Respected Sir,

I would like to bring it to your kind notice, that the draft Recruitment Rules circulated vide letter under reference one is loaded heavily against the interests of the Postal Accounts employees. This Association has submitted its views / suggestions on the draft RRs of AAOs on earlier occasions too. But, those views have not found favour. The Department has again called for the views from the stakeholders. All the units of AIPAEA have submitted Resolutions expressing the opinion on the notified draft RRs.

The RRs, if notified in the present form, will seal the career prospects of the Postal Accounts employees forever. The UPSC, DOP&T and the Department have changed the provisions of the RRS multiple times to the disadvantage of the employees working in the Postal Accounts.

The following views submitted by this Association, it is hoped, will be considered and modifications affected in the final RRs of AAO.

1.   Provide 40% quota for Senior Accountants under SCF. It is not for the first time such a provision is made for promotion under Seniority cum Fitness. Department of Posts, Junior Accounts officer, Group ‘B’ (Non-Gazetted) Recruitment Rules, 2002 provided 10% promotions to Senior Accountants working in PAOs under Selection cum Seniority method. JAO RRs is going to be replaced by the AAO Recruitment Rules. This method of recruitment (10%) is also in existence in Civil Accounts, which is a part of Organized Accounts. The present draft notification is disadvantageous to the Senior Accountants, as the same has removed the existing favourable provision. The well laid out guideline, which upholds the principle of natural justice is the protection of the interests of the existing incumbents under the existing RR when new rules are framed. Senior Accountants working in the Postal Accounts are stagnating for decades together and retiring as Senior Accountants only. The SCF quota is recognition of domain knowledge and expertise and is  part of a well-recognized wholesome recruitment policy.  The removal of SCF quota, which has been in vogue, is going to adversely affect the interests of the employees as well as the Department. Hence, it is requested to modify the RR by including the 40% SCF quota to Senior Accountants.

2.   Residency condition for Postal Accounts employees should be relaxed: Senior Accountants working in the Postal Accountants should be allowed to appear in the examination without any residency period stipulation, as they are sufficiently equipped with the job skills related to Accounts and Audit. Junior Accountants and other Gr.C staff working in the Postal Accountants who have rendered 3 years service be allowed to appear the AAO examination.

3.   Limit the eligibility to appear the Departmental exam to the Accounts Personnel. AAO /JAO post is the natural line of promotion to the Senior Accountant and other Postal Accounts employees. It is not in the line of promotion for the employees working in the operative side of the Postal Department. Senior Accountants/Junior Accountants of the PAOs are not eligible to appear in any of the Departmental exam being conducted by Postal side, probably on the ground that it is not the line of promotion for accounts employees.
Horizontal Induction of employees from other wings of the Department to occupy the AAO post in the PAO over the past several years had seriously hampered the promotional avenues of the Postal Accounts Staff down the line. Hence, it is in all fairness the eligibility to appear in the Departmental examination should be limited to the accounts personnel.
It is submitted that the above stated modifications are vital to protect the promotional prospects of the employees working in the Postal Accounts. Any dilution in the Accounts cadres in the middle of the line of promotion channel will affect the efficacy and deprive the core accounting cadres in the PAO their due career growth. Hence, it is requested to take into account the modifications suggested by this Association and protect the interests of the Postal Accounts employees.
