JAC Dharna on 26-03-2014 – Participate And Make it Grand Success

Dear Comrades,

The Apex JAC has taken a decision to revitalize and reactivate the JAC of Accounts employees and officers organizations through out the country to not only to achieve our long pending demands but also to have a vibrant platform to articulate the voice of Accounts and Audit employees. Countrywide lunch hour demonstrations were held on 19^th /20^th December 2013 by all JAC constituents. A joint meeting of all the constituents of JAC was held at New Delhi on 11-01-2014 and chalked out a phased programme of action. Accordingly massive daylong dharnas were successfully held at all centers before Accounts and Audit offices on 29-01-2014 and passed resolutions.

In spite of assurances to hold discussions on the issue of pay scales of Audit and Accounts employees no serious steps were taken in that direction by the DOP&T. This inaction on the part of Government should provoke all of us to unite and fight more determining way to achieve our charter of demands. Audit and Accounts Employees and Officers have a great legacy of struggle. Because of our continuous and persistent struggles only we could achieve parity demand. We are demanding restructuring of Audit and Accounts Cadres with higher pay scales, payment of arrears of upgraded pay scales from 01-01-1996 to 18-02-2003, implementation of Arbitration Awards etc. To goad the Government to take a positive decision on these demands, there is no short-cut method except struggle. The need of the hour is to unite under the banner of JAC of Accounts and Audit employees and make it stronger and vibrant.

The apex JAC has given a call to all the Accounts and Audit employees and officers to conduct joint dharnas at a centralized place and pass resolutions demanding the settlement of the issues being raised by the Accounts and Audit employees. Organize day long dharna at all centers throughout the country and send Resolutions.

Demands

1.      Payment of arrears of Pay from 1^st Jan 1996 to 18^th Feb 2003 as directed by Courts to Audit & Accounts cadres.

2.      i) Upgradation of LDC as Audit/Accounts Assistant and merger of Auditor/Accountant and SA

ii) Granting following pay scales to Audit & Accounts Cadres

                                                SA                                 - GP 4600, PB2

                                                AAO                                - GP 5400, PB2

                                                AO                                 - GP 6600, PB3

                                                SAO                                 - GP 7600, PB4

iii) Granting MACP on departmental hierarchy basis

iv) Granting one increment and Grade pay of Rs: - 5400 from the day of passing AAO/SOG examination

  v) Granting three increments on passing departmental confirmatory examination.
