GEAR UP FOR THE ONE-DAY NATIONWIDE STRIKE ON 16TH MARCH 2017
PROTEST THE BETRAYAL - WEAR THE BLACK BADGE ON 6TH MARCH
2017

Dear Comrades,
On
the solemn assurance of the Government of India, the National Joint Council of
Action deferred the indefinite strike, which was scheduled from 11th
July 2016. The Committees set up for dealing with Allowances, minimum wage,
fitment factor, New Pension Scheme etc. are proved to be mere eyewash. There is
no sincere attempt to redeem the promises made to the highest negotiating body
of the Central Government employees.
After
lapse of six months, it is clear that issues of employees and workers are of
least priority to this Government. The only positive recommendation of the 7th
CPC in respect of Pensioners was dumped on the ground of non-feasibility.
Allowances Committee even after completion of six months is yet to submit its
report. Formation of High-level Committee for examining the minimum wage and
fitment formula has never taken off. It was diluted to a lower-level Committee.
These Committees did no cognizable work.
The
developments are alarming and affront on the self-respect of the Central
Government employees. The NPS Committee is not going to address the core issue
of keeping the CG employees out of the purview of the PFRDA. The JCM Staff Side
has been side stepped and relegated to a spectator role. The monotony of the
monologue of the official Committees has to be broken. The CG employees have to
assert themselves and protect their rights and defend their rightful demands.
Confederation
has rightly taken a decision to break this monologue-monotony with a deafening
protest with a principled stand that the self-respect of the employees is
non-negotiable. That is the reason for the nationwide one day strike call on 16th
March 2017. All the Central Government employees should rally round the charter
of demands presented to the Government of India and fight to achieve it.
Success of 16th March 2017 strike will invigorate and refurbish the
fighting image of the Central Government employees. We all should unite and resonate
in unison our slogan that employees and workers are not beggars and they are
the rightful stakeholders in the making of this great nation. Government should
be taught to respect the demands and aspirations of the employees and workers.
As a
curtain raiser and prelude to our one day strike the CCGEW has asked its rank
and file to observe “BLACK DAY” on 6th March 2017 by wearing black
badges and holding demonstrations to protest the betrayal of Central Government
employees and pensioners by Group of Ministers of NDA Government. Postal Accounts Employees are requested to participate in toto and make the one day strike on 16th March 2017 a grand
success and also observe the “BLACK DAY” on 6th March 2017 in all
earnestness.
