Dear Comrade,
Indefinite strike action
By the Postal workers:
As you are aware the Postal workers in the country will be on indefinite strike from 24th April, 2007 in pursuance of a ten point charter of demands, copy of which is annexed hereto. Out of the said 10 issues, seven are of direct concern to all the Central Government employees and are part and parcel of our own 8 point charter of demands. In the light of the decision of the Postal workers, the Sectt. of the Confederation (those who are available at Delhi) met on 12th to explore the possibilities of organizing actions in support of the postal workers as also in pursuance of our own charter of demands. In order to have a wider consultation with all the N.E members, a draft proposal was sent over to all of them through SMS. The under mentioned proposal was also subjected to consultation with most of the Chief Executives of the affiliated associations/Federations over phone. On the basis of such consultation it has been decided to call upon all affiliates and COCs to carry out the following programme of Action.
24th April, 2007: Lunch recess demonstration at all work places sending the following telegram to the Minister of State for Communication
“Discuss the issue raised by the Postal Workers and settle the same.”
26th April,2007: Dharna/Demonstration in front of the Main Post offices at all town/stations under the auspices of the COCs
Ist May 2007 : Observe May day in an appropriate matter
3rd May 2007: If the Postal workers strike continues, the Central Government employees will organize and participate in a one day strike action on 3rd May, 2007 demanding the settlement of the 8 point charter of demands ( copy enclosed) and to manifest our solidarity with the striking postal workers.
Copy of the strike notice, the Confederation would be serving on Cabinet Secretary enclosed. The affiliates are requested to send a copy of the said notice to the respective head of office/Department for their information latest by 20th April, 2007
We request all affiliates and COC to take all necessary steps to make the strike action slated for 3rd May, 2007 all success. The State COCs are requested to organize campaign programme in all offices within their States to elicit whole hearted co-operated and participation from the members.
The National Executive of the Confederation will met and decide upon the future course of action in pursuance of the 8 point charter of demands in the 3rd week of May, 2007 if the postal workers demands are settled before 3rd May, 2007 and accordingly the one day strike slated for 3rd May has to be deferred.

Copy of the Charter of demands of the Postal Workers in pursuance of which they will be on indefinite strike with effect from 24th April, 2007
1. Appointment of judicial Committee/ Commission of GDS and grand status and pension to GDS Employees.
2. Exempt Department of Posts from the purview of Reduction of staff strength and fill up the vacant posts in all cadres in Postal/RMS/MMS/Circle/Regional Offices/Postal Accounts and GDS, including residual Vacancies.
3. Drop Franchising of Postal Scheme stop closure of Post Office/RMS office Transit Sections/Relocation & merger of offices and Divisions, stop combination of betas of post men /stop curtailment of postal deliveries. Outsourcing of PAO functions etc.
4. Ensure 5the monopoly of collection, conveyance and delivery of the letter mail by the Department of Posts as recommended by the Parliamentary Standing committee.
5. Regularize Casual labourers/Full time /part time Contingency paid.
6. Filling up of all Norms based SLG/HSG-II/HSG-I posts & Restore periodicity of Junior Accountant promotion to Senior Accountant as 3 years.
7. Encashment of all pending bills OTA/TA/Medical/RPLI Commission ect.
8. Grant Compassionate appointments to eligible candidates and absorb approved candidates.
9. Complete take over of POSB and PLI by the Postal Department and accord full Autonomy to the Postal Board as in the case of Railway Board.
10. Recognition of Federations and setting up of councils at all level.

Sir,
As per the decision taken by the National Executive of the Confederation of Central Government employees and workers, we hereby notify that the employees who are members of the Associations and Federations, affiliated to the Confederation will go on one day strike on 3rd May, 2007. The demands for acceptance on which the employees will embark upon the strike are detailed in the charter of demands enclosed.

Charter of demands:
1. Settle the demands contained in the charter of the Postal workers in pursuance of which they have embarked upon an indefinite strike action with effect from 24.4.2007.
2. Grant interim relief of Rs. 1000/-
3. To mandate the 6th CPC to give effect to their recommendations from 1.1.2006
4. Set up Judicial committee for wage revision of Grameen Dak Sewaks
5. End discrimination in the matter of compassionate appointment by removing the ceiling of 5% and such other conditions.
6. Withdraw the orders for abolition of posts, downsizing outsourcing, contractorisation etc.
7. Withdraw the New contributory pension scheme.
8. Regularize the casual, contingent and daily rated workers
9. Do not replace the CGHS with Medicare insurance scheme.
