EXTENSION OF LAST DATE OF SUBMISSION OF MEMORANDA TO 7TH CPC

The Seventh Central Pay Commission has invited all associations, unions, institutions, other organizations and interested individuals to send memoranda containing their views on the Terms of Reference of the Commission. These memoranda were to be submitted by end of May, 2014, as indicated in the letter dated 29.4.2014/Public Notice that appeared on 4.5.2014.
The Commission has received requests from several quarters that the last date for submission of the memoranda be extended. The matter has been duly considered and it has now been decided by the Commission to extend the last date of submission of memoranda from 31st May, 2014 to 31st July, 2014.

AIPAEA PROTEST LETTER TO MEMBER (FINANCE) ON THE VINDICTIVE ACTIONS OF G.M(FINANCE) CHENNAI

Dear Comrades,

                   ALL INDIA PROTEST AGAINST VINDICTIVE PUNISHMENTS GIVEN BY THE
                                           GM (FINANCE), POSTAL ACCOUNTS, CHENNAI
GM Finance, Chennai acted highhandedly and pressurized the Accounts Officer to issue Rule 16 Charge sheets to more than 100 officials working in PA sections at PAO, Chennai. In another incident she ordered recovery of TA/DA paid to the Internal Audit party because the report of the Party is not to the liking of her. The officials working in PA sections are asked to go and book the Circle Abstract after completion of the compilation work in the PA Section. This new change she wants to bring it from the month of March 14. Association pleaded with her not to rush with this change. Staff side requested to provide training and give sufficient computers in Book Section to do the work. Staff Side suggested new pattern of work can be done in phased manner from the new Financial Year i.e. after April 14. But all these pleadings went in vain. She ordered the A.O. to issue Charge sheets to all the Staff working in PA sections for not doing the work in Book Section. Charge sheets were issued on 21-04-14 and proceedings concluded in  jet speed and punishment of postponement of one increment for three months is awarded on 13-05-14. CHQ wrote letters and discussed the matter with the authorities at New Delhi. PA wing has called for the report from the Chennai PAO. But, precipitating the situation she punished the Staff.
 
CHQ calls upon all the units to stand united with the Chennai comrades and lodge strong protest by holding massive demonstrations on 19-05-14 and 20-05-14. Send resolution to the Member Finance by Fax on 19-05-14 and to DDG (PAF) on 20-05-14. Send copies of the resolution by Post to the GM Finance, CPMG, Chennai and to C.S. AIPAEA, Chennai as well as to the CHQ.

The protest meeting of AIPAEA ----------------------------------- held on 19-05-14 strongly condemns the vindictive actions of the G.M. (Finance), Chennai, PAO. Punishing the more than 100 officials working in PA sections with postponement of one increment for three months speaks volumes on the autocratic functioning of the GM Finance at Chennai.
It is un-understandable how the local authority without the permission from the Directorate can change the work pattern and introduce new pattern of work, which is having far reaching consequences on the interests of the Staff. If each PAO with impunity began to change and tinker with the work processes in PAOs, there will be no uniformity and it amounts to disregarding the Codes and Manuals. GM (Finance) has never respected and believes in the process of dialogue with Staff Side.  Her earlier stints at Bangalore and Chennai also witnessed similar strains and turmoil in HR matters. The actions of GM Finance vitiated the peaceful atmosphere and functioning at PAO Chennai.
This meeting request for immediate intervention, so that the situation is not further deteriorated. This meeting also requests to undo the injustice caused to the Staff and restore the morale of the Staff, which is at present at its lowest ebb. This meeting also resolves to authorize the CHQ to further intensify the agitation if the harassment of Staff at Chennai PAO continues unabatedly.

Signature Campaign – JAC call:
JAC of Accounts and Audit employees and Officers Organizations has given a call for signature campaign in support of the JAC charter. The draft letter is available in our blog. The signature campaign should be completed by this month end. Reports may please be sent to the CHQ.
Memorandum to the 7th CPC:
CHQ is working on the Memorandum to be submitted to the CPC. It is said that the Memorandum should be submitted by this month end by all the individual Associations. JCM has asked the CPC to extend the time. Any how we will be ready with our Memorandum.
 
