ONE STEP FORWARD IN THE DIRECTION OF UNITED JOINT ACTION

Confederation News : Joint Council of Action comprising Confederation, AIRF & AIDEF finalized common charter of demands.

The representatives of AIRF, AIDEF, Confederation met at AIRF Office today under the Chairmanship of Com. Umraomal Purohit. President, AIRF. The following Comrades were present.

            The meeting decided to forge a Joint Council of Action to pursue the enclosed Charter of Common Demands of CGEs. Com. Umraomal Purohit President AIRF will be the Chairman and Com. Shiv Gopal Mishra will be its Convenor. The following shall be the members of the Council.

The following demands were included in the Common Charter of demands:

1.    Set up the 7th CPC and frame its terms of reference after consultation with Staff Side.
2.    Merge DA with pay for all purposes.
3.    Scrap the New Contributory Pension Scheme.
4.    Regularize (a) Gramin Dak Sevaks of Postal Department.(b)Daily rated workers , (c) Contract Labourers:
5.    Remove 5% Ceiling on Compassionate appointments.
6.    Settle all 6th CPC anomalies raised in the National Anomaly Committee and implement the Arbitration Awards.
7.    Remove Ceiling of Rs. 3500 on computation of Bonus.

  All organizations may include the department –specific and other demands in Part B of the Charter and seek settlement thereof with the appropriate authorities.

 The meeting also decided to submit the Charter of demands to the Cabinet Secretary and seek negotiated settlement.

 The Council will meet again in the first week of August 2013 to decide upon the date of National Convention and other programmes of action in pursuance of the Charter of demands.

POSTAL ACCOUNTS CADRE RESTRUCTURING PROPOSAL ACCEPTED BY POSTAL BOARD

COMRADES,
WITH THE CONSTANT PERSUASION AND FOLLOW UP BY AIPAEA AND UNSTINTING SUPPORT FROM NFPE, FINALLY THE SECRETARY, DEPARTMENT OF POSTS HAS APPROVED THE CADRE RESTRUCTURING RECOMMENDATIONS RELATING TO POSTAL ACCOUNTS. THE FILE IS BEING PROCESSED TO SEND IT TO THE NODAL MINISTRY, DOP&T FOR FURTHER NECESSARY ACTION. 
AIPAEA CONVEY ITS THANKS TO THE SECRETARY POSTS, JS&FA, DDG (PAF) AND OTHER OFFICERS IN THE DIRECTORATE.
THIS RESTRUCTURING WILL BENEFIT THE SORTERS AND LDCs OF PAOS AS THEY WILL GET THE GRADE PAY OF Rs. 2400/- AND CHANGE IN THE DESIGNATION AS ' ACCOUNTS ASSISTANT'.

LET'S JOIN HANDS TO OVERCOME THIS NATIONAL TRAGEDY


UTTARAKHAND TRAGEDY
CONFEDERATION APPEALS TO ALL CENTRAL GOVT. EMPLOYEES TO DONATE ONE DAY WAGES TO
PRIME MINISTER’S RELIEF FUND
               Excessive and unexpected rainfall resulting in furious floods has battered beyond measure, the Himalayan hill state of Uttarakhand.  Whole villages, stretches of roads and communication links have been affected.  More than 1000 persons met with tragic death.  Thousands, including those from other parts of the country who were undertaking pilgrimages to religiously significant temples in the region, remain stranded.  Hundreds of houses and buildings along the banks of Alakananda and the Bhagirathi has been swept away in Rudraprayag district alone.  Thousands have become homeless.
               As the magnitude of the tragedy caused in Uttarakhand continues to unfold, Prime Minister Sri. Manmohan Singh has issued an appeal for generous donations to support the victims who have suffered extensive devastation.  Prime Minister appealed that - “At this moment, the affected people need our help to tide over the calamity that has fallen upon them, to survive and to rebuild their lives.  I request all citizens of India to stand with our distressed fellow countrymen, and actively participate in the national effort to support them at this difficult time”.
               It is needless to say that the Central Govt. Employees have an urgent and important role to play in helping the flood victims and we shall have to rise upto the occasion, as in the past when such national calamities occurred.  The National Secretariat of the Confederation of Central Govt. Employees & Workers calls upon the entireity of Central Govt. Employees to donate one day’s salary to the Prime Minister Relief Fund and extend our full support to the flood victims to rebuild their lives.
          All the Affiliates of the Confederation, State Committees (C-O-Cs) and CHQ Office bearers are requested to make maximum efforts to collect and remit the donations to Prime Minister’s Relief Fund.

