Sub: - Cadre restructuring proposals for Postal Accounts – Inordinate
delay -
Request to accept
the Report - Regarding.
Ref: - 1) No. 08/15/2011-SR, Dated
the 15th May 2012.
2) This Association letter dated
23-03-2012.
Respected Madam,
It is brought to your kind notice that the
Cadre re-structuring proposals of the Postal Accounts Staff has been submitted
by the Committee on 05-07-2011. Many times the issue has been taken up by this
Association as well as NFPE and requested to expedite the process. But, our
pleadings have not moved the Authorities concerned.
It is surprising and shocking to know that
the Committee Report has been sent back very recently to PA wing with the
direction to relate it to the Report on “Technology
Issues & Staff Matters of Postal Accounts Office, Hyderabad” It is
surprising because after keeping the report for about two years, the same has
been shunted back to the PA Wing with the above remarks. It is shocking because
the Cadre Re-structuring Report and the Report on Technology Issues of
Hyderabad PAO are two different aspects and not related to each other. The Report on Technology Issues & Staff
Matters of Postal Accounts Office, Hyderabad was an attempt to present a
Section wise road map or action plan for quick adaption of computerized processing
of information and data in PAO, Hyderabad in the year 2009 to reduce the
arrears. It is nothing to do with the cadres and cadre re-structuring of PAOs.
Moreover, with the advent of IT modernization Project, 2012 in the Department
of Posts the existing software will be replaced and give place to the Core System
Integration. Hence, the PAO Hyderabad specific Technology report was relevant to
the period 2009 only and not more. Linking these two unrelated issues and
causing delay saddened the PAO Staff and became a source of discontentment.
With immense faith in your objective action,
I am to request your good-self to kindly intervene positively and cause action to accept the
Cadre re-structuring Report on Postal Accounts Staff without any further loss
of time.
With Regards,
Yours faithfully, (T. SATYANARAYANA)
General Secretary
