JOINT PROTEST ON 29-04-2013
It is
heartening to note that a joint front has been formed by All India Railwaymen
Federation (AIRF), All India Dence Employees Federation (AIDEF) and
Confederation of Central Government Employees and Workers to demand the
Government to constitute 7th CPC and to scrap the new pension
scheme. Confederation has started the
movement for 7th CPC and on other demands. Central Government
Employees have alone gone on strike under the banner of Confederation to
achieve these demands. Before that this demand is almost non-existent. But now
it has got the prominence among the employees, prodded the other big
organizations to join the movement and made the Government to take note of this
demand.
A
joint call has been given to hold joint demonstrations on 29-04-2013 along with
AIRF, AIDEF and Confederation and send a telegram to the Prime Minister. Postal
Accounts employees should participate in large number and make the call
successful. Wherever there are Joint Action Committees exist organize a joint
programme at a centralized place. Otherwise hold demonstration in the Office
and send the telegram to the Hon’ble Prime Minister of India. All the Circle
Secretaries should plan to campaign in a big way by issuing handbills and
Posters highlighting the demands and programme.

SET UP THE 7TH CPC TO EFFECT WAGE REVISION OF CENTRAL GOVERNMENT EMPLOYEES

CADRE RESTRUCTURING
It is very
unfortunate that the file dealing with the Cadre restructuring of Postal
Accounts has been sent back to PA wing one week back with a comment to link the
Report to the report submitted by a Circle level Committee in the year 2009 on
the “Technology Issues & Staff Matters of Postal Accounts Office,
Hyderabad” It took two years for the authorities in the Postal Directorate to
send the file back. From this the intentions of the Authorities can easily be
gauged. On 01-04-2013 the Postal JCA has submitted the memorandum to the
Secretary Posts on all the pending items including the issue of Cadre
restructuring. Soon the JCA is going to meet and decide the further course of
action in this regard. CHQ will put up our case before the JCA and also react
on this development by proving that there is no connection or relation between
the two reports.
STEPPING UP CASE
The
DOP&T has advised the PA wing to file an appeal in consultation with the
Law Ministry. The file is being sent to Law Ministry to obtain the legal
opinion.
FOUR ADVANCE INCREMENTS
Contrary to our expectations the file has been returned by
the DOP&T with queries on the expenditure, origin of the 4 advance
increments and on other host of issues. PA wing is trying its best to answer
them at the earliest. CHQ is following up and Com. S.K. Vyasji is also pursuing
the matter.
AAO PART – II EXAM RESULTS
The case has been posted by the Hon’ble CAT, Patna on May 10th.
Unless the stay is vacated by the CAT there is no scope of declaring the
results.
RECRUITMENT RULES OF AAO
The file is pending with the DOP&T. The dealing Officer
in DOP&T retired and incumbent has not yet taken over. The file is likely
to be delayed further.
PENDING ISSUES
AIPAEA has expressed its strong resentment over the
non-settlement of pending issues and on non-implementation of agreed issues.
Jaipur CWC has passed resolutions on those issues. CHQ is contemplating
agitation programme on these issues. The details will be informed soon.
EAST ZONE STUDY CAMP
NFPE is conducting the East Zone Study Camp at Guwahati from
27-04-13 to 28-04-13. The Circle Secretaries + one more delegate form Cuttack,
Kolkata and Guwahati should participate in the study camp. It is requested to
confirm their participation immediately.
NATIONAL COUNCIL OF CONFEDERATION
Confederation of Central Government Employees and Workers is
going to be held its National Council at Kolkata from 04-05-13 to 06-05-13.
Apart from General Secretary, Com. Santosh Kumar, President, Com. S.B.Yadav, Deputy General Secretary,
Com. Nanda Kishore Das, Organising Secretary and Com. Das Gupta, Assistant
General Secretary will participate in the National Council.
CELEBRATE
MAY DAY
All the Units of AIPAEA should celebrate the May Day on
01-05-2013 is a big way. Chalk out the programmes like organizing Debate
competitions/Sports events and games etc. Ensure participation of newly
recruited and lady comrades in a big way in these programmes. On 01-05-13 hoist
the May Day flag, pay homage to the Martyrs and hold lunch hour meetings.

AIC SOUVENIR RELEASED
In a grand
function organized on 05-04-13 AIPAEA, Hyderabad has released the Souvenir. Copies
of Souvenir will be handed over to the units in due course. Com. A.P.Sastry, former President, CHQ, who
retired on 31-03-13 has been honoured by Hyderabad unit on 05-04-13 in a
befitting way. Many leaders from Confederation and NFPE participated in the
function and spoke highly of the services of Com. A.P. Sastry. Many comrades
from Units wished Com. APS a very happy retired life. CHQ once again put on
record that the self-less services of Com. A.P.Sastry will always be cherished
by AIPAEA and let’s pledge to work to strengthen the AIPAEA.
