Dear Comrades,
Congratulations!
            I am very happy to announce you all that in the membership verification, our Association has emerged as the largest one, commanding more than 67% of Postal Accounts employees. Department has granted recognition to AIPAEA vide orders dated 22-09-10. It is the duty of all of us to make the AIPAEA the single representative Association in the Postal Accounts. For this all the Units should work hard, attend the day to day problems of the employees, closely interact with the employees and inform our activities to all the employees and build a closely knit relationship with the members.

Urgent feed-back required
I request all the Circle Secretaries to immediately send the information regarding the 1) total sanctioned strength of S.A, J.A, LDC, Sorter, Multitask Staff(Gr.D), Stenographers, Hindi Translators, Hindi Typists and Canteen Staff  2) Cadre wise men-in-position  3) Our Membership 4) Membership of other Associations. Please forward the required information immediately to my camp address given above.
Demands Day on 6th October’ 2010
Com. Basudeb Acharia, M.P. leader of the CPI (M) Group, Loksabha has moved amendments against the resolution moved by the Government in the Parliament for rejection of the award on parity. Consequentially, the Government could not move the Resolution in the just concluded monsoon session of the Parliament. Com. Basudeb Acharia, MP has also forwarded the letter issued by the apex JAC to the Finance Minister with request to implement the award.  Apex JAC also met Smt. Sushma Swaraj, Leader of Opposition, Loksabha and requested to oppose the resolution in the Parliament. Smt. Sushma Swaraj responded positively and assured the delegation that she would take up the matter and ensure that the award is not moved for rejection in the Parliament.
To step up pressure on the government every unit should observe Demands Day on 6th October 2010 by organizing lunch-hour demonstration and send the following Savingram to Shri Prananb Mukharjee, Finance Minister, North Block, New Delhi-110001.

September 7th Strike and Review
            The one day protest has registered the participation of largest number of workers and employees throughout the country. In the Postal Accounts, the strike is total in Andhra Pradesh, Kerala, Raipur, Bengal and Assam. The strike is partial at Chennai, Lucknow, Nagpur, Bhopal, and Delhi. There are also some units where no strike took place. CHQ has yet to receive reports from the units. I request all the Circle Secretaries to review the performance i.e. the strengths and weaknesses. Hold activist meetings. Explain the reason and the need to follow the call of our Federation. Sustained campaign should be built to highlight the policy assaults by the Government and the role of NFPE and AIPAEA on countering such attacks. If we allow the monetarism to crept into our movement we will lose all the gains we achieved so far. Let the fight be on principles. Let AIPAEA be a fighting force.

Re-organization of Postal Accounts
            The Department of Posts is unveiling a move to induct the technology in a large scale. In the light of that the Department is moving fast to re-organize the PAO. A committee under the Chairpersonship of CPMG, Orissa has been examining the issue. It is unfortunate that the Department has not thought it fit to inform the Staff side of the Developments. General Secretary has addressed a letter in this regard to the Secretary Posts and demanded a blueprint. DDG (PAF) told that a formal meeting will be held with the Association. We have to examine the pros and cons of this and be prepared to resists all the moves which are detrimental to the PAO staff.

Meeting with DDG(PAF)
Shri. Manish Sinha , GM (Finance), New Delhi is holding the charge of DDG(PAF) till a regular incumbent is posted. I have met the DDG(PAF) on 23-09-10 along with Com. D.S. Chauhan, Asst. G.S. and discussed the matters relating to the shifting of British India Road Building, Kolkata, problems of Raipur PAO, diversion of Sorter vacancies to Gr.D quota wherever eligible Sorters are not available, MACP promotions by counting the service from the point of Direct recruitment in respect of in-service candidates and Cadre re-structuring. Letters addressed on these issues are put in the aipaea09.blogspot.com  I request the Circle Secretaries to visit the blog and download the same for circulation.
Eligible leave on 8th April, 2010
I hope all units have got the copy from our blog and addressed letters to the Administration to regularize the absence on that day. It is a great victory. We convey our thanks to the DDG(PAF) and other authorities.
Committee on CC problems
You are aware that 19th AIC constituted a Committee under the convenorship of Com. S.B. Yadav, Deputy General Secretary, Lucknow to examine all the procedure followed  and problems faced by the units, so that a uniform procedure can be demanded and also to demand the authorities to address the problems immediately. But so far the feedback by the units to the Committee is very poor. I request all the Circle Secretaries to send their report to Com.S.B.Yadav, within 15 days time without fail.
                       
