Draft Resolution on 26.08.2020

 Com. All circle secretaries are requested to hold Protest Demonstration at lunch hours today in support of our four demands. Separate resolutions are to be passed for each demand and send it to the authorities by email / post.

 

 

 

 

 

 

 

 

RESOLUTION

 

The General Body of this Association at ........................... held on 26.08.2020 unanimously express its deep concern and its strong protest over the reported move of the Department of Posts to decentralize the PAOs, stripping the functions of PAO and declaring the staff surplus to make the PAO into a lean organization in the post CSI environment and neglect of other long pending issues affecting the PAOs.

            In this connection it is to bring to your kind notice that in the year 1987 it was experimented by placing the Postal Accounts personnel at H.O. level. That experiment was withdrawn later as the same was not successful. The Postal Board on many occasions has assured that the Postal Accounts will not be decentralized. With the advent of modern information technology in the Department of Posts, the need for any such physical deployment of Accounts and Audit personnel is obliterated. It is also not out of place to submit that the decision to decentralize the Postal Accounts has been taken time and again at the back of the Staff Side, the major stakeholder of the organization. The Staff Side has insisted several times to spell out the role of the Postal Accounts in the CSI environment. But, the Staff Side has never been taken into confidence. Now, suddenly it is learnt that the Department is going ahead with the proposal to decentralize the Postal Accounts by deploying officers to the Head Post Offices as reflected in the minutes issued on 17.08.2020 of the meeting of restructuring committee of PAOs held on 06.08.2020. It is alarming to note that without any domine knowledge and ground level functional necessities and requirement of staff the executive side is time and again resurrecting the failed concept of deployment of PAO personnel to the HPOs. Accounts and Audit independent functioning is the first requirement to ensure the free and fair financial advise and control. Under CSI environment also this principle should not be sacrificed. The CHQ of this Association has conducted many Work Shops to strengthen the PAO functions under CSI. It is found that if all the accounting and financial functions are assigned to the PAO and it is allowed to play its full role, there will be a requirement for more staff.  If the argument that under CSI there is no need for checks and balances is allowed then there will be no need for PA Wing itself. This Association strongly feels that PAO is the backbone of the Department and it should be strengthened. For such functional strengthening the stakeholders should be taken into confidence and their views should be respected. As a representative of those stake holders, this association decries all attempts to weaken the PAO. Already the PAOs are reeling under the staff shortage. The Committee formed on PAO restructuring should not act in haste brushing the real issues under the carpet.   This General Body strongly objects to the unilateral actions and request the Secretary (Posts) to cause action for a dialogue with the Staff Side. This General Body requests to stop all actions to decentralize the Postal Accounts and declare the staff surplus in the name of restructure.

RESOLUTION

 

The General Body of this Association at ........................... held on 26.08.2020 unanimously express deep concern and anguish over the agony and anxiety of the officials who have been forcibly sent to PAO Vijayawada for working there for one year as per the order of the PA Wing dated 15.11.2019. It has been assured by Sr. DDG (PAF), Member (P) and Secretary to the CHQ of this Association that the Staff would be repatriated to Hyderabad as and when new recruitment takes place. As assured, Sr. DDG had allotted 67 new Dossiers of JAs to PAO Vijayawada by additionally providing 56 Dossiers of 2018 indent in advance so as to curtail permanent deployment of staff from Hyderabad as assured and also to cause repatriation of officials who have joined at Vijayawada. In addition to that 15 Dossiers of LDCs have also been allotted for Vijayawada PAO.  As on date, 38 new JAs and LDCs have joined at PAO Vijayawada, and another 25 are likely to join within fortnight.

 

It is very painful that contrary to the assurances given and the conditions laid down in the transfer orders, the authorities at Circle level are refusing to entertain the idea of repatriation. In these days of COVID 19 the families of the officials stationed at Vijayawada are facing innumerable sufferings. This General Body earnestly appeal to the Secretary (Posts) to cause immediate action to start the process of repatriation as per the stipulated conditions in the transfer orders under which the officials were posted to the Vijayawada Circle. It is also requested not to shift further staff to Vijayawada till the turbulent times of COVID 19 are over. This Association request the Secretary (P) to cause instructions to initiate regular dialogue with the Staff Side on all the issues related to the repatriation and further posting of Staff to the new Circle.

RESOLUTION

 

The General Body of this Association at ........................... held on 26.08.2020 unanimously resolves to express its deep concern and strong protest over the unfair provisions in the notification of Recruitment Rules of AAO of IP & TAFS Group ‘B’. The Recruitment Rules framed for the Accounts and Finance Service, which are against the interests of very personnel of Accounts and Finance Cadres in the Department of Posts and Telecom. The Association has been repeatedly requesting for modification in the RRs of AAO Cadre and grant of 40% SCF quota promotion in the AAO cadre to SAs, along with two other modifications. It is also painstaking that Association is repeatedly demanding to conduct special audit/investigation on the mass irregularities of various nature in LDCE of AAO held in July -2018, but the Department is hesitant to do the same, instead it is going ahead to form panel for granting AO promotions to many ineligible provisionally promoted AAOs.

The General body also appeal and resolve to request to cause thorough and time bound investigation by an independent agency on the irregularities of various nature occurred/noticed in LDCE of AAO-2018 at various levels, as pointed out by this Association through its communications already addressed to the authorities concerned. This General Body also request not to affect further promotions from the LDCE -18 panel undermining the provisions of the Limited Departmental Competitive Exam.

RESOLUTION

 

The General Body of this Association at ........................... held on 26.08.2020 unanimously resolves to express its deep concern and strong protest over non-implementation of under Rule-38 transfer cases, uniformly by various PAOs. In spite of positive efforts by PA Wing, many PAOs like Bengaluru, Kapurthala, Delhi, Patna and Ranchi are either not forwarding transfer applications or reporting vacancy availability to other Circles. In Assam Circle, The Circle Office has declined to accord approval to transfer case under Rule 38. This General body requests that uniform implementation of/expediting the under Rule 38 transfer cases by all the PAOs may kindly be ensured.
