SAVE THE DEPARTMENT AND BE SAFE – MAKE THE POSTAL INDEFINITE STRIKE FROM
17th JANUARY 2012 A GRAND SUCCESS
Postal JCA has decided to go on indefinite strike from 17th January 2012
· Demanding to stop the implementation of Mail Net Work Optimization Project, as this project will hamper the efficiency of Postal Services and lead to extinction of RMS.
· Demanding justice to Casual and Part time workers in the Postal Department.
· Demanding to implement all the agreed demands of 5th July 2011 strike charter.
· Demanding to stop the move to Divisionalize the Postal Accounts in the name of Accrual Accounts.
· Demanding to fill up all vacant posts in the Postal Accounts and grant additional posts to meet the work load.
· Demanding to stop harassment of the Postal Accounts employees in the name of contributory negligence for the frauds committed in the field units.
· Demanding to grant Gr.B status to the Senior Accountants.
· Demanding to settle the Gr.D and Sorter anamolies.
· Demanding to stop the recoveries from the DEOs of Chennai PAO.
I appeal all the Postal Accounts employees to join the mainstream of the Postal workers and make the indefinite strike from 17th January 2012 a grant success. It should be realized that the fate of Postal Accounts is closely connected with the future of the Department of Posts. Hence, it is our duty to fight for the survival of the Department as well as for achieving our sectional demands. Unite and Join hands together to become part of the collective protest. Let’s exhibit our collective determination to demand the betterment of Postal Accounts and to stop the pernicious policies of the Department.
ORGANISE THE FOLLOWING PROGRAMMES
· Hold massive lunch-hour Demonstrations on 15-12-2011 before all the Postal Accounts Offices. Serve the copy of the JCA strike notice to the DAP/GM(Finance).
· Campaign extensively by issuing handbills and posters.
· Hold lunch-hour Demonstration on 26-12-11 at the PAOs. On that day Central JCA leaders will sit on fast before Dak Bhawan, New Delhi.
· Maintain close liaison with the Circle NFPE co-ordination committee and JCA.

In accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947, we hereby notify that all the Postal/RMS/MMS/Administrative & Postal Accounts Employees and the Gramin Dak Sewaks will go on indefinite strike from 17.01.2012. The demands for acceptance of which the employees embark upon this indefinite strike are detailed in the Charter of Demands enclosed.

PROBLEM IN IMPLIMENTING THE DIRECTORATE ORDER ON THE GR.D MACP/ACP
It has been brought to the notice of the CHQ that while implementing the DOP Pay Commission Cell lr.no. 1-20/2008-PCC(pt)/ Dated 06-09-2010 on the subject of conferment of Financial upgradations under TBOP/BCR/ACP1/ACP2 to the erstwhile Gr.D now classified as MTS Gr.C during the period from 01-01-2006 to 31-08-2008, recoveries has been orders in some units. The spirit and intention of the above said order is to provide benefit to the Gr.D employees and not to cause loss in the form of pay recovery. Wherever such cases are there I advise the Circle Secretary concerned to immediately write a letter to the DAP/GM to keep such action under abeyance as the matter has already been taken up by NFPE and the CHQ or to refer the matter to the PCC of the Postal Directorate for clarification.
INFORMATION ON COURT CASES
The case which was posted on 13-12-2011 has been posted to 19-12-2011 and another case hearing is on 06-01-2012.
HOLDING OF PART-II EXAMINATION
The file has been sent to the Law Ministry for obtaining clarification on certain issues, as directed by the DOP&T. On receipt of the same it will be resubmitted to the DOP&T.
Comrades, the indefinite strike is for the sake of our survival. We have to fight back. Mobilize, Organize and MAKE THE STRIKE A GRAND SUCCESS – UPHOLD THE BANNER OF AIPAEA.
