Com. M.K. Pandhe, the veteran leader of the Indian Working Class, the former President of CITU and the Member of Politburo  CPI(M) is no more. He passed away last night. He is the friend and guide of the movement of the Central Government employees.

CAMPAIGN TO POPULARIZE THE CHARTER OF DEMANDS OF THE
CONFEDERATION OF CENTRAL GOVERNMENT EMPLOYEES &WORKERS.
UNITE TO OPPOSE THE PRIVATIZATION OF PENSION.
COLLECT THE SIGNATURES OPPOSING THE PENSION BILL.
STICK TO THE TIME LINE
SUBMIT THE REPORT ON IMPLEMENTATION TO THE CONFEDERATION CHQ.
1)      05-09-2011 to 10-09-2011:  Circulate the Confederation Charter of Demands among the employees. Hold General Body meetings.
2)      Signature campaign:   Start signature campaign against the PFRDA (Pension Fund Regulatory &Development Authority) Bill. Obtain signatures on the Petition from the employees and their family members and Public. Petition will be submitted to the Prime Minister.
3)      10-09-2011 to 20-09-2011:  Hold District level Conventions.
4)      28-09-2011:   Hold Massive Dharna programme in all State Capitals, District and Divisional offices.
5)      10-10-2011:  State Committees should hold meetings and review the progress of Signature Campaign.
6)      10-10-2011:   Hold Departmental level Conventions before 10-10-2011.
7)      20-10-2011:   Hold rallies and demonstrations in all State Capitals.
8)      22-10-2011:   National Secretariat of the Confederation will meet at Bangalore and review the implementation of the programmes.
9)      March to Parliament:   Confederation will organize March to Parliament with 10000 employees. Date will be announced later.
10)  One day Strike:   Steering Committee will announce the date of strike later.

CHARTER OF DEMANDS
1.     1.  Stop price rise and strengthen the PDS.
2.      2. Stop Outsourcing, Contractorisation, corporatization and privatatisation of   Governmental functions.
3.      3.  Fill up vacant posts and create posts on functional requirements.
4.      4. Revise wages of CGEs with effect from 1.1.2011 and every five years thereafter.
5.      5.  Stop the New Pension scheme and extend the statutory defined benefit pension to   all CGEs irrespective of the date of recruitment.
6.      6. Regularize the Daily rated workers, GDS, remove ceiling on compassionate 
 appointments. End discrimination in the grant of bonus to GDS employees
7.       7. Remove restriction imposed on compassionate appointment and the discrimination on
 such appointments between the Railway workers and the other sections of CGES
8.      8. Stop the move to introduce the productivity linked wage system; performances related pay; introduce the PLB to all departments; remove the ceiling of emoluments for bonus computation.
9.      9.  Settle all anomalies including the MACP related ones raised in the Departmental and National Anomaly Committees and ensure the functioning of JCM in all departments.
1110.  Make the right to strike legal
1111.   Implement all Arbitration Awards.
1212.  Revise the rate of interest of GPF. Revise the OTA and night duty allowances and stitching charges
1313.   Merge DA with pay for all purposes including pension as and when the DA rates  crosses the 50% mark.
1414.  Vacate All Trade Union victimization.

OBITUARY
It is with deep sorrow, we convey the demise of Com. G.S. Gnanam, former Secretary General of Confederation of Central Government employees and workers. Com. Gnanam was admitted to a private nursing home at Chennai due to old age illness. He breathed his last yesterday.
Com. Gnanam was elected as the General Secretary of Income-tax Employees Federation in 1967 and later became the Secretary General of Confederation.  He was responsible in bringing about a vibrant and militant movement of Central Government employees under the auspices of Confederation of CGEs and workers. He became the Secretary General, when the employees were facing one of the worst repression unleashed by the Govt. of India in the wake of the 1960 indefinite strike. Most of the organizations which participated in the strike and which were affiliate of the Confederation had been de-recognized by the Govt. Number of leaders  had been dismissed and thousands of employees had been facing disciplinary proceedings.  He provided leadership at a very crucial time of our movement.
We dip our flag and banner in memory of the great contribution of this comrade to the common movement of Central Government employees and convey our heartfelt condolences to the bereaved members of his family.
