Dear Comrades,
At
the outset, CHQ, congratulates all the Units for successfully observing the
First three phases of our agitational programs on six point charter of demands,
and the two days National Strike on 08 & 09 January 2019 as per the call of
Confederation. Almost every week, General Secretary (GS) visited Delhi, pursued
our issues with the authorities - ADG, Director (PA-Admn), Director (SR), DDG(PA-Admn),
Sr. DDG (PAF). Meaningful discussions were held on various issues like victimization
issue of Chennai, Cuttack & Kolkata, recovery of stepped up pay of PAOs
Hyderabad & Bhopal, Under Rule 38 transfer cases, special recruitment at
Regional level in Assam, NE and other Circle where vacancies are in large
number, building issue of Ahmedabad & Hyderabad, formation of new PAOs at
Dehradun and Vijayawada, holding of JA confirmatory exam twice in a year.
Issues of Cadre restructuring and modifications in the RR of AAO cadre were
also discussed emphatically. A clarification, though inadequate on the recovery
of stepping up issue of Hyderabad has been issued on 08.02.2019, efforts are on
for another clarification covering all the left out points to get it issued by
PA Wing. The General Secretary brought to the notice of authorities the
problems arising out of implementation of CSI and urged them to resolve such
problems by taking corrective measures.
The meeting with the Sr. DDG on the six point charter
of demand on which we conducted three phases of agitation was held on 08.02.2019,
the views of Administration on the issues of filling of vacant posts, resolving
problems in CSI, under Rule 38 transfer, opening of PAOs at Dehradun and
Vijayawada, cadre restructuring of PAO, Regional Recruitment in circles where
vacancies are more than 50%, victimization of staff was very much positive. As
far as SCF promotion in AAO Cadre authorities were non committal under the
pretext that matter is subjudice. We pointed out that AIPAEA was not a party in
any of these cases. It was then assured by the Sr DDG (PAF) that this issue will first be informally taken
up with cadre controlling authority and with
her concurrence move the proposal for the same. We also demanded special audit
of the LDCE examination of AAO cadre held in July 2018, as scores of irregularities
have been noticed. They agreed to conduct appropriate enquiry into the cases
brought to their notice and against whom complaints are made. In view of the
meeting and the positive approach of Authorities, the fourth phase of our
agitation of one day Dharna on 19th February 2019, stands deferred.

DAY’S NATIONWIDE STRIKE OF 08 & 09 JANUARY 2019
CHQ conveys it’s revolutionary greetings to all the
Circle leadership for successfully conducting the two days National Strike. As
reported by the Circle Secretaries the strike was better than all the previous
strikes with youngsters taking active part in the strike. Strike was near total
in circles of Jaipur, Cuttack, Hyderabad, Guwahati & Trivandrum and above
70% at Kolkata, Chennai & Sundernagar. At Nagpur also a very good strike
was observed this time and in the Northern States also there was improvement in
strike as compared to previous strikes. It is urged to Circle leadership to
reach to the common members and educate them the issues for which we are
fighting and prepare them for further struggles in future.
The President, General Secretary and Com. R.B. Suresh,
Circle Secretary of Chennai attended the National Secretariat meeting of
Confederation held on 15.02.2019 at NFPE head quarter, New Delhi.
Updates on Various Issues:-
1) Cadre Restructuring: In the meeting held on
08.02.2019, Authorities agreed to resubmit the proposal replying to the queries
of MoF. On the lines of our reply without further waiting for other’s
suggestion.
2) New transfer
policy guidelines have been issued in which residency period for transfer under
Rule-38 has been reduced to 2 years from 5 years. Association has requested PA
Wing to ensure transparency and also observe strictly the prescribed guidelines
by all the PAOs.
3) Formation of PAO at Dehradun has been cleared by the
CPMG, Uttrarakhand and the office will be opened in couple of months. Process
is underway for opening of PAO at Vijayawada also. DDG (Finance) has been directed to visit
Dehradun by third week of February and submit the report regarding opening of
office. Sr. DDG (PAF) would also be visiting Dehradun and Hyderabad in March in
this regard. It is hoped that PAO Dehradun will become fully functional by
April.
4) Status of
Court Cases:
a) Sorter/ Group ‘D’ stepping up case is posted on
25.02.2019 for hearing/arguments.
b) Arrears case has been posted on 11.04.2019.
c) JA to SA promotion case, W.P. is at Supreme Court. The
last date of hearing was on 24.09.2018. Department has now filed its reply in
the case. Case has been tagged with the similar case of filled by Railway
Accounts which is likely to be listed on 08.03.2019.
d) A committee has been constituted to formulate a SOP
(Standard Operational Procedure) for working in CSI environment, and is
expected to be finalised very soon.
CWC Meeting of AIPAEA: The next CWC meeting of AIPAEA shall be held at “Youth
Hostel, Surjit Hockey Stadium, Jalandhar” on 24.04.2019 and 25.04.2019.
Notification for the same will be issued shortly. CWC members are requested to
book their to and fro journey tickets accordingly.
Remittance of Quota: All Circle Secretaries are requested to remit the
monthly quota due to CHQ timely.
