Dear Comrades,
Comrades who are coming from the nearby station of Delhi by
hiring Buses and reaching Delhi on the morning of 26th July, 2012 may
kindly Park their vehicles at JAISINGH MARG, or at INDIA GATE. Please
ensure that the participating comrades are allowed to alight at a
Metro Station on your route after entering Delhi and board a metro
train to get down at PATEL CHOWK Metro Station.
The venue from where the procession will commence is near the Patel Chowk Station. Our comrades will be at the following spot:
Jantar Mantar - Parliament Street Intersection - near the Signal Light

of the Confederation will be placed on the spot from where the
procession is to commence. Ensure that the comrades are reaching the
spot well in time and not later than 10.30 AM.
Rally and Meeting will be near the Parliament Street Police Station.
Kindly bring the Placard depicting the demands, banner of the organisation, flag etc.
The
Rally is expected to be addressed by the Members of Parliament,
Leaders of Central Trade Unions, leaders of Confederation and the
affiliated Federations/Unions. The rally is expected to be over by
1.30 PM.

Here is the circular issued by the Confederation on March to Parliament on 26-07-2012. Please note the contents. AIPAEA has arranged accommodation for its members for two days i.e. 25-07-12 and 26-07-2012 at Digambar Jain Dharmashala, Cycle Market, Chandini Chowk, Delhi. Please get down at Chandini Chowk Metro station to reach the Dharmashala.

Dear Comrade,
On
the basis of the discussions, the President and Secretary General of the
Confederation had with the leaders of various organisations in the Survey of
India Department, it is decided to convene a
meeting of the leaders of these organisations on 26th July, 2012 at
4.00 PM at New Delhi at Chugh dharamsala, udyan marg near Gole market ,
NEW Delhi 110 001 instead of 27th in view of the MACP
committee meeting which has been scheduled to take place at 11. 00 AM on 27th.
The leaders of the Survey of India organisations are requested to make it
convenient to attend the meeting as all of them are likely to be at Delhi on 26th
inst.
The affiliates and State Committees are requested to advise the comrades, who
are deployed to participate in the March to Parliament programme to carry their banners, placards depicting the demands
etc while marching to Parliament. It has been decided to
provide a badge to all the participants in the March. The badges are getting
printed at New Delhi. The leaders who
accompany the comrades from each State and affiliate are requested to kindly
collect the same in bunch from the volunteers and distribute the
same to the participants. The March is to commence from a spot at the Jantar
Mantar near to the intersection of Parliament Street, where the signal lights
are installed. There will be a banner of the Confederation and some
volunteers on the spot. Those who are to participate in the march are
requested to kindly be on the spot latest by
10.00 AM. The procession will commence at 11.30 AM to converge at the
Parliament Street Police Station by 12 Noon. The meeting will commence immediately thereafter.
A delegation will meet the Prime Minister either on the same day or on the day
the appointment is given by the Prime Minister.
Those comrades who represent the State Committees and have not been provided with stay arrangements by their respective organisation/Association/Federation etc are requested to contact the Delhi State Committee Secretary, Com. Vrighu Bhattacharya (Phone No. 9868520926). The CHQ has made arrangements for stay for a few comrades at Ambedkar Bhawan, which is near to New Delhi Railway Station. The Comrades, who represent Pensioners organisations may also avail of this accommodation. The accommodation is booked for 25th and 26th and is to vacate on 27th morning.
The comrades who are coming from nearby stations of Delhi, viz. Agra, Lucknow,
Kanpur, Jaipur, Jodhpur, Chandigarh, Ambala, Gwalior, Ghaziabad etc. by hiring
buses might require locations to park their buses. The Delhi state
Committee is discussing the matter with the Police Authorities. We are trying to get some place nearby any Metro station,
so that the comrades alighting from the buses can directly take the Metro to
the Venue. The nearest Metro
Station is "Patel Chowk" and those who get down at Rajiv Chowk i.e
Cannought place can walk through the Parliament street to reach the spot.

