RE-WRITE THE SAGA OF STRUGGLE – MAKE THE INDEFINITE STRIKE
FROM 5TH JULY, 2011 A GRAND SUCCESS

Dear Comrades,
            Hope you are all preparing well for the nationwide Postal indefinite strike from 5th July, 2011. Postal JCA is receiving very encouraging reports from the Postal units on the campaign for the coming strike. Postal Accounts has got a legacy of struggle. It has never stood second to none in raising its voice against the injustice and for the cause of workers. Let’s keep this track record intact and improve it too!
            It is the fight for the existence of the Postal Department. This massive edifice of 150 years old and epitome service to the people of this great nation cannot be made to crumble at the feet of multinational consultancy agencies.  It is the fight to save the Department.  It is the fight against closure of Post Offices and RMS offices. It is the fight against curtailment of services to the people of this country. It is the fight to secure   social justice for the lowest rung of the employees i.e. GDS. It is the fight to stop casualisation and contractulisation of the permanent jobs in the Department. It is fight against privatization of Postal Department. Let’s join hands together in this great fight for justice. Because, all the adverse and anti employee policies will also hurt the Postal Account employees. We have to sail or sink together. Hence, Join and make this strike a great success.
What is at stake for us in this strike?
            Please go through the Charter of Demands. The following are the demands we put in the Charter. Those are the demands of the Postal Accounts employees. Each demand is very vital for us. There is no other way than to join the main stream of the Postal employees and achieve our demands, in addition to the discharge of sacred duty of saving this Department, as a proud member of the AIPAEA and NFPE. Campaign these facts. Talk to each and every member. Hold lunch-hour meetings. Hold group-meetings. You are part of the great movement and you are the maker of the history of AIPAEA. Move on! Move on to mobilize the members! Move on to talk to them!
1.      1.IMMEDIATE FINALIZATION OF CADRE RESTRUCTURING  PROPOSALS INCLUDING POSTAL ACCOUNTS AS ASSURED BY SECRETARY DEPARTMENT OF POSTS AND ITS IMPLEMENTATION.
2.     2. STOP DECENTRALISATION OF POSTAL ACCOUNTS, PLI AND RPLI AND ENSURE STATUS QUO.
3.     3. EXPEDITE THE PROCESS OF FILLING OF ALL VACANT POSTS IN ALL WINGS INCLUDING GDS.
4.     4.  ENSURE FULL FLEDGED FUNCTIONING OF NEWLY FORMED PAOs BY PROVIDING ADEQUATE STAFF STRENGTH AND ACCOMMODATION. RECTIFY THE ANOMALY CAUSED DUE TO PROMOTION OF GROUP ‘D’ OFFICIALS TO THE CADRE OF LDC AFTER 2004. RESTORE THE RESIDENCY PERIOD OF THREE YEARS IN RESPECT OF JA TO SA PROMOTION RETROSPECTIVELY W.E.F. 13-12-2006. GRANT MACP TO THOSE JOINED IN SORTER CADRE TREATING LDC AS ENTRY GRADE AS THE SORTER GRADE HAS BEEN DEFUNCT SINCE 2000.
5.    5.  STOP HARASSING AND VICTIMIZATION OF INNOCENT OFFICIALS UNDER CONTRIBUTORY NEGLIGENCE FACTORS. IMPLEMENT THE TRUE SPIRIT OF GOVT. ORDERS AND VOLUMES AND NO RECOVERY SHOULD BE MADE IF THE CONCERNED IS NOT DIRECTLY RESPONSIBLE FOR THE LOSS SUSTAINED TO THE DEPARTMENT.

Till date, in spite of our best efforts not even one meeting of the Cadre re-structuring Committee took place. This shows the priority of the Department. Due to wrong decisions of the Authorities the lower cadres like Sorter, LDC & DEO in the Postal Accounts suffered. The promotional chances blocked for years together. Hence, we are asking for immediate finalization of Cadre re-structuring proposals.
The idea of decentralization of the Postal Accounts is always there. Each and every time they tried to destabilize the Postal Accounts under the wrong notions. Now under the cloak of technology they nourish an idea to eliminate the role of Postal Accounts. That is the reason they always talk about the avoiding of duplicate work and integrated soft ware. It never struck to them that to safe-guard the sanctity of audit and financial advice, Postal Accounts needs exclusive and independent software.   That is the reason why we are demanding no decentralization of Postal Accounts in any form.
As on January, 2011 total number of 2611 vacancies are existing in all the Postal Accounts Offices. Our pleadings to expedite the process of recruitment have gone in vain. No seriousness. No serious efforts to expedite the recruitment. Postal Accounts is slowly invaded by casual and out-sourced workers. Hence, we have included this demand in the strike charter.
Newly formed PAOs are limping due to non-providing of infrastructure to enable them to function. If new Postal Circles are justified, why newly formed PAOs are not justified? Why put a question mark and want to kill them? Except bias against Postal Accounts no answer can be found. That is the reason why we raised our voice through this demand.
Due to 10% promotion quota under SCF to the Gr.D cadre to LDC w.e.f. 21-08-2004 ignoring the higher cadre of Sorter, serious injustice was done to the seniors in the Sorter cadre. Had they remain in the Gr.D cadre they would have got LDC promotion early. The solution to this problem is elusive still. Without caring for the justification R.Rs were amended and the residency period was changed to 6 years for promotion to S.A. cadre. This resulted in huge loss to the officials and to undo it we are demanding notional promotion to such candidates. Though the M.O. work is continuing till now, the authorities with their far…. far… sight made the Sorter cadre defunct 10 years ago for all purposes. No exam. No Direct Recruitment. No promotion to Sort cadre. They purposefully allowed it to dry. During this process HR needs are sidelined. Now we are demanding, ignore all the promotions to the Sorter cadre for the purpose of MACP scheme. Is it not justified?
We are waging a bitter struggle against foisting the cases under “Contributory negligence” on the PAO Staff. Amalpuram and Ranigunj C.C cases are haunting us leaving the principal offenders. Victimization in the name of contributory negligence for the frauds in the P.Os should stop immediately.
In addition to the above there are some other common demands like 1) Stop Victimization of Union Office Bearers and dispose all pending Rule 9 cases and 2) Ensure prompt grant of Child care leave  without putting any hurdles. Etc.,
So, Comrades, our stake is high. Mobilize in full strength and make the indefinite strike a grand success.

JOINT CONVENTION AT CHENNAI
            An All India Joint Convention of all Circle Secretaries, All India Office Bearers, and Circle Union Office Bearers of NFPE, FNPO, and GDS Unions of all Circles will be held at Chennai on 19-06-2011. All Circle Secretaries should attend the All India Convention without fail. It is already requested to book the return ticket on the afternoon of 20-06-2011 so that we can use the opportunity to have an interaction among ourselves. Please confirm your presence in advance to the CHQ.
All most all the State Level Conventions were over except Delhi which is scheduled on 12-06-2011. I request all our Circle Secretaries to send reports immediately on the participation of AIPAEA in those State level Conventions.