A CLARION CALL FROM THE SECRETARY GENERAL NFPE

STRENGTHEN ORGANISATION
ENSURE DEMOCRATIC FUNCTIONING
BUILD UP CLASS-ORIENTED MILITANT ORGANISATION
It is an admitted fact that our organisation, NFPE, has grown in its strength and in terms of its movements and intervening capacity throughout the country. But there is no room for complacency, given the challenges before and the responsibilities fallen on us. We have to strengthen our organisation further both quantitatively and qualitatively.
In building, running and strengthening a trade union organisation, democratic functioning plays the role of a cornerstone. To put it differently, the source of many of the ills of our organisations lies in the absence of democratic functioning. Therefore the importance of democratic functioning should be clearly understood by everyone of us.
Democratic functioning in essence is to involve the mass of the workers in the decision making process and their implementation. This requires a well knit and functional system of regular contacts and participative communication with the workers at grass root level on the one hand and collective functioning of the leadership team at various tiers of the organization.
To mention a few specifics of democratic functioning of a union are (a) mode of discharging their responsibilities by the leadership (b) attitude while dealing with the rank and file workers (c) relationship between the leadership bodies of the union and general workers, (d) the norms for working of the various committees, (e) collective functioning in the process of decision making and implementation, (f) conducting meeting of the committees and conferences of the union, (g) management of the union fund and maintenance of books of accounts etc. and the last but not least a functional mechanism of communicating with the mass of the workers at grass root level and also hearing from them. Growing bureaucratic practices in the functioning of the Union are creating serious impediments in strengthening democratic functioning in the Unions at some places. Individualistic way of working by some of the leaders and activists promotes bureaucratism within the organisation. To fight such as situation what is needed is to ensure the collective functioning, to and fro communication amongst the leaders, cadres and general workers.
Another vital area of the democratic functioning is the meetings of the Executive committees and office bearers of the union. In some places regular meetings of these bodies are generally not taking place. Attendance is also much below the required level and defaulting comrades are not dealt with according to the norms of democratic discipline. Then again, the meetings are not properly planned. No written report reviewing the developments of the period between the two meetings and status of implementation of the decisions of the previous meeting is placed before the body concerned. Similar is the situation with regard to a written statement of accounts, membership position etc. Holding the union conferences regularly is a very important organizational requirement. Unfortunately, there are instances of conferences not being held regularly, in violation of constitutional provisions. Such failure is bound to have serious organizational problems and weaknesses. For efficient and effective functioning of an organisation the above mentioned deficiencies are to be dealt with seriously.

Finally we must always remember that without imparting trade union education and inculcating trade union consciousness and class consciousness in the cadres and workers the present malices in the unions narrated above cannot be addressed. Whole package of neo-liberal reforms and the philosophy and strategy supporting the same are meticulously designed for marginalizing and weakening the trade union movement. Trade Union is the only social force, which if properly organized can, pose a challenge against the neo-liberal regime and mobilize the people around it. In fact, tackling trade union movement and subordinating the same has always been the life and death question for the capitalist system and in the era of neo-liberal reforms they are much more focused on this goal of theirs with all their ideological and organizational weaponaries at their command. It is therefore, all the more imperative to ideologically empower our leaders and cadres to powerfully counter the onslaughts of the capitalist class.

