/DA from the IA party, disrespect for the dialogue with Staff Side to resolve the issues, issuing charge sheets to more than 100 officials are some of the arbitrary decisions imposed by GM (Finance) forced the Staff of PAO Chennai to launch the prolonged agitation. To top it all, the GM (Finance) orally ordered to stop serving the breakfast in the departmental canteen with effect from 13-08-14. Canteen is out of bound for the Staff in the morning. Many employees who are rushing to office by 9.15 AM by commuting a distance of more than 40 Kms are denied the basic need of having a breakfast. The average age profile of the Staff is above 54 years and majority is vulnerable to diabetes, Blood Pressures and other health problems. Such employees are denied the facility to have breakfast in the Departmental Canteen. Entire peaceful atmosphere is vitiated. Entire Chennai PAO Staff is on agitation mode for quite a long time. The advise of the DDG(PAF) has not been heeded. To lodge the strong protest this Association has held two-day protest demonstrations as part of observance of the All India protest call given by the CHQ of this Association. This General Body requests immediate action to stop and reverse the arbitrary decisions of the GM (Finance) Chennai.

This General Body also strongly condemns the unilateral actions of the DA (P) and GM (Finance) of PAO Kolkata. The arbitrary decision to squeeze the PA sections at Kolkata will have major ramifications on the Staff strength of the PAO. This General Body express its concern over the growing tendency on the part of the Circle authorities to abandon the dialogue with Service Associations and their disinterest for a democratic decision making process is the root cause of the frictions, be it in Chennai, Kolkata or other PAOs like Lucknow where attempts are being made to arbitrarily enhance the out-turn of CC work without any work study. A decisive intervention is requested to stop such actions of the Circle authorities.  

This General Body express its deep anguish over the injustice done to the SC/ST candidates who appeared to the JAO (P) Part-II examination held in the year 2012. Though the examination is conducted on the basis of the Recruitment Rules of the JAO, review of the results is denied on the ground that the present AAO post is a gazetted post. The AAO Recruitment Rules are non-existent till date. Such imaginary RRs cannot be made applicable to the JAO (P) Part-II exam. The Central Head Quarters of this Association has been requesting the Directorate to consider this issue and do justice. But till date the issue has not been settled. This General Body urges the Authorities to immediately cause action to favourably settle this long pending issue.

HOLD PROTEST DEMONSTRATIONS ON 20-08-14 & 21-08-14 CONDEMN THE HARASSMENT UNLEASHED BY GM(FINANCE) CHENNAI


All India Protest Demonstrations
Two-day protest demonstrations should be held from 20-08-2014 to 21-08-2014 during the lunch-hour at all the Postal Accounts Offices demanding the immediate action on the following three issues. Resolution should be passed on 21-08-2014 and sent by fax to the Secretary (Posts), DDG(PAF) CPMG Chennai & West Bengal. Observance of the programme should be intimated to the CHQ by SMS after final day Protest. Draft resolution will be circulated separately.

1.  Stop harassment of Chennai PAO Staff – Scrap the unilateral decisions of the  G.M(Finance) Chennai.
2.     Stop abolition of PA Sections in Kolkata PAO.
3.    Review the marks of JAO (P) Part-II examination held in the year 2012.

CONFEDERATION DECLARES NATIONWIDE AGITATIONAL PROGRAMMES

Dear Comrades,

The National Sectt. of the Confederation met at New Delhi on 11.08.2014 to consider the follow up action required in the matter of some of the pressing issues on which Confederation had organized series of agitational programmes prior to the commencement of the Election process of the 16th Lok Sabha. The CHQ has received reports from various affiliates to the effect that they have all endorsed the common memorandum, the Confederation had submitted to the 7th CPC. Most of the affiliates have emailed copies of the respective memorandum to the CHQ. Those who have not sent copies are requested to do so without further loss of time. This will enable the Confederation to write to the 7thCPC to provide an opportunity to these organizations to tender oral evidence to explain and elucidate their submissions in the memorandum.

The meeting noted that there has been only negative response from the Government on the issues of Interim Relief and merger of DA. We have already sent to you a copy of our letter addressed to the Secretary, Staff Side, JCM National Council, (Com. Shivgopal Mishra) which is yet to be responded. The meeting considered the following issues as important, the pursuance of which must not brook any delay, especially in the background that the 7th CPC has formally written to the Government asking it to indicate the course of action required to be taken on the memorandum of the staff side on Interim Relief and merger of DA.

CHARTER OF DEMANDS

  1.      Merger of DA with pay for all employees with effect from 01.01.2014 including Gramin  Dak Sewaks and pensioners.
  2.   Grant of Interim Relief to all employees including Gramin Dak Sewaks and Pensioners.
  3.   Inclusion of Gramin Dak Sevaks under the purview of 7th Central pay Commission.
  4.       Scrap PFRDA Act and grant of statutory pension to all.
  5.       Date of effect of 7th CPC recommendations should be 01.01.2014.
  6.       Regularization and revision of wages of casual laboures and contract workers.
  7.       Removal of 5% condition for compassionate appointments.
  8.       Fill up al vacant posts and creation of new posts wherever justified.
  9.  Stop downsizing, outsourcing, contractorisation and privatisation of Government functions.
  10.   Grant Productivity linked Bonus to all without ceiling; compute Bonus as weighted average of PLB for those not covered by PLB agreement.
  11.    Revise OTA and Night Duty Allowance and implement Arbitration Awards.
The meeting also considered the policy perception of the new Government in the light of the administrative price hike in petroleum products, the proposals in the Railway and General Budget, the steep hike in the freight and passenger fares of Railways, the decision to hike FDI in Defence Production, Railway Infrastructure and Insurance sectors, disinvestment of public sector including nationalized banks and have come to the inescapable conclusion that under Narendra Modi dispensation, the neo-liberal policies, as expected, will only be intensified and the promised “Achche Din” is for the Corporate giants of the country. The last session of the Parliament witnessed the determination of the NDA Government in changing the labour laws on the lines of the enactment made by Rajasthan Government of Vasundhara Raje Scindhia by virtue of which in almost 90% of the manufacturing units in India, the employers are permitted to indulge in hire and fire policy, for the existing regulations will be dispensed with.

The meeting came to the decision that the Confederation must organise serious and prolonged campaign, preferably in unison with the Railway and Defence Federations. We will pursue our consultation with those Federations to reach a common approach in the matter. Since it might take some more time, the meeting decided to pursue the demands through a demonstrative programme.

11th September 2            11th  September 2014:   Submission of the Charter of Demands along with a brief Note to all Heads of Offices by arranging demonstration in front of all offices; the branch level/district/divisional/state level leaders will explain the demands especially the memorandums on interim relief, DA merger and GDS issues.
19th September      19th September 2014:  Dharna between 10 AM to 3 PM at all important state/districts/divisional centers.
25th September 2      25th  September 2014: Dharna between 10 AM to 3 PM at New Delhi with participation of the leaders of all affiliates and the members working in the city of Delhi (at a central place-to be decided by the Confederation Delhi State committee).

Confederation office Bearers will meet again at Delhi on 26.09.2014, 5 PM to decide further course of action. Confederation will bring out pamphlets and bulletins to explain various issues like minimum wage, DA, Bonus; GDS problems etc. shortly as part of an education campaign. The detailed campaign programme to be undertaken after Diwali festival will be intimated later.
