COMRADES YOU ARE ALL AWARE THAT THE CONFEDERATION OF CENTRAL GOVERNMENT EMPLOYEES AND WORKERS HAS CALLED UPON ALL AFFILIATES TO ORGANIZE STATE LEVEL CONVENTIONS IN THE MONTH OF AUGUST 2013 AND RELAY DHARNA FROM 2ND TO 7TH SEPTEMBER 2013 AT DIFFERENT PLACES IN ALL IMPORTANT STATIONS. COORDINATE THESE PROGRAMMES WITH THE LOCAL COCS AND IMPLEMENT. IF LOCAL COCs ARE NOT FUNCTIONING AT ANY STATION AIPAEA SHOULD JOIN NFPE TO CONDUCT THE STATE LEVEL CONVENTIONS. IMPLEMENT THE DHARNA PROGRAMME ALONE OR ALONG WITH NFPE IF LOCAL COCs ARE NOT IN EXISTENCE.
EXTENSIVE CAMPAIGN ON THE DEMANDS SHOULD BE UNDERTAKEN BY PRINTING HANDBILLS AND POSTERS. THE BELOW GIVEN MATTER CAN BE USED FOR PRINTING THE HANDBILLS.

– STRIKE IT HARD
Dear Comrades,
Confederation of
Central Government Employees And Workers in its National Council held in the
year 2010 at Mumbai has raised the demand of revision of wages of Central
Government employees for every five years. Since then CCGEW is consistently
agitating over the 15 point charter of demands which includes appointment of 7th
CPC and merger of 50% D.A. with the pay for all purposes. All these protests have culminated into a
historical one day strike on 12-12-12. This strike stirred other major unions
in the Railways and Defence and paved way for united action in the coming days
to achieve the major demands of the Central Government employees.
Central Head Quarters
of the CCGEW has reviewed the entire developments on the charter of demands in
its National Secretariat meeting held at New Delhi on 22.07.2013. It is decided
to step up the campaign and prepare the rank and file for the ultimate trade
union action to achieve the demand of appointment of 7th CPC, 50%
merger of DA with Pay for all purposes, scraping of New Pension Scheme and
other demands. Confederation has chalked out the following programme of action.
1.
State level joint strike conventions in the month
of August 2013.
2. Mass
Relay Dharna at different places throughout the country in the first week of
September 2013.
3.
Nationwide strike ballot in the last week of
September 2013.
4. Holding of Central Working Committee/National
Executive meetings of all the affiliated unions before the first week of
October 2013.
Confederation is spearheading the protest actions with a clear cut
vision and strategy. Vision is to achieve the wage revision for every five
years and the strategy is to unify all the Central Government employees
including Railways and Defence for the ultimate showdown. To take the Charter
to each and every Central Government employee and to register his/her anger and
protest, the strike ballot is thought of, though it is not a mandatory
requirement for strike action. Massive mobilization and expression of our
determination by total participation in the calls given by CCGEW will ensure
the achievement of our demands even without using the ultimate weapon.
15-POINT CHARTER OF DEMANDS OF CONFEDERATION
1.
Revise wages of Central Government employees for five years i.e. with
effect from 01-01-2011.
2.
Merge DA with pay for all purposes

Remove ceiling on Compassionate appointments
4.
Ensure proper
functioning of National JCM
5.
Remove the ban on
recruitment and creation of posts
6.
Stop Downsizing,
outsourcing, contractorisation etc.
7.
Stop price rise and
strengthen Public Distribution System
8.
(A) Regularize the
services of daily rated workers.
(B) Absorb GDS as regular postal employees
9.
Introduce PLB for all and remove ceiling limit
10.
Revise OTA and Night Duty allowance rates
11.
Implement the Arbitration
Awards.
12. Vacate All Trade Union victimization.

Right to strike
14. Ensure five
promotions in a Career as available in All India Services and
Organized Group A Services
