Dear Comrades,
At the outset wish you all a very HAPPY AND PROSPEROUS NEW YEAR 2010.
Our New Year Resolution shall be to achieve total parity with Central Secretariat, Filling up of all vacancies, Vacating victimization, Cadre Restructuring, complete merger of left out cadres of Postal Accounts with DOT and other pending demands. Therefore let us prepare for united Industrial action at the earliest to achieve our genuine demands.

OBSERVE DEMANDS DAY ON 21ST JANUARY, 2010
The Apex JAC Circular No: - JAC/Circular – 01/2010 dated 14/01/2010 containing the details of the developments is annexed herewith.
The Direction for observing Demands Day on 21st January 2010 has been furnished in the Circular. You are requested to observe Demands Day without fail by following guide lines.
1. Contact local JAC leadership for uniformity in implementation of programme.

2. Organise Branch level joint lunch hour meeting/demonstration of
AIPAEA, if possible with Officers’ association in front of Head of
Office, DAP or GM. .
3. Submit the letter containing the Charter of Demands (JAC and
Departmental) under the joint signatures of the representatives of
AIPAEA and if possible along with Officers’ Association to the Head of Office through a delegation (draft which is annexed to this circular) and endorse its copies to DDG (PAF), Secretary DOP, Dak Bhawan, New Delhi, Member (Finance) Telecom, Sanchar Bhawan, New Delhi , Local JACs, Central Headquarters and apex JAC Headquarters.

Subject:- request for settlement of long pending demands of Accounts and Audit Employees and Officers.
Sir,
The 6th Central Pay Commission did not do justice to Accounts and Audit Employees and while implementing the recommendations of 6th Central Pay Commission, Government of India also did not also take any favorable action to remove the injustice done by the pay Commission. The Accounts and Audit employees have been consistently requesting the Government of India to resolve the grievances of the Accounts and Audit Employees regarding their pay scale related issues. But the Government has created further disparity between the Accounts &Audit cadres and the Cadres in Central Secretariat by upgrading the pay scales of Central Secretariat cadres.
Also, there are various other issues – listed below- pending for long with resolution. The employees and officers of IA&AD and Organised Accounts are agitated over the non upgradation of pay scales of Audit & Accounts Cadres at par with CSS and also over the inaction on other long pending grievances.
It is requested that, appropriate action for negotiated settlement of all the demands may kindly be taken at an early date.

CHARTER OF DEMANDS
(PART – I)
1. Implement arbitration award by granting higher pay scale notionally w.e.f.1-1-1986 and effectively w.e.f 1-1-2006.
2. Upgrade LDCs by re-designating them as Acctts/Audit Assistants and following pay scales to different cadres-
Acctts/Audit Assistant PB-1 with Grade Pay Rs.2400
Accountant/Auditor/ Steno Gr.II PB-2 with Grade Pay Rs.4200
Sr. Accountant/Auditor/ Steno Gr.I PB-2 with Grade Pay Rs.4600
SO/JAO/AAO/PS PB-2 with Grade Pay Rs.4800
PB-3 with Grade Pay Rs.5400
On completion of 4 years.
Accounts/Audit Officer PB-3 with Grade Pay Rs.6600
Sr. Accounts/Audit Officer PB-3 with Grade Pay Rs.7600
3. Grant ACP on departmental hierarchy basis.
4. Grant one increment and Grade pay of Rs.4800 from the day of passing JAO/SOG examination.
5. Grant three increments on passing departmental/confirmatory examination.
6. Step up pay of Senior Promotees who exhausted ACP in the event of junior drawing more pay and getting ACP in compliance with apex court judgment.
7. Grant recognition to Railway Accounts Staff Association.
(PART – II)
(1) Fill up all vacant posts by direct recruitment in all cadres, grant promotion to all eligible SC/ST officials without the tagging of Caste Verification and no outsourcing and off-loading of works of Postal Accounts.
(2) Vacate vindictive actions against employees and officers of the organization and take appropriate action against officers’ responsible for victimization and vindictive action.
(3) Stop implicating PAO officials in CC fraud cases and desist invoking contributory negligence towards them.
(4) Complete the process of Merger of Accounts cadres of DOP and DOT in respect of the left out cadres like Accountants, LDCs, DEOs, Sorters and M.S. Employees within the overall cadre controlling authority of Member (Finance) and also strengthen the PA wing ensuring its autonomy.
(5) Implement ACP 1999 and MACP schemes by removing their anomalies.
(6) Increase in promotional quota for Senior Accountants, as AAOs under SCF category to 20% of posts of AAO in the combined strength of PAO & DOT offices.
(7) Grant the same scale of pay to DEOs of Chennai PAO as in the case of DEOs working in other Departments under Central Government.
(8) Restore the residency period to 3 years in respect of JA to SA retrospectively from 13.12.2006 onwards.
(9) Implement Pay Protection under FR 15 A to officials transferred under Rule 38.
(10) Rectify the anomaly caused due to promotion of junior Group D officials straight to LDC cadre after 2006 in PAOs whereas senior Group D officials promoted earlier remaining in Sorter Cadre.
(11) Provide (adequate) Departmental buildings to PAOs like Ahmedabad, Hyderabad, Jammu, Patna and Trivandrum.
(12) Cause full-fledged functioning of New PAOs like Raipur, Ranchi, Dehra-Dun, Shilling, Guwahatti, Jammu and Sunder Nagar.
(13) Enhance promotional avenues to Accounts cadres.

