DRAFT RESOLUTION TO BE PASSED ON 17.02.2021 AFTER DEMONSTRATION


RESOLUTION- 1

The General Body of this Association at …………………………….. held on 17.02.2021, unanimously express its deep concern and its strong protest over the reported move of the Department of Posts to decentralize the PAOs, under the guise of Cadre review / Restructuring, stripping the functions of PAO and to make the PAO into a lean organization in the post CSI environment.

            The Postal Board on many occasions has assured that the Postal Accounts will not be decentralized. With the advent of modern information technology in the Department of Posts, the need for any such physical deployment of Accounts and Audit personnel is obliterated. It is also not out of place to submit that the decision to decentralize the Postal Accounts has been taken time and again at the back of the Staff Side, the major stakeholder of the organization. The Staff Side has insisted several times to spell out the role of the Postal Accounts in the CSI environment. But, the Staff Side has never been taken into confidence. Now, suddenly, the unilateral observations/recommendations of the Committee in connection with Cadre review of Gr. ‘C’/ Gr. ’B’ (Non-gazetted) of PAOs, reflected vide minutes of the meeting of Cadre review committee dated 04.02.2021 are indicative of Decentralization of PAOs in the name of functional requirements and promotional avenues. The recommendations of the committee are detrimental to the interest of staff of PAOs and the existence of PAOs itself. Proposal submitted by this Association have been totally ignored. Recommendations of the committee are in fact nothing but the road map for decentralization of PAOs at Divisional/HO level, due to which massive resentment is brewing amongst the staff, and any such unilateral decisions will be opposed through Trade Union Action. No Cadre review should be disadvantageous and deprive existing privileges enjoyed by officials, but the above proposals are against the interest of the officials of PAOs. As per the new Cadre review proposal, it is proposed to post AAs, DAs and ASs at the Division/ HO. The functioning under CSI environment is based on the maker and checker concept and to post both at one place under the same supervisory authority would not be healthy and won’t yield desired results as it will lead to coercive methods of approval on wrong doings. The Accounts and Audit independent functioning is the first requirement to ensure the free and fair financial advice and control. Under CSI environment also this principle should not be sacrificed.

This General Body strongly objects to the unilateral proposal of Cadre review by the committee and request the Secretary (Posts) to cause action for a dialogue with the Staff Side. This General Body requests to-

1.     De-link the Cadre review of Gr. ‘C’ & Gr. ‘B’ (non-gazetted) with restructuring of PAOs.

2.     Up-gradation of LDC as Accounting Assistants should be done as proposed/accepted earlier by the PSB in 2012.

3.     We oppose large scale surrender of posts and urge for re-distribution of posts of JAs/SAs etc without matching savings as done in CAG.

4.     We urge to consider staff side views on Cadre review /Restructuring of PAOs.

RESOLUTION-2

 

The General Body of this Association at …………………………….. held on 17.02.2021, unanimously express deep concern and anguish over the agony and anxiety of the officials who have been forcibly sent to PAO Vijayawada for working there for one year as per the order of the PA Wing dated 15.11.2019. It has been assured by Sr. DDG (PAF), Member (P) and Secretary (Post) to the CHQ of this Association that the Staff would be repatriated to Hyderabad as and when new recruitment takes place.

It is very painful that contrary to the assurances given and favorable orders issued by the Directorate, the authorities at Circle level are refusing to entertain the idea of repatriation. PA Wing, vide its letter dated 03.12.2020 has conveyed to GM (PAF), Vijayawada approval of the competent authority for the transfer of 5 Senior SAs who were temporarily posted at PAO Vijayawada from PAO Hyderabad under Rule 37 back to PAO Hyderabad. It is very unfortunate that the GM (PAF) Vijayawada is reluctant to initiate the process of repatriation of officials to PAO Hyderabad in spite of Directorate’s approval/Directions, under one pretext or other. It would be quite relevant to mention here that even hon’ble CAT Hyderabad has also given a judgment on the bifurcation issue, giving certain reliefs to the aggrieved applicants, but even the courts verdict is also not being honored, in spite of Directorates direction to implement the same vide its letter date 28.12.2020.

This General Body earnestly appeal to the Secretary (Posts) to cause immediate action to start the implementation of the repatriation process as per Directorates letter dated 03.12.2020 and intervene to cause execution of Hon’ble Tribunal Judgment/orders dated 23.11.2020.
