Periodical
meeting with DDG (PAF)
Periodical meeting with DDG (PAF) has been held on
24-07-2013 under the chairmanship of the new DDG
Sri. Rajnish Kumar. Official Side is represented by Sri.
Sanjay Kumar, Director, PA Admn., Sri. R. Magadevan, ADG (Admn). The Staff Side
was represented by Com. S. Santosh Kumar, President, Com. T.Satyanarayana,
General Secretary and Com. S.B.Yadav,
Deputy General Secretary. The meeting was held in a very congenial atmosphere. The
following Agenda items have been discussed and decisions taken.
1. Recruitment
in Departmental Canteens: Due to
indifferent attitude of PAO Circle Administrations, Departmental Canteens have
been pushed to the verge of closure. No recruitment has taken place for many
years, though there is no ban on recruitment and despite clear cut instructions
and guidelines for recruitment in the Canteens.
Relevant orders issued from time to time by DOP&T have been brought
to the notice of the DDG (PAF) and it is requested to save the Departmental
Canteens from closure. The Staff Side view point has been well appreciated and
decided to issue clear cut directions to all the PAOs to immediately start
recruitment in the Canteens.
Staff Side also brought to the notice the fact that MTS,
LDC and Junior Accountant posts in many PAOs remained vacant due to delay in
holding MTS exam by Circle Administrations and non supply of dossiers by Staff
Selection Commission. Various options including local recruitment put by the
Staff Side have been discussed. It is decided to resort multi pronged strategy
to augment the staff strength. It is decided to issue instructions to call for
deputation to fill up the vacancies (temporarily) in AAO and JA cadres while
making efforts to make strong liaison with regional SSCs at DAP level. The
suggestion to go for local recruitment as one time measure will also be
seriously examined.
2. Change in
Residency Period for writing MTS to LDC examination: The existing eight years service condition to appear
for LDC examination is acting as disincentive to the newly recruited MTS
officials. Quick channel of promotion will help to retain the highly qualified
MTS in PAOs. It is agreed by the Official Side to change the existing residency
condition of 8 years to 2 years to become eligible to write the Departmental
examination for the promotion to LDC cadre. It is also requested to merge the promotion
quota of MTS and Sorter cadres into one and make the quota for promotion to LDC cadre as Sorter/MTS
quota so that unfilled promotional vacancies of the Sorter cadre can be filled
up by eligible MTS officials. This proposition of the Staff Side has been
agreed.
3. Review of the results of SC/ST
candidates who appeared in the recently held AAO examination: The Staff Side has put all the arguments for
undertaking the review of the results of SC/ST candidates. Official Side
pointed out that there is no difference of opinion on the need for undertaking
such review. But they are prevented to do so by the existing orders on the
subject matter wherein the review of marks is allowed to Gr. C posts only. The
JAO cadre is Gr. B (non-Gazetted). The Official Side asked the Staff Side to explore
and bring any order permitting such review to Gr. B non-Gazetted posts so as to
enable them to conduct the review.
4. Finalization of AAO Recruitment
Rules: AIPAEA insisted for expediting the approval of new
Recruitment Rules which are now in the DOP&T. Considering the suggestions
made by the Association, it was informed that the DDG(PAF) shortly seeking the
appointment of Joint Secretary DOP&T to discuss and expedite the finalization of AAO R.Rs.
5. Amendment of LDC and JA Recruitment
Rules: AIPAEA has taken up this issue
in the last periodical meeting and it was agreed to. This has been brought to
the notice of the DDG(PAF) and requested to do justice to those seniors who
were denied promotion under Seniority cum Fitness quota due to change in the educational
qualification required for such promotion. Natural justice demands the protection
of the interests of the existing employees whenever the Recruitment Rules are
changed. Staff Side submitted all the Rulings and instructions of DOP&T in
this regard. DDG(PAF) reacted positively and agreed to relax by restoring the
educational qualification(8th and 10thpass) of those
employees who are on roles as on the date of the amendment of Recruitment
Rules.
6. Pay protection under FR 15(a): This is the item settled in the last periodical
meeting. But orders have not issued on the plea that a case is pending in the
Court. All the arguments are placed again before the new DDG(PAF) and requested
him to settle this case and respect the provisions of FR. Finally the Director
(PA Admn) asked for one week time to reexamine the entire case in the light of
our arguments.
The
outcome of the meeting is very encouraging and positive. The Official Side has
taken the Staff shortage very seriously and appreciated the point of view of
AIPAEA and assured to take all steps needed to address this issue. Some individual
cases raised in the meeting informally, which are pending for a long time, some
of them have been settled immediately / assured to settle others. Thus, in many
ways this meeting with the new DDG (PAF) is successful.