Dear Comrades,
At the very outset, wish you all a very happy and prosperous New Year 2010.
Hope the Campaign Week Programme from 4th to 8th January 2010 has been implemented by all branches of every Constituent of JAC exhorting the members for industrial action to achieve the demands. A detailed report on the campaign week may please be sent to apex JAC headquarter immediately.
As per the decisions taken in the last meeting of apex JAC held on 8th December, 2009, Com.M.S.Raja, Chairman visited Mumbai and Bangalore. In Mumbai, no meeting of JAC was arranged as the major Constituent organisation was busy with its own organisational affairs. In Bangalore, a well attended JAC meeting was held on 4th January 2009. The Bangalore meeting was attended by the units of All India Audit & Accounts Association and All India Audit & Accounts officers Association and All India Postal Accounts Employees Association. The representative of AICAEA could not attend the meeting due to some communication gap.
Com. V. Bhattacharjee, Convener visited Kolkata and Guwahati. In Kolkata a joint meeting of constituents of local JAC was held on 21st December, 2009 under the Chairpersonship of Com. Ashim Kr. Bhattacharjee, President, AICAEA, West Bengal Branch. Representatives of Civil Accounts( Category II &III), Audit and Accounts (Commercial Audit, AG(A&E) West Bengal, P&T Audit, Scientific Audit, Railway Audit, Pr Director of Audit Central and Defence Audit) Defence Accounts, Railway Accounts and Postal Accounts participated in the meeting. This meeting unanimously took the decision of reviving the local JAC by convening a meeting of all constituents on 12th January 2010.
Convener had a meeting with leaders of All India Defence Accounts Employees Association. The leadership of All India Defence Accounts Employees Association assured that they would co-operate with Apex JAC in all future activities. Com. G.P.Dutta, Secretary General, All India Defence Accounts Employees Association (Hq.Kolkata) attended the meeting of local JAC meeting. He assured the house that, his Association shall continue to be the integral part of the JAC and implement all decisions of JAC. He further assured that, he being one of the leaders of the apex JAC shall participate in all meetings in future.
The local JAC, Guwahati organized a meeting of its constituents on 31st December, 2009 under the Chairpersonship of Com. B. P. Bhattacharjee, ex-Secretary General of AIA&A Association. Representatives of Audit and Accounts, Civil Accounts, Railway Accounts and Postal Accounts attended the meeting. Local JAC of Guwahati was re-constituted in this meeting wherein Com. S. K. Dutta, (Civil Accounts) and Com. G. K. Gohain (Audit Accounts) have been elected as Chairman and Convener respectively. Since no communication was received from Shillong, Com. V. Bhattacharjee, Convener, apex JAC, could not visit the station and he requested the newly elected JAC leadership of Guwahati and other available National leaders of constituents of apex JAC stationed at Guwahati to visit Shillong jointly at the earliest and take effort of reviving the local JAC there.
OBSERVE DEMANDS DAY ON 21ST JANUARY, 2010
As per the decision of the last apex JAC meeting, call was given for observing Demands Day on 21st January, 2010 by holding massive lunch hour demonstration and submitting the charter to demands to the authorities in all the field offices of all the JAC Constituents.
1. Apex JAC shall submit the Charter of Demands to the Prime Minister, the Finance Minister, the Cabinet Secretary and the Expenditure Secretary.
2. All constituents of apex JAC are to submit the Charter of Demands to their Departmental Heads and direct their Units and Branches to hold demonstration in front of the offices of their local heads and submit the Charter of demands through a mass deputation.
3. The Charter of demands may include the demands formulated by apex JAC along with sectional demands.
LETTER TO MINISTER
Apex JAC had issued a letter to Shri Nomo Narain, Minister of State for Ministry of Finance to intervene and persuade the Department and Expenditure to implement the Arbitration dated 24/08/2004 in regard to Pay Scale of Senior Auditors/Senior Accountants & Accounts Assistants of Railways notionally for the entire period of 01/01/86 to 31/12/05 and actually with effect from 01/01/06.
The Minister incharge has invited the representatives of JAC for a discussion on 18th January, 2010. Available apex JAC leaders shall attend the meeting.
APEX JAC MEETING AT JAIPUR ON 1ST FEBRUARY
It has been decided that the representatives of apex JAC shall meet at Jaipur on 1st February, 2010 as per the decision taken in the earlier meeting. This meeting shall take the stock of the situation and finalize the date for the united Industrial action of the Accounts and Audit Employees and Officers in the month of March, 2010. All constituents are therefore requested to attend the meeting positively. Time and venue of the meeting shall be informed to all concerned separately.
