Dear Comrades,

After attending Kolkata unit special G.B meeting scheduled on 17th Feb and successfully completing the mission of electing a new set of office-bearers for the term 2009-10, myself arrived at CHQ on 18th instant. CHQ owes much to the co-operation exhibited by all members of that great unit; also feels grateful to the circle leadership of NFPE/ C.O.C at Kolkata in general and Com.Tapandas in particular.
Apex JAC call to observe Demands Day on 19-02-09
As you are aware, Apex JAC has formulated new charter of demands in the light of 6th CPC implementation, focusing on the necessity for Restructuring of Accounts and Audit cadres with appropriate Grade Pay(s) and cadre up gradation(s). Apex JAC meet at Chennai on 11-01-09, adopted 7 point charter of demands and decided to submit it to Govt. of India and also to respective heads of departments by observing Demands Day on 10-02-09.
However, this program was rescheduled to 19th instant to coincide with Parliament session. Though this program had been successfully implemented in most of the PAOs, other constituents lagged behind, and in Delhi also the centralized program was not up to the expectation!
Hence, apex JAC met again on 20th afternoon and reviewed the program and decided to carry forward the struggle, first by educating the members at unit level and create a compelling situation whereby each member understands the need for settlement of these justified demands. After threadbare discussions, Apex JAC took the following decisions:
(1) Weeklong campaign, educating the grass root members about the demands, from 16-03-09 to 20-03-09
(2) To hold joint national/cwc meeting of all constituent organizations of JAC, positively in the month of April’09 , and
(3) To submit to the JAC Convener in writing in r/o any anomaly arising out of implementation of 6th CPC recommendations within a period of 15 days which shall be scrutinized and vetted to be forwarded to National Anomaly Committee and also to Confederation.

Anomaly Committee notified/formed
D.O.Per & Trg vide its letter dated 12-01-2009 has notified for the formation of National and Departmental Anomaly Committee consisting of representatives from Official side and Staff side to settle the anomalies arising out of the implementation of 6th CPC. A period of six months allowed for submitting anomalies to the respective committee to be deposed within a period of one year.
All units are requested to bring out the anomalies to the notice of CHQ at the earliest (through our e-mail) for further action.
Chennai High Court judgment on Reverification-2000 and its aftermath
Last month, honourable Chennai High Court delivered its final verdict on Reverification-2000 case, and thereby the Reverification-2000 and also 2008 rendered non-operational and void; causing restoration of pre-2000 position,viz,status qua ante. This may result the recently accorded recognition to organizations and Federations and formation of Departmental JCM/RJCM into void!
It is also learnt that Department is soon to issue fresh notification in consultation with D.O.Per & Trg for Reverification-2009 taking into account the directions of Hon’ble Chennai High Court. Hence all units are requested to be on red alert for another round of Reverification of membership; another opportunity to achieve the goal of ONE INDUSTRY – ONE UNION, Postal Accounts – AIPAEA!
REENGINEERING of Department of Posts
Intra-net connectivity at the level of sub-post offices aiming at online transactions coupled with electronic data transfer and switching over to accrual based accounting system(Double entry) are on the anvil; with these motives, DOP constituted Reengineering Group(with five sub-groupings) at PTC, Mysore!
This committee has completed its preliminary studies and demonstrated the probabilities to the Secretary (Posts) in the First week of Feb’2009. Taking all these realities into account , we have to ensure our presence; retain our relevance and strengthen ourselves within the Department of Posts
Technology Committee – Hyderabad
While reengineering Group is working on wholesome modernization of DOP, CPMG, A.P. Circle has formed another Technology Committee entrusting the PMG, Business Development to coordinate and complete the project. It is apprehended that under the garb of modernization, the PMG, BD is attempting to downsize the PAO without giving any thought to the role and relevance of PAO and also unwarranted meddling with the internal affairs/functions of PAO. Such individualistic approach without the participation of PA Wing, have to be met with strong resistance !
NFPE Secretariat met on 23-02-2009
Federal Secretariat met on 23-02-2009 and reviewed the over all situation and also the Strike notice served by GDS Union, Indefinite Strike w.e.f. 03-03-2009 ! It was decided unanimously to organise solidarity demonstration during lunch hour demanding immediate implementation of GDS Committee Report after removing all the negative aspects; also decided to raise other important problems affecting the regular employees like (a)exempt Dept of Posts from the purview of Screening Committee (b)implement cadre re-structuring in respect of all cadres (c)stop the arbitrary decision to conduct examination for Postmasters cadre (d)provide adequate manpower before launching Project Arrow and (e)dispense with the scheme of Outsourcing of Postal functions. It was decided to campaign the demands and popularizing them to membership during the fortnight beginning with 16-03-2009 (for us this program coincides with Apex JAC program) and on 16-04-2009 to organize Dharna highlighting these demands. Then the situation will be reviewed and decided in the ensuing Federal executive meeting.
Restoration of residency period to 3 years
PA Wing has forwarded the file with the required recommendations to D.O.P & T including our suggestions. Com.S.K. Vyas, President of Confederation has taken serious interest to render justice in this respect.
ACP to Promote officials
Next hearing is posted to 05-03-2009. PA W ing may buy more time to draft counter to our prayer in the Pr. CAT !
Enhanced monthly subscription
As decided in the 18th AIC, the monthly subscription has been raised to Rs.25/-per month. DOP has approved the proposal and copy endorsed to all HOCs for further endorsement to DAPs. CHQ has also sent the copy to all CHQ Office-bearers and DAPs to ensure recovery at enhanced rate without any further delay. If any DAP admn refuses to comply with this relevant O.M. citing some filmy ground, the matter may be immediately taken with the authorities in writing endorsing a copy to CHQ for further action.
Circle Conference and election
It is reiterated that Circles due for biennial conference have to complete this constitutional obligation, and thereby allow the members to exercise their democratic rights and also their free-will. Circle conference report and audited accounts along with the list of newly elected office-bearers may be forwarded to CHQ. Circle conference in Ahmedabad has become overdue; CHQ QUOTA is also pending for long period. Immediate action to rectify these omissions is requested.
Remittances to CHQ
All units are requested to complete their monthly remittance and also special collections to CHQ and also forward a photocopy of those remittance vouchers at once.
Feed- back from units
As requested in our circular no:27 dated24-12-2008 and reminded vide cir. No:28 dated 16-01-2009, the full data relating to staff strength in each PAO is required at CHQ for our effective negotiation with authorities. This may be obtained from Admn and send it to CHQ and also post in our e-mail as detailed therein.
Meeting with Secretary (Posts) on 25-02-2009
Com.K.Ragavendran, S/G NFPE, Com.K.V.Sridharan,G/S P III and myself had informal meeting with the Secretary (Posts) on 25-02-2009 and discussed about implementation of GDS report, Re-structuring of all cadres in DOP, Holding of Postmaster’s exam, Exempting the DOP from the purview Screening Committee and also the Merger of Accounts cadres of PAO and DOT.
Study Tour – German visit
Last year proposal to conduct study tour in r/o German Post has been approved and appears that the said tour may take off w.e.f. 09-03-2009 to 12-03-2009, and this time, my name has also been included in the list !