Highlights and discussions of National Anomaly Committee Meeting held on 17th July, 2012
2. Rule 8 of Revised Pay Rules : It was agreed that taking into consideration, Recruitment Rules the Senior promotee’s pay will be allowed to be fixed at the same stage (especially at the minimum of pay) thus the seniors will get the entry stage pay fixed for direct recruits.
3. Transport Allowance : Since CCA got subsumed in the Transport Allowance resulting denial of Overtime, action will be taken to review this particular aspects to mitigate the hardship.
4. Revision of Existing Allowance : Agreed to process the doubling the allowances (Hospital Patient Care Allowance etc.) Cabinet’s approval will be sought. Target date for finalization is one month.
5. Commutation of additional Pension or Revision of pension in respect of post 31.12.2005 retirees : Department of Pension to make calculation for knowing the difference of amount between pre1.1.2006 and post 1.1.2006. Thereafter a view will be taken.
6. Commutation of Revised Pension : Will be examined further. Copy of Supreme Court Judgement will be given to Staff Side.
7. Revision of Base Index for Dearness allowance : Calculation sheet will be sent to Staff Side for comments.
8. Fixation of pay on promotion (shouldering higher responsibility) to a post carrying same Grade pay : Agreed to grant additional increment erstwhile FR-22-C.
9. Anomaly in the Pay Scale, Pay Band and Grade Pay – Library Information Assistant : Will be referred to Department of Culture for comments for considering allotment of Grade Pay of Rs.4600/- in PB-2.
10. MACP Anomalies : Secretary (Personnel) while appreciating the points raised by Staff Side has decided that a separate meeting will be held shortly (tentative date 27th July, 2012).
11. 15 Years Period fixed for Commutation is Arbitrary/unjustified : Official Side stated that the issue will be examined further.
12. Anomalies in the Pay Scale of Official Language Staff – Grant of parity to Rajbhasha Sahayaks : Railway Ministry’s proposal for granting parity is under active consideration Favourable decision is expected.
13. Grant of parity in the case of Indian Railways Stenographers : Staff Side insisted that int he light of Cabinet’s approval for granting parity, the Railway Ministry should issue orders without referring to Ministry of Finance. It was however stated by the Official Side that this being a common category, Ministry of Finance will have to be approached by Railway Ministry. After discussion it was agreed to expedite decision.
14. Eleven additional Items given by Staff Side in the last meeting will be prioritized for further examination ad discussion.
15. Replacement of Grade Pay of Rs.4600/- with Rs.4800/- in the Railways : Official Side stated that Railway Ministry’s proposal will be considered and a decision given.
16. Transport Allowance at Delhi for employees fo Faridabad, Gurgaon, Ghaziabad and Noida : After discussion it was agreed to consider positively. Staff Side also pointed out that HRA at Delhi rates are already paid to staff and hence Transport Allowance at Delhi rates should be allowed.
17. Grant of another option to the employees promoted in between 1.1.2006 and 2010 : Staff Side pointed out that the Field staff who were promoted after 1.1.2006 were unaware of the advantage of option as they were in the 5th CPC Pay Structure till the implementation of 6th CPC Revised Pay Structure and hence another option should be granted in such situation. After lengthy discussion, Secretary (Personnel) has agreed that there is hardship involved and assured to decide favourably.

Sir,
I thank you for giving an opportunity to this Association
to air its views on the above subject. Absence of any proposal/road map from
the Department inhibited this Association to put its views on all aspects.
However, I submit the following views for the favour of consideration by the
Committee.
The Postal Accounts has been formed under the
Departmentalization Act, 1976 with its roots in the Article 150 of the
Constitution of India. Ever since its formation it is discharging its functions
-- at the apex level it is assisting the Secretary Department of Posts to
render Accounts to the Government of India. At the Circle level besides
compilation of Accounts & rendering consolidated accounts to the
Directorate, it conducts internal audit of the accounting and administrative
units of the Department and acts as Internal Financial Advisor.
Strengthen the Accounts and Audit: To discharge the role
intended by the Ministry of Finance Postal Accounts needs to be strengthened.
With the expanding span of the business activities of the Department of Posts,
the role of the accounting and financial advice becomes important. To discharge
these functions more efficiently the following vital issues need to be
addressed.
1.
Recruitment: It is the most neglected area. During the
time of Screening Committee the vacancies of Postal Accounts have been moved
away. The result is that the organization is gasping for fresh blood to meet
the new challenges. Even after lifting the ban on recruitment also the Postal
Accounts continues to reel under severe staff shortage. Hence, this issues
needs to be addressed urgently.
2.
Training: In the Postal Department, Postal Accounts is
the only organization where training of Staff is not taking place. It is left
to the employee concern to learn the work knowledge from the peers. To meet the
future needs of the Department, trained pool of the employees is an essential
requirement.
3. Retain the present Circle level formation: To ensure
functional autonomy it is essential to strengthen the Postal Accounts in a
centralized environment. With the large scale induction of the technology in
the Department, the accounting and audit functions can be discharged more
efficiently in the autonomous environment from the Circle. Fragmenting the
Organisation in the name of decentralization will not augur well to the
Department. It is also pertinent to note that decades back when the technology
level is not so high and the decentralization was a popular notion, the
experiment conducted in this regard by the Department proved to be a failure.
4. Member Finance is required in the Postal Services
Board: Postal Department is handling multifarious functions involving thousands
of lakhs of rupees. Except in the Department of Posts, in all Organised
Accounts like Railways, Defence, Telecom the post of Member Finance is in vogue.
Hence, creation of the post of Member Finance bringing all the streams of
accounts cadres under the purview for effective control and monitoring of huge
financial activities handled by this Department is important.
5.
Access of the technology: The Postal Accounts should be
able to access the soft ware of the field units for the information relating to
the accounts. This will cut down the delay. While inducting the new technology
in the Department the requirement of the Accounts and Audit should be taken
care of.
It is submitted that the above views are not exhaustive.
Submission of further views on the formation of silos and on other policy
directions is possible only on knowing the proposals of the Department and such
views will be presented to the Department along with the National Federation of
Postal Employees of which this Association is a constituent organization.

ORGANIZATIONAL RESTRUCTURING COMMITTEE MEETING ON 16-07-2012
Comrades,
Department of Posts has formed a Committee to look into the restructuring of
the Department of Posts in the light of large scale induction of
technology and future needs of the Department. Views of the Federations
have been heard on 09-07-2012. AIPAEA has been invited for a meeting
with that Committee on 16-07-2012 at 11.30Am. General Secretary is attending the said meeting.
