Sir,
I would like to invite
your kind attention to the above cited order under reference and cause
necessary intervention to mitigate the difficulties of the employees.
JAO/AAO Part-II
examination was held after a gap of 17 years, results have been declared and
simultaneously promotion and posting order has been issued. The swift action is
appreciable but the order did not bring cheers to the passed candidates because
of the posting of the officials outside of their home circles, in spite of the
existence of number of vacancies in their home circles. Such an en masse shuffling
for the sake of shuffling will not give any advantage even to the Department.
On the first posting at AAO level, if there are vacancies in existence in the
Home Circle, the posting in the Home Circle will make the candidates more
confident and motivate them to seek the required skills of the new job quickly
with commitment. The worried and unhappy personnel will never be ready to take
upon the challenges.
The above referred
order enjoins not to entertain any representations also. There may be
circumstances in the life of an employee which may make the movement outside
the Head Quarters a near impossible. Apart from compelling family circumstances
there may be working spouse cases etc., which require to be redressed. Ban on
the representations is closing all the options before the employees. It is
forcing the employees to seek voluntary retirement. This tendency will hurt the
Department very badly as the talented personnel are leaving the Department
prematurely adding further to the acute shortage. This Association strongly
feels that wherever there is a scope to accommodate the human interests and
needs, the Administration should endeavor to accommodate such interests and
needs while implementing any policy including transfer policy.
I am to request you to
kindly reflect on the above made submissions and cause action to incorporate
the following points and issue revised order.
1.
First
posting on promotion to AAO cadre should be in the Home Circle, if vacancies
are there.
2.
If vacancies
are not there in the Home Circle, to accommodate in the nearby Circle.
3.
Allow
representations and redress the genuine grievances.
