Dear Comrades,

It has now become apparent that the Government in intending not to accept any of the pending 16(Sixteen) awards including the award for grant of higher pay scale to Sr. Accountant/Sr. Auditor notionally w.e.f 01-01-1986 and actually from the date mutually negotiated. As a matter of fact in the minutes of the meeting held on 5th February 2007, it was mentioned that in view of the huge financial implications i.e. Rs. 432 crores by way of arrears and Rs.132 crores recurring expenditure, the Government is not inclined to implement the award. It is another thing that, when we pointed pout that no such indication was given during the meeting, they deleted it from the minutes. But at the same time the intention of the Government to reject the award on the plea of huge financial implication has been manifested. Earlier the Government had indicated that all the 16(Sixteen) awards would be discussed meaningfully and a final decision taken on any day between 10th and 20TH March 2007. Later on they shifted this date to be after10th April 2007. This shows that, Government is only preparing the case for non-implementation of any of these awards.

In the light of this situation it has become necessary that, the entire infrastructure of JAC i.e. local JACs is reactivated so that entire membership of the participant JAC organizations is mobilised for an effective mass action through a crisis programme as soon as any decision not to implement the award is reached.

This calls for a joint tour programme by the entire leadership of apex JAC to at least major centers so that local JACs are re-activated or erected for the above purpose.

Such a tour programme by Convener and Chairman of Apex JAC will soon be finalised and circulated to the stations concerned. In the mean time it has been decided that-

• Com. M. Duraipandian, President of All India Audit and Accounts Association will contact the leadership of local JAC at Chennai and finalise a programme of visiting along with the local JAC leaders to Trivandrum, Bangalore and Hyderabad. The programme of these visits will be intimated to the local JAC leaders as also to the headquarters of apex JAC. He will also file a detailed report after his visit.
• Com S.K.Vyas will contact local JAC Leadership at Kolkata on 3rd April 2007 and arrange a tour programme of NE states, Bhubaneswar, Patna and Ranchi for re-activating the local JACs. They will finalise the tour programme and intimate the same to the local JAC leaders of the stations concerned and file a report after their visits.
• Com. M.S.Raja, Chairman and Com. V. Bhattacharjee, Convener shall visit Nagpur on 9th April 2007 in connection with the meeting of Confederation. Local JAC of Nagpur shall organise a meeting on that day.
• Com. D.Chakraborty of all India Defence Accounts Employees Federation is being contacted to visit his Bihar and U.P. Units. Com. Safai of the same Federation is being requested to visit his units in Maharashtra, Andhra Pradesh and Madhya Pradesh.
• In addition to this, Com. V.Bhattacharjee, Convenor, Apex JAC is to visit Bangalore and Chennai on 19th and 20th April 2007 respectively. Extended meetings of local JACs may be organised to be addressed by the Convener.

Further developments and programmes would be intimated.