NFPE MARCH AHEAD
WITH TOTAL UNITY AND DETERMINATION
9TH FEDERAL COUNCIL – A MEMORABLE EVENT
The 9th Federal Council of National Federation of Postal Employees was held in the land of the great legendary Leader, Late Com. K. Adinarayana, the Ex-Secretary General of NFPE at Sundaraiah Vignan Kendra, Hyderabad from 9thJune to 13thJune, 2013 under the presidentship of NFPE Vice President Comrade S. P. Mukherjee and Com K. K. Sharma. The Reception Committee headed by its Chairman Dr. K. Nageswar, MLC, Com. D. A. S. V. Prasad, Working Chairman (Circle Secretary, AIPEU Group ‘C’, Andhra Pradesh) and General Secretary Com. Ramachandram [Circle Secretary Admn., Andhra Pradesh] had made very excellent arrangements for the conduct of the Federal Council. The inaugural session commenced with the unfurling of both the National Flag and the NFPE Flag by; Com. B. G. Tamhankar, Ex-President, NFPE and Com. D. K. Rahate, President, NFPE and after that floral tributes to the Martyrs Column were held.
On the eve of 9th Federal Council of National Federation of Postal Employees, on 9.6.2013, as the first programme, the AP Postal Women Employees Convention was held. Com. T. Sakuntala, Convener, Women Subcommittee, NFPE presided the convention. Ms. Sandhya Rani, IPoS, Post Master General (BD & Technology) was the Chief Guest and delivered a valuable oration. Com. M. Krishnan, Secretary General, as the chief Guest of Honour has dealt all the work undertaken by the Federation for the welfare of women comrades and its commitment to form All India body in all the affiliated unions exclusively for the women comrades. The other speakers on the occasion were Com. Pushpeswari Devi, Member, All India Women Committee, P3 NFPE, Com. K. Swaruparani, General Secretary, AIDWA, Com. K. Dhanalakshmi, State Convener, Working Women’s, Co-ordination Committee, Andhra Pradesh, Com. C. P. Sobhana, Convener, CCGEW Mahila Committee, Com. R. Seethalakshmi, Asst. Secretary General, NFPE and Com. Nalini, (R-III).
In the afternoon, a big rally from Indira Park was organised with the participation of more than 3000 comrades along with the Leaders, Federal Councillors and Visitors at 3.30pm and reached Sundarayya Vignana Kendram at 5.00pm.Thereafter the open session was held under the presidentship of Com. D. K. Rahate, President. The open session was inaugurated by Com. B. V. Raghavulu, CPI (M) Polit Bureau Member. The other prominent leaders Viz., Com. R. Sudha Bhaskar, General Secretary, CITU, Com. Ragupathy, Asst. Secretary General, Com. R. Seethalakshmi, Asst. Secretary General, Com. Raj Kumar, Finance Secretary also addressed the delegate session. Com. S. P. Mukherjee, Vice President, NFPE, Presided over the delegate session.
Com. D. Theagarajan, Secretary General FNPO addressed the delegate session of the Federal Council and elaborately dealt with the problems faced by the Postal and RMS employees and stressed the need for total unity to resist the attack on Postal services. Com. K. Venugopal, General Secretary, All India Insurance Employees Association, made valuable and educative special address on 11.06.2013 on the subject “Neo liberal Policies – Role of employees”. The Chief Postmaster General, Andhra Pradesh, Circle, Sri. B. V. Sudhakar, IPoS addressed the Federal Council on 12.06.2013 as Chief Guest. He stressed the need to improve the efficientcy and productivity of the Department of Posts for its survival.
The triennial report which in itself is a valuable and comprehensive document and audited accounts were unanimously approved and adopted by the delegates and thereafter the election of office bearers was held. The 9th Federal Council unanimously elected the following team of Office Bearers:

The Federal Council decided to form a Mahila Committee of NFPE at the apex level with two Mahila representative from each affiliated union.
There were 110 Federal Councillors; Ex-officio Office Bearers and Federal Executive Members, 21 fraternal delegates and 45 visitors in the Council. Total 176. About 61 participants took part in the deliberations and debates. There was all round appreciation about the functioning of the Federation which exhibited their confidence and faith in the leadership of the mighty organisation. The Federal Council approved the decision of according associate membership to AIPEU GDS NFPE by its executive and decided to champion the cause of the GDS employees through all its actions and Programmes. The resolution on policy and programme was unanimously adopted at the Federal Council. The following other resolutions were also adopted unanimously. The details will be published in the ensuing Postal Crusader.