Stepping up case:
The hearing is on 16-05-14. So far no unit has made payments after the receipt of the revised clarifications. Hyderabad, Bangalore, it is learnt, may be in a position to make payments shortly.
 
Comrades, implement the All India protest by organizing massive demonstrations and we should be united to arrest the autocratic tendencies.

I would like to bring to your kind notice that the above stated order issued by PA Wing for payment of arrears on accounts of grant of four Advance Increments to those Junior Accountants who passed the Departmental Examination during the period between 01-01-1973 to 31-05-1981 has not been implemented in any of the PAOs   except in Bangalore, Hyderabad, Trivandrum PAOs even after elapse of nine months from the date of issue of the order.

I request you to kindly cause instructions to all the PAOs to implement the order immediately and report compliance.

                  The apex JAC met on 9th April 2014 to review the programme of Joint Dharna on 26th March 2014. Com. S. K. Vyas, Adviser, Confederation of Central Government Employees and Workers’, Com. V. Bhattacharjee, Convener, Apex JAC and Secretary General National Federation of Civil Accounts Associations, Com. T. Satnarayana, General Secretary, All India Postal Accounts Employees Association, Com. A. K. Mehta, President, All India Civil Accounts Employees Association Category-II and Com. S.S. Chauhan, President, All India Association of Pay and Accounts Officers (Civil) along with Shri R. K. Gupta, Joint Secretary General of His organization attended the meeting. Com. M. S. Raja, Chairman, apex JAC and Secretary General All India Audit and Accounts Association could not attend the meeting due to ill health. 

Com.T. Satyanarayana, General Secretary, All India Postal Accounts Employees Association presided over the meeting. It was observed that, the programme of joint Dharna by local JACs on 26th March 2014 has been observed widely at several places. The meeting felt that there is a need to educate the mass of employees about the demands which the apex level JAC has adopted so that in future total participation of the members could be ensured in the programmes. Since the common demands of Stenographers/PAs/Sr.PAs are not there in the charter of demands, it has been decided to incorporate the same and constituents of apex JAC has been requested to send their proposals in this respect. As regards DEOs the situation in different constituents being different, it was decided at the very initial stage that, the demands of this cadre should be dealt by the constituents departmentally. With this object in view, the meeting has decided that the “signature Campaign” may be launched during the month of April & May 2014 on a brief memorandum listing all the demands and with a request that these demands should be settled at the earliest.

                  The memorandum is annexed to this circular. Signatures may be obtained in this memorandum in duplicate. One copy may be sent to the Prime Minister and another copy may be forwarded to the headquarters of apex JAC under intimation to headquarters of respective All India Associations. The signatures will be taken by local units under overall co-ordination of local JACs and each and every member may be approached individually for signature. It should be ensured that all the members sign it latest by 31st May 2014.

                  The apex JAC will finalise a tour programme during the months April, May & June 2014 in consultation with the Chief Executives of constituents of apex JAC  so that local JACs are revitalised and start functioning.

                                                SA/PA                            - GP 4600, PB2
                                                AAO/Sr.PA                     - GP 5400, PB2
                                                AO                                 - GP 6600, PB3
                                                SAO                                 - GP 7600, PB4
iii) Granting MACP on departmental hierarchy basis
iv) Granting one increment and Grade pay of Rs. 5400 from the day of passing AAO/SOG examination
  v) Granting three increments on passing departmental confirmatory examination.
3. Implementation of Arbitration Awards
            It has been decided in the meeting of the National Anomaly Committee that these demands may be discussed by Joint Secretary, Estt (DOPT) and Joint Secretary, Personnel (Department of Expenditure).  Twice the Joint Secretary, Personnel has informally met the members of the staff side.  Last meeting was held on 14.02.2014. But this Sub-committee consisting of Joint Secretary, Personnel is yet to have first formal meeting to discuss these demands and to settle them.

            We therefore, request you to direct these officers to have early discussion with the staff side members with a view to settle these demands without further delay.