We won the Cases in the Hon’ble Pr. CAT
You are all aware that the CHQ has filed two cases in the Hon’ble Pr. CAT, New Delhi. In the first case relating to the stepping up of the pay of the senior with that of the junior official under ACP, the Department has been given two months time to consider the matter in the light of the observations made by the CAT. In the second case of treating the JA and SA as single promotion , the CAT ordered to represent to the Department and the Department should within a reasonable time should decide the matter in the light of the judicial pronouncements. On 22-09-10 the General Secretary met our lawyer along with Sri. S.K. Vyasji and submitted the representation in both the cases to the Secretary, Department of Posts. The verdicts given by the CAT has already been placed in our BlogSpot.
Strengthen the CHQ
It is bonus time. Orders are expected soon. There will be no change of bonus ceiling. We may expect 60 days of bonus again; though efforts are on to increase that. CHQ is reeling under financial constraints. We have to discharge the liability on account of payment of arrears of pay and allowances to our former General Secretary and maintain the CHQ. I appeal to all the units to rise up to the occasion and strengthen the CHQ financially by donating rupees 100/-, (Rupees one hundred) per member to the CHQ from the bonus collection.

HIGHLIGHTS OF THE ANAMOLY COMMITTEE MEETING HELD ON 15-09-10

The meeting of the MACP Committee was held on 15th September, 2010.  The meeting was chaired by the Joint Secretary (Estt.) Department of Personnel and Training.  Hereunder are some of the points discussed by  the Staff Side and the out-come.

1. Giving financial up-gradation under MACP as per hierarchy of promotion instead of next grade pay----Not Agreed.
2. Option to retain ACP scheme or switching over to MACP will not be available to individuals. It will be with the Departments.
3. Date of implementation of MACP from 01-01-2006 ....... Not Agreed.
4. Counting of entire Casual service of Temporary Status Gr.Ds as per the Judgments given by Courts .....Agreed to examine the Court Judgment.
5. Counting of service rendered in the higher post before reversion to lower post on request transfers for the purpose of MACP promotion ....... Clarification will be issued.
6.The Service of the Departmental employee who wrote outside examination and appointed against the DR quota will be counted from the date of such appointment for the purpose of MACP (Please refer our letter dated 22-09-10 to DDG(PAF) on the similar matter for clarification to PAOs)
7. Service rendered under probation and the period spent in induction training will be counted for MACP purpose.
8. Stepping up of Seniors pay under MACP promotion in the light of the judgment of Hon'ble Supreme Court of India ....... Staff side was asked to give the copy judgment for examination. (AIPAEA also won the case in the Pr.CAT, New Delhi in r/o stepping up under ACP)
9. Agreed to do away with the bench mark "Good" for promotion under MACP if the functional promotion to the higher grade is under Seniority Cum Fitness. (Like promotion from J.A. to S.A)
10. To treat the officials selected under Limited Departmental Competitive Exam as Direct Recruitees for the purpose of MACP.....Agreed to look into the matter.

Dear Comrades,

            Reports received at JAC head quarter show that the call for 3-day demonstration and sending of telegram to Speaker Lok Sabha and Chairman Rajya Sabha against the move of govt to move resolution in the Lok Sabha ton reject the award by the Board of Arbitration in CA No 3/2001 is responded well through the country.

            The apex JAC had simultaneously written to Shri Prananb Mukharjee, Finance Minister, Shri A. K. Antony, Defense Minister, Shri P. Chidambaram, Home Minister, Ms. Mamta Banerjee, Railway Minister on the issue. , Smt. Sushma Swaraj, Leader of the Opposition, Lok Sabha and other prominent MPs were also appealed to take up the issue on our behalf.

COM. BASUDEB ACHARIA INTERVENED
            Com. MEETING WITH SMT. SUSHMA SWARAJ
            In response to the request letter of the apex JAC, Smt. Sushma Swaraj, Leader of Opposition, Loksabha had agreed to meet the representatives of Joint Action Committee. Accordingly, a delegation comprising Com.K.K.N.Kutty, Secretary General, Confederation of Central Government Employees and Workers Com. M. S. Raja, Chairman and Secretary General, All India Audit and Accounts Association, Com. V. Bhattacharjee, Convener and Secretary General, National Federation of Civil Accounts Associations, and Com.S.Bandopadhyay, Finance Secretary, National Federation of Civil Accounts Associations met Smt. Sushma Swaraj on 11th September. The Delegation explained to Smt. Swaraj that the Government has arbitrarily moved a resolution for rejection of Arbitration Award on grant of higher pay scale to Accounts and Audit Cadres

on par with Central Secretariat cadres on the pretext incurring Rs 1200 crores for the implementation of the award, hiding the fact that the staff side in JCM has already offered to forego the arrears of pay upto 31st Dec 2005. Further, as per JCM norm, the award should have been moved to parliament for rejection within six months from the date of grant of award. Smt Swaraj has responded positively and finally assured the delegation that she would take up the matter and ensure that the award is not moved for rejection in the Parliament. She asked the delegation to approach MPs of different other political parties including Com.Basudeb Acharia so that her move is supported by them

Dear Comrades

1) Mass Casual Leave file cleared. Eligible Leave will be sanctioned. 

