Dear Comrades,

Kindly refer to the Apex JAC’s Circular dated 1st April 2007 where-in the unfavourable situation that is emerging on account of the dilatory approach of the Govt. on settling the arbitration awards – including the one on higher pay scale to audit & accounts cadres – was brought out very clearly.

A meeting of apex JAC was convened at New Delhi on 12th April 2007 to take stock of the situation and also to decide the future course of action to save the award given by the Board of Arbitration granting higher pay scale to Audit & Accounts cadres notionally with effect from 1.1.1986 and actually from 12.11.2001.

Unfortunately, only three organisations, viz, All India Audit & Accounts Association, All India Civil Accounts Association and All India Association of PAOs (Civil) were represented with the result that no fruitful discussion could take place.

All the constituent organisations may keep in mind that the onus of carrying out a fight to save the award cannot be left to only few organisations, the imperative need is to have the involvement of entirety of audit & accounts employees and officers so that we can effectively confront the government for the implementation of the award by board of arbitration.

In consideration of the situation developed, it has been decided that, for adopting a united approach and launching effective, sustained movement aimed at getting the arbitration award negotiated and implemented, the Apex JAC will have a broad based meeting on 26th April 2007 at 5 p.m. at New Delhi.

Chief Executives of all Constituent Organisations may ensure that they themselves are present in the meeting of 26th April 2007 without fail.

Conveners of Local JACs are also requested to make it convenient to attend the meeting of Apex JAC on 26th April 2007.

Following will be the items agenda for the meeting-

1. Latest Position of the Arbitration award on Pay-Parity and the next course of action to be taken.

2. Steps to be taken to reactivate/erect local JACs at all stations.

Further, as indicated in the previous circular, Com. S.K.Vyas, while visiting Kolkata on 3rd April 2007, met the local representatives of constituents of local JAC, Kolkata and explained them the latest position of the arbitration award and need of revitalizing the local JAC.

Com. V. Bhattacharjee, Convener, Com. M.S.Raja, Chairman, apex JAC and Com.M.S.Bharne, President, All India Civil Accounts Employees Association, had met the representatives of constituents of local JAC, Nagpur on 10th April 2007. Both Convener and Chairman explained the latest position of the Arbitration award and requested the representatives to revitalize the local JAC. They also suggested that, the local JAC may hold a Convention of Accounts and Audit Employees of Nagpur for reactivating the local JAC and prepare the rank and file membership for instant action if the situation demands.

Since Com. V.Bhattacharjee, Convener will be visiting Bangalore and Chennai on 19th and 20th April respectively, who will be joined by Com M Duraipandian, President, All India Audit & Accounts Association at both stations, it is once again requested that extended meetings of local JACs may be organized to be addressed by the visiting leaders.
