DRAFT RESOLUTION ON OUR CHARTER OF DEMANDS TO BE PASSED ON 28-03-2018.


RESOLUTION

            This General body meeting of the All India Postal Accounts Employees Association, ……………………………………….…. held on 28.03.2018 has unanimously resolved to express its grave concern and resentment over non settlement of genuine demands, despite various correspondences and discussions, there is not even an iota of improvement in respect of major problems pertaining to PAOs. Even the assured items in the earlier meetings have not been resolved till now. Many issues raised by this Association remain unsettled over years together.
          The issues that are particularly agitating the minds of the employees are i) the vindictive action of the DA (P) Cuttack continuing unabatedly. The Circle Secretary Cuttack was initially punished for writing a letter to DA (P) Cuttack in the capacity of Circle Secretary in 2016. In 2018, the DA (P) has again picked up cudgel against the Circle Secretary for not writing a letter to DA (P) Cuttack (this time Circle Secretary wrote the letter to CPMG, Odisha Circle). Both the times, the charges are “Violation of his channel of Communication”. Non-settlement of charge sheets of staff of PAOs, Kolkatta & Chennai is also long pending. ii) ignoring all the guidelines and clarification given by PA Wing, DA (P) Bhopal has reduced the pay and ordered recovery from the beneficiaries of stepping up of pay as per judgment in OA 2124/2011. iii) Representations of staff seeking transfer under Rule 38 are not being entertained by various DA (P)/ G M (Finance), under one pretext or other, even two officials from O/o DA (P) Lucknow have not yet been relieved for newly formed PAO at Ranchi though all the process were completed. PAO at Dehradun is yet to be started, but process for formation of PAO at AP has been started. iv) the Cadre Restructuring in PAOs has been kept in cold storage on the plea of some queries raised of MoF. v) Views/suggestion submitted by Association for incorporation in the draft RR of AAO Cadre, before Gazette notification was summarily rejected, citing vague reasons. vi) though this Association has brought to the notice of authorities from time to time various problems that are being faced on roll out of CSI in PAOs, no tangible improvement has taken place and the issue remains unresolved.
          This General body meeting after thorough deliberation appeal to the authorities concerned to render justice and protect the interests of Postal Accounts employees, by resolving the above reflected issues by causing issuance of favorable orders on all the issues.
          This General body also unanimously resolved to forward this resolution to the concerned authorities and earnestly urge upon the concerned authorities to kindly initiate process to resolve the issue/ demands of the Postal Accounts, so that a congenial working atmosphere prevails in all the Postal Accounts Offices.

NOTICE FOR AGITATIONAL PROGRAMMES FOR OUR SECTIONAL DEMANDS AS DECIDED BY THE NATIONAL EXECUTIVE.

Sir,      
 As per the decision of the National Executive Committee meeting of the Association held at New Delhi on 15.02.2018, this association shall observe/conduct agitational programmes in three phases in support of the long pending sectional demands of the PAOs.
Charters of demand for which the agitational programmes will be conducted are as under:-
1.      Victimization of Circle Secretary, Cuttack and the vindictive actions of DA(P), Cuttack non settlement of charge sheets of staff of PAOs Chennai & Kolkatta.
2.      Undoing of the benefits of Stepping up of Pay as per Judgement in OA No. 2124/2011, by arbitrary reducing of Pay and imposing recovery of Pay of beneficiaries in PAOs, Bhopal and Cuttack.
3.      Forwarding of applications for transfer under Rule 38, relieving of officials for newly formed PAOs, full-fledged functioning of newly formed PAOs.
4.      Incorporation of modifications suggested by Association in the final RR of AAOs before notification.
5.      Finalization of Cadre Restructuring in PAO.
6.      Redressal of problems arising on CSI Roll out in Postal Accounts Offices.
       The phased programmes of agitation would be as under:-
(1)   Ist Phase: Holding of lunch hour demonstration, passing of  resolutions and sending it to Authorities on 28.03.2018 in all Circle PAOs.
(2)   IInd Phase: Day long protest by wearing Black Ribbon/badges on 06.04.2018 in PAOs.
(3)   IIIrd Phase: Demonstration by all CWC members along with Delhi unit at the Office of G M (Finance) PAO, Delhi on 13.04.2018.

COMMISSIONING MOTHER ENTITLED TO MATERNITY  LEAVE

Maternity Leave and Pension

Hon’ble Delhi High Court vide its judgement dated 17.07.2015 in the Writ Petition (C) No. 844/2014 – Rama Pandey vs. Union of India &Ors., has laid down that a female employee, who is the commissioning mother, would be entitled to apply for maternity leave. Department of Personnel and Training, after examination of the judgement, has circulated it to all Ministries/Departments for wide publicity vide Office Memorandum dated 29.01.2018.

In accordance with the Office Memorandum No. 1/13/09- P&PW (E) dated 19th July, 2017, family pension would also be granted to a divorced daughter from the date of divorce in cases where the divorce proceedings had been filed in a competent court during the life-time of the employee/pensioner or his/her spouse but divorce took place after their death, subject to fulfilment of all other conditions for grant of family pension.

No centralized data regarding grant of pension/family pension by the various Pension Disbursing authorities is maintained.

This was stated by the Minister of State for Personnel, Public Grievances & Pensions and Prime Minister’s Office, Dr. Jitendra Singhin a written reply to question in the Lok Sabha today.

Dear Comrade,

As you may be aware the Govt. of India, Ministry of Finance, has given the following written reply in Parliament for a question asked to Minister of Finance, regarding our demand – “Increase in Minimum Pay and Fitment Formula”.

Reply given by Minister of state for Finance:

“The minimum pay of Rs.18000/- p.m. and fitment factor of 2.57 are based on the specific recommendations of the 7th Central Pay Commission in the light of the relevant factors taken into account by it. Therefore, no change therein is at present under consideration”.

From the above it is crystal clear that Govt. has gone back from the assurance given on 30.06.2016 by Group of Ministers including Sri Rajnath Singh, Home Minister, Shri Arun Jaitley, Finance Minister and Shri Suresh Prabhan, then Railway Minister, that Minimum Pay and Fitment formula will be increased and for that purpose a High Level Committee will be appointed to submit report within four months.

Now that Govt. has gone back from its assurance, I on behalf of Confederation of Central Govt. Employees & Workers, which is a constituent organisation of NJCA, request you revive our deferred agitational programmes immediately and for that purpose, if necessary, an urgent meeting of the NJCA may be convened.

MAHARASHTRA FARMERS STRUGGLE
WIND OF CHANGE

Confederation of Central Government Employees and Workers, CHQ, Congratulates the farmers of Maharashtra for the historic “Kisan long March” from Nasik to Mumbai. Around 50000 farmers have marched on foot, under the leadership of Maharashtra State Committee of All India Kisan Sabha (AIKS), for around 200 kilometers braving the scorching sun to press their demands before the BJP Government of Maharashtra. The State Government was compelled to concede in writing their demands including loan waivers, right to forest lands for the tribals tilling the lands for decades, Minimum Support price for agriculture products as per Swaminathan Committee recommendation etc.

The successful struggle of the farmers of Maharashtra has inspired the entire country, particularly the workers across the country. The working class stood in solidarity with the struggling farmers earlier in Rajasthan and now in Maharashtra. Central Government Employees under the banner of Confederation of Central Govt. Employees and Workers will continue to support the genuine demands of the farmers all over the country and stand firmly in solidarity with them.