2) Data Entry Operators of Chennai PAO will get next Grade Pay of Rs.2400/-, on completion of 10 years in the same cadre under MACP provisions. It is a  relief to our Comrades at Chennai.

3) Instructions are issued to all PAOs to immediately start the process of recruitment.

4) DDG (PAF) Sri. P.K.Sinha has been  releaved and he is proceeding on deputation to Damodhar valley Corporation, Kolkata.  AIPAEA whole heartedly thank him and wish him all the best. Though he worked for a short spell, he left an indelible mark with his positive attitude towards the employees of Postal Accounts. Once again we THANK him.

5) Posting order of Com.P.Rajanayagam has been issued. He is joining as AAO at Trivendrum PAO on 01-10-10. AIPAEA wishes him all the best. The services of Com.P. Rajanayagam will ever be remembered.

The Circular No.18 issued by the Confederation of Central Government Employees and Workers, New Delhi is placed hereunder for your information.


Dear Comrade,

                        Sub: 7thSeptember, 2010 Strike action: our participation.

            We congratulate all our  comrades, who took strenuous efforts in making the 7th September, strike action a grand success.  Enclosed with this circular letter is the Press Statement issued by us yesterday on the basis of the report we have received over phone and SMS. These reports were obtained mostly from the State Committees of the Confederation.  While it might reflect an overall picture of the strike participation in various States, it is necessary that we should review our performance organization-wise and state and region-wise.  Unless we identify our weak areas, it may not be possible for us to take any corrective steps so that we will be able to acquit ourselves creditably in future programmes.  In all likelihood, the Central Trade Unions will step up the resistance movement against the economic policies in the days  to come as 7th September, has demonstrated unambiguously the growing discontent of the workers.  Perhaps in the next phase of struggle, the BMS which has unfortunately opted out of 7th September action may rejoin given the ground reality. 
            Despite our efforts taken even before the 15th July, 2010 all India Trade Union convention in consultation with the All India State Government Employees Federation, the campaign programme could not be mounted effectively.  We are aware of the importance of the  need and efficacy of the campaign programme, the absence of which must have affected adversely our participation in some places.  This apart, it has also come to the fore that the Confederation must now without further loss time initiate some programmatic action in pursuance of the Common issues of the Central Government employees as the JCM forum is becoming a platform for procrastinated dialogue without reaching any tangible settlement on any issue.  The basic issues of anomalies are yet to be settled and there is no indications that it would be done in the near future. 
            The National Council of the Confederation as per the amendment we have brought about to our Constitution in the last Conference, is to meet once in a year.  We should be able to meet in the National Council immediately after the Diwali festival.  To review the strike action of 7th and to finalise the venue and date for the next National Council meeting, we propose to meet on 3rd October, 2010 at 2.30 PM at the Confederation CHQ at Manishinath Bhawan, A/2/95 Rajouri Garden, New Delhi. 110 027.  We request our affiliates and the State Committees to kindly send us a report of the participation of various organizations and the number of employees who participated in the strike to enable us to review and suggest measures for an improved performance in future.  The report may please be sent to the Confederation CHQ preferably by e mail at the following address or otherwise by post immediately on receipt of this letter.  Our e mail address is"

CONGRATULATIONS FOR MAKING THE STRIKE A SUCCESS

Dear Comrades
Congratulations for making all out efforts to make the strike a grand success. The strike report received from the units so far indicate that there is 100% strike at Hyderabad, Kolkata, Gowhati, Raipur, 90% at Thiruvananthapuram, 25% Delhi and partial at Chennai and Lucknow.  Reports are yet to be received from other units. Please send the strike report to  the CHQ through email (satyamtandra@gmail.com)


The important aspect is not only the % of participation, but also the campaign and our efforts to educate the members. It is our duty to make the review keeping these twin objectives in view. Don't lose heart at the set backs if any.  Unite the members, educate the members and Let's March ahead.