Construction of Departmental Buildings: You are all aware that CHQ has taken up this issue as
an agenda item in the Departmental Council (JCM) meeting held in the month of
December 2012. Secretary Posts has ordered to include the building projects of Hyderabad,
Trivendrum and Patna (vertical expansion) in the 12th Plan period. I
am very happy to inform that, as assured these projects have been included and
Circles are addressed to process and submit the Standard of Accommodation (SAO)
to Directorate for further action. The accommodation for Trivandrum PAO (about
29000 SFt) has been provided in the Pujapura H.O. project. All these files are
under process in the Directorate. Circle leadership should constantly follow
and expedite the action as required at Circle level.
Four Advance Increments: This case was originally rejected by the DOP&T. In
the meeting held with DOP&T on 30-07-12, where in the General Secretary
took part, the file was asked to resubmit again. Several times Com. Vyasji
intervened and pursued the file till it is finally cleared. The result is that
the matter has been settled and all the J.As. who passed the Confirmation exam/LD
to JA Departmental exam between 01-01-1973 to 31-05-1981will get four advance
increments on the same lines of IA&AD. Many retired and serving employees
of PAOs will get benefited by this order.
Court Cases: Department has not so far implemented the judgment
given by the Hon’ble Principal CAT, Delhi in the stepping up case filed by
AIPAEA. After discussing this matter with our Advocate a contempt petition has
been moved in the Pr. CAT, Delhi. At Chennai, the JA and SA case is posted for
hearing on 13th August 2013, as the Department has not filed the
counter so far. Further developments in these cases will be informed from time
to time.
Forwarding of Applications: The CHQ has taken up the issue of ban on deputation
imposed by the PA wing and PA wing has clarified and stated clearly that the
intention of this order is not to block the future prospectus of the employees.
Hence, applications for career advancement and writing examinations cannot be
stopped by the Administration. This position has been reiterated by the DDG (PAF)
in the periodical meeting held on 24-07-13. It is also informed that PAO
Chennai has been instructed suitably in one such case of refusal to forward the
application. If they are any such case in any PAO the matter may be reported to
the CHQ.
Western Zone Study Camp at Pushkar: NFPE is organizing the Study Camp at Pushkar
(Rajasthan) from 25-08-13 to 26-08-13. Representatives from Rajasthan, Delhi,
Himachal Pradesh, Haryana, Punjab and J&K have to be participated in this
Study Camp. All the Circle Secretaries of AIPAEA of these Circles should book
the tickets to participate in this Study Camp. The Study Camps organized by
NFPE are very useful and help to build the leadership qualities. AIPAEA should utilize
this opportunity and Circle Secretaries of Jaipur, Delhi, Sundernagar, Ambala,
Jallandhar, and J&K should attend the camp. If it is not possible for the
Circle Secretary to attend due to any unavoidable reason he should depute
another office bearer to the Camp.
Confederation of Central Government
Employees and Workers – Agitation programme: The national Secretariat of the Confederation in it’s meeting held on
22-07-13 has decided a programme of action to achieve the 15 point Charter of
Demands including the 7th CPC and Merger of D.A. The Circular number
2 issued by the CCGEW has already been placed in the AIPAEA blog spot. Please
down load the said circular and implement the programme. AIPAEA should involve
fully in these agitation programmes and participate actively to make the State
level Conventions and other protest programmes a grand success. Full
participation will only force the Government to concede our demands.
Postal Joint Council of Action: Postal Joint Council of Action has met at New Delhi on
25-07-13 and reviewed the important demands submitted through a joint memorandum
to the Secretary Posts. Secretary, DOP has convened a meeting on 02-08-13 at
Delhi to discuss the issues raised in the Memorandum. Cadre Restructure is one
of the important issues included in the Memorandum. You are all aware that the
Cadre restructuring file of the Postal Accounts has been cleared by the
Secretary Posts and the file has been sent to the DOPT. On other issues, after
hearing the Secretary Posts, a common approach will be adopted by the Postal
JCA. The General Secretary, AIPAEA will attend the meeting on 02-08-13.
CHQ quota: All
the units which have remitted the CHQ Quota into the Bank Account should
immediately intimate the date of remittance and the amount deposited, so that
the amounts can be properly accounted. Units which have not paid the quota
should immediately remit the quota under intimation to the CHQ.
Central Working Committee meeting: As decided earlier, we are going to hold our Central
Working Committee meeting at Lucknow during the last week of October 2013.
Notification will be issued in due course.
Comrades, we are going to witness
hectic activities in the coming months. Mobilize and prepare for the showdown
on the issues of 7th CPC, Merger of DA and scraping of New Pension
Bill. Joint action with Railways and Defense unions are shaping up.
Confederation has given a call to conduct the strike ballot on the above issues
to prepare the members for the imminent struggle. Unite – Organize – Win – that
should be the slogan of every one of us.
