The Central Working Committee meeting of AIPAEA was held at Ambala from 11.04.2018 to 12.04.2018. Reception committee held the CWC meeting in a very grand manner, within a short notice. A Galaxy of leaders attended the CWC meeting Com. M. Krishnan, SG, Confederation, Com. R. N. Parashar, SG, NFPE & GS of P-3, Com Giri Raj Singh President NFPE & GS R-3, Com. A.P. Sastry, Ex President AIPAEA and all Circle Secretaries of NFPE Haryana Circle attended the CWC. Shri Mandeep Singh, Director of Accounts (Postal), Ambala had attended the inaugural session and greeted the CWC delegates / observers. Shri Dilip Padhye Ji, Sr. DDG (PAF) had also graced the occasion with his presence and interacted with the CWC delegates / observers. All units except Patna and J & K participated in the CWC meeting.

          The meeting started with flag hoisting. Com A.P. Sastry, Ex President AIPAEA, hoisted National Flag, NFPE Flag was hoisted by Com Manjeet Singh, Ex GS, Admin Union, and Com N. Veeresh, Working President, AIPAEA hoisted the AIPAEA Flag. Offering of floral tributes to Martyrs followed the flag hoisting. Reception Committee felicitated all the leaders/guests by presenting bouquets & mementos. Chairman of the reception Committee, Com. Jasvir Singh delivered the welcome address.

          Dr. Mandeep Singh, DAP, Ambala extended his warm greetings to the CWC and assured all sorts of co-operation from administration. He also opined that the Service Associations of Group A, B & C cadres of the Accounts stream of DOP & DOT must work together in tandem for the betterment of Accounts Wing. He wished the CWC to be grand success.

Comrade M. Krishnan, Secretary General of CCGE&W inaugurated the inaugural cum open session of the CWC meeting. In his address Com. Krishnan elaborately explained the developments since the appointment of 7th CPC till date and the present status of the various committees constituted by the government to look into the issues of Central Government employees after implementation of 7th CPC. He told that the government has backed out from the promise given to the NJCA by the GoM in the meeting held on 30.06.2016 & 06.07.2016. He informed that Government had categorically ruled out, on the floor of Parliament, any proposal under consideration for enhancing minimum wages and fitment formula. He told that a National Convention is going to be held on 10 June 2018 at Hyderabad to decide about the future programme of action on our demands especially NPS and Casual / Contract Labourers, where dates of national strike and other agitational programme would be decided. He appealed to the house to participate in the convention. By wishing the CWC meeting, a grand success he formally inaugurated the CWC.
                       
Com R.N. Parasher, Secretary General, NFPE & GS P-III in his address lauded the Reception committee for their very good arrangements. He extended warm greetings on behalf of his organization as well as personal behalf to the CWC and wished that CWC be a grand success. He informed the house about how the NFPE has thwarted, through sustained struggles, the move of the Department to implement the task force committee report. He also said that NFPE on its own conducted one day strike on 23.08.2017 followed by a series of agitation programmes including 5 days ‘Maha Dharna’ at Delhi from 12.02.2018 to 16.02.2018. as a result of all these agitations, Department was compelled to resume the Periodical meetings. Agenda for the Periodical meetings have already been submitted by us.

Shri Dilip Padhye, Sr. DDG (PAF) also graced the CWC meeting and interacted with the Delegates/Observers. GS placed four issues which were of prime concern for AIPAEA and its members viz. (a) RR of AAO cadre and modification sought by association (b) Trade union victimization (c) discrimination in tenure transfer between Gr B & C officials and Gr A officers (d) Problems faced in implementation/roll out of CSI in PAO and (e) Issue of Rule 38 transfer.  Sr DDG, gave replies on all the issues and also told the steps that are being taken by the Department to resolve the issues. Some individual members also asked their doubts on RR of AAO cadre to which he replied patiently. He also wished the CWC a grand success.