Good News to Women employees -- Govt. heeded to the request of Associations on CCL

     A t  last the Government of India has withdrawn the restrictive clause of " noEL at credit "of the Women employee for the grant of Child Care Leave But  certain other conditions are added:  1) CCL will be granted yearly for not more than 3 spell only . 2)Each spell will be for 15days or more.Means the employee should not avail CCL for shorter   spells.    3)Restrictions are imposed for Probationers to avail this leave. 
This order will be effective from 01-09-08 . The EL used before the grant of  CCL from 18-11-08 will be reviewed at the request of the woman employee and the EL will be credited back by adjusting the CCL.

          2. This Department's O.M. No.13018/2/2008-Estt.(L) dated11/09/2008 regarding introduction of Child Care Leave in respect of Central Government employees and subsequent clarifications vide O.Ms. dated 29/9/2008, 18-11-2008 and 2/12/2008 were reviewed. It has now been decided in consultation with Department of Expenditure, to delete the condition that CCL can be availed only if the employee concerned has no Earned Leave at her credit, subject to the following conditions:-

           (i) CCL may not be granted in more than 3 spells in         a               calendar year.
          (ii) CCL may not be granted for less than 15 days.
         (iii) CCL should not ordinarily be granted during the probation period except in case of certain extreme situations where the leave sanctioning authority is fully satisfied about the needof Child Care Leave to the probationer. It may also be ensured that the period for which this leave is sanctioned during probation is minimal.

          3. It is reiterated that the leave is to be treated like Earned Leave and sanctioned as such.

          4. These orders take effect from 1.9.2008. Earned Leave, if any, availed by women employees before availing CCL subsequent to the issue of the OM 13018/2/2008-Estt. (L) dated 18- 1 1-2008 may be adjusted against CCL, if so requested by the employee.

NEW PENSION SCHEME FOR GRAMEEN DAK SEVAKS

SERVICE DISCHARGE BENEFIT SCHEME (SDBS) FOR THE GRAMIN DAK SEVAKS

The department has today released orders on discharge benefits scheme which is in lieu of pensionary benefits and the existing severance amount scheme. This scheme is optional for the existing GDS employees and compulsory for those entering into service from 1.1.2011.The GDS who are left with only three years or less service shall not be eligible.

For opted to new scheme, the severance amount @ Rs.1500 per annum for every completed years of service will be added to the accumulated contributions at the time of discharge for annuitization.

Govt shall contribute Rs200/- and no recovery from GDS. The contributions shall be credited to the Trustee bank designated by the PFRDA.

Not eligible during Put off periods, Provisional appointments and substitutes.

On promotion, the accumulations shall be transferred under New Pension Scheme.

On attaining the age of 58,the GDS can withdraw 20% of the accumulations.

At the time of discharge 60% will be paid. 40% shall be invested for purchase a Life Annuity from Insurance Company.

On removal & dismissal no amount will be paid.

Option should be given before 30.9.2010.

Department of Posts - IT Modernization Project

IT Modernization Project of Department of Posts – Phase-II
The Cabinet Committee on Economic Affairs today approved the IT Modernization Project – Phase-II proposal of the Department of Posts. The decision is to computerize all the Departmental and Grameen Dak Sevak (GDS) posts offices in the country. The approval has also been accorded for creation of IT infrastructure including establishment of Data Centre, Networking of the Departmental post offices, development of scalable, integrated and modular software for all the operations of the Department of Posts. The Project will be implemented over a three year period covering 2010-11, 2011-12 and 2012-13.

The total expenditure involved in this project will be Rs.1877.20 crore and it will cover all the Post Offices throughout the country in all the State and Union Territories. The Department of Posts will be floating tenders for procurement of hardware and development of software. Pilots will be held in rural and urban post offices. The final roll out will be completed by September 2012.

Handheld devices will be provided to all the Grameen Dak Sevak (GDS) Post Offices in the rural areas and necessary software application developed. Banking solution will be implemented for the Post Office Savings Bank (POSB) scheme. Software Integration solutions will be developed for mail operations enabling tracking solutions for all registered and Speed Post articles.

The Postal Life Insurance services will be available in all the Post Offices including rural pot offices in the country through computers and rural ICT devices. Comprehensive training will be given to staff in Customer relations, application, IT management and system training skills.

Background: The Post Office presently handles 654 crore pieces of mail annually. POSB has a corpus fund of Rs.5,63,000 crore. Significant trends like liberalization and globalization; urbanization, increased demand for financial services, increased funding by government for weaker sections and rural sector, make it imperative that India Post develop new processes and supporting technology.