21.   Resolution on bureaucratic excesses
22.   Resolution on monetary recovery and disciplinary action on contributory negligence factor
23.   Resolution on problems of Women Employees
The Reception Committee has organised cultural programmes on two days, viz: “Veera Telangana Armed struggle” an inspiring play by Praja Natya Mandali, Nalgonda and another programme by Guruswamy and Team. Welcome song was sung by the singers of PNM Hyderabad.
The Federal Council placed its appreciations on record the services rendered by the outgoing office bearers Com D. K. Rahate, President, Com C. Chandrasekar, Working President and Com. S. P. Mukherjee, Vice President and Com. K. V. Sridharan, Ex-General Secretary of AIPEU Group ‘C’. The Federation is fully confident that with the total cooperation of all, the huge task and the challenges posed to us by the neo liberal reforms and the proposed National Postal Policy etc will be met with by building up rock-like unity and resisting it with all forces at our command. We assure that we will strive hard to live up to the expectations of all our comrades in the rank and file at the grass root level and march ahead, keeping in mind always the legacy of sacrifice, determination and commitment of our founder leaders and martyrs.
The following are the most important decisions of the 9th Federal Council.
1.       To Celebrate the 60th year of NFPE as Diamond Jubilee year for one year and convene a Diamond Jubilee All India Convention of NFPE at Jamnagar, Gujarat, on 24th November 2014.
2.       To conduct indefinite strike along with other Central Government Employees organisations under the banner of Confederation., if the demands raised by Confederation in its 15 points charter of demands including setting up of 7th Pay Commission and 50% merger of DA are not accepted by Government.
3.       To conduct joint indefinite strike, if Government refuses to include the GDS employees under the purview of the 7th Pay Commission.
4.       To oppose and defeat the National Postal Policy which envisages opening up of postal services to private sector.
5.       To organise agitational programmes including indefinite hunger fast for settlement of the demands raised by the Postal Joint Council of Action (NFPE & FNPO) in the memorandum submitted to Secretary, Department of Posts, including the issues of GDS and casual labourers.
6.       To take initiative to form and build up an All India organisation for Postal and RMS pensioners.
7.       To make maximum effort to organise women employees including GDS in all circles and Divisions.
8.       To conduct Trade Union Education Camps.
9.       To Form Circle co-ordinating committees in all Circles.

I am directed to state that the Government has approved, as per decision taken In Cabinet Meeting held on 23rd May, 2013 (Minutes issued on 27th May, 2013), additional manpower for the Income Tax Department in various cadres as per Annex A of this communication. These posts are created in addition to the existing posts as per restructuring of the Department vide F.No.A-11013/3/98.Ad.VII dated 24th October, 2000 and 7051 additional posts created vide order F.No.A-11013/3/2006-Ad.VII dated 20.11,2006.

2. All the additional posts at different levels as per Annex A stand created with effect from 23rd May, 2013 (the date of the Cabinet Meeting). These posts shall be filled up in accordance with the Cabinet approval in the following manner : -

I. The 166 additional regular posts and 620 additional reserve posts at the level of Assistant Commissioner of Income Tax and 563 vacancies arising in this grade due to promotions to higher grade will be filled up equally by promotion and direct recruitment. Therefore the additional 1349 posts created at this level will be filled over a period of 5 years with 270 posts per year being filled in the next four years and 269 posts being filled In the fifth year. Every year these posts will be filled by promotion and by direct recruitment in equal proportion.

ii. The Cabinet has permitted, as a one-time measure, filling up of the additional posts that are to be filled by promotion immediately, without awaiting amendments in the recruitment rules on the basis of the model recruitment rules issued by DOPT. Accordingly, the process of filling up of all the additional posts that are to be filled by promotion shall be initiated immediately on the basis of the model recruitment rules issued by the DoPT without awaiting amendment in the recruitment rules of the relevant post(s).

iii. The Cabinet has also approved the filling up of the additional posts in the HAG+ with all the existing CCsIT being placed in the HAG+ directly and thereafter a DPC being conducted to place 26 of these CCsIT in the Apex grade. Instructions regarding promotions/placements of the officers in the posts in HAG+ and Apex scales shall be issued separately.

3. The region-wise / charge-wise distribution of the posts at various levels will be intimated separately. Revised sanctioned strength will be notified In the recruitment rules In due course.

4. This issues in pursuance to the approval of the Cabinet conveyed vide Cabinet Secretariat Note No. 20/CM/2013 (I) dated the May 27th 2013.