After lunch break the Delegate session commenced by observing one minute silence as a mark of respect to the departed souls. General Secretary placed his report in the house for discussion and consideration of the house.

Com. A. P. Sastry, Ex. President of AIPAEA also addressed the august house. He extended his best wishes for the success of the CWC and assured his continued full support to the Association in future also. He thanked the reception committee for their hospitality and fine arrangement. He explained how we were stagnating at 5000-8000 scale when we demanded and got 10% SCF quota promotion in JAO. We also achieved amalgamation of AAO cadres of DOP & DOT. According to him the Department’s hasty move of filing caveats in all the High Courts, is a mere wastage of public money. He thanked the CHQ for inviting him to the CWC and giving him an opportunity to share his views with the house.

On the second day, Com. Giri Raj Singh, President NFPE & GS R-III addressed the CWC and conveyed his best wishes. He told house how their seniors fought for bonus and I am enjoying the same. Similarly DA was also not released automatically but we have to agitate every three months for the release of DA installment. Government is ruthlessly closing several units in Printing Press, Defence and indulging in mindless privatization of Railways. He also said that the Government in the process of implementing the 7th CPC has curtailed several benefits hitherto enjoyed by us. Our weakness is that our membership does not participate in the agitational programs. He lauded the reception committee for the hospitality and fine arrangement. 

In the unit reporting all the Circle Secretaries reflected the issues faced in their unit, their membership, remittance of quota, participation in agitational programmes. Many of the problems faced by the units were common in nature, like acute shortage of staff in all cadres, inadequate provision of infra-structure, lack of training, threat of decentralization of PAO after implementation of CSI, arbitrary rejection of the Association’s demands in the final RR of AAO, Cadre-restructuring and execution of Rule 38 transfer cases. Bengaluru, Nagpur, Guwahati & Hyderabad raised the issue of implementation of CSI in their office and other problems. Hyderabad, Patna, Trivandrum, Ahmedabad raised the issue of provision of adequate space for Office accommodation and building. Guwahati, Shillong, Trivandrum & Lucknow units raised the issue of Rule 38 transfers. It was requested to go for special local recruitment for the Assam, NE & Trivandrum Circles to fill the vacant posts as a onetime measure. Resolution on CSI Roll out, Rule 38 transfer, modification in RR of AAO, finalization of Cadre Restructuring, implementation of CVC guideline on tenure transfer in all cadre were passed.

Com Shyam Sunder Dey, Circle Secretary of Kolkatta, declared that their unit is prepared to hold the 23rd AIC of AIPAEA at Kolkatta from 27.11.2018 to 29.11.2018.

General Secretary while summing up the discussion gave replies to the queries of the units and placed before the house, the latest updates on various issues faced by the units. He categorically said that the decentralization of PAO in any form is not acceptable to AIPAEA, he also said that AIPAEA has made its stand clear before Sr. DDG (PAF) and other officers that modifications/suggestion of the Association should be incorporated in the RR of AAO cadre by Amendments. He also told that on CSI, AIPAEA has already communicated its stand to the Directorate and would give feedback on the issues/problems faced by officials of PAOs in implementation of CSI. He also assured house that all the issues faced by the units would be taken up with the Authorities with renewed vigour. He appealed the house to be cautious on the issues and assured that the Association will protect the interests of its members at any cost. He appealed to the house to observe all the calls of future agitational programme given by CHQ, NFPE & Confederation.

Reception Committee felicitated Comrade N. Veeresh, Working President, who is going to retire in July 2018.

The CWC meeting was concluded with vote of thanks by Com N. Veeresh, Working president (on behalf of CHQ) and Com Jasvir Singh, Circle Secretary, Ambala and Chairman of Reception Committee who on behalf of host unit proposed vote of thanks to all the leaders, Administration, Sr. DDG (PAF) & DA (P) for accepting his request and attending the CWC meeting.
