MAKE THE MARCH TO PARLIAMENT ON 26-07-2012 A GRAND SUCCESS

Comrades, 
Confederation of Central Government Employees and Workers is organizing a march to Parliament on 26-07-12 in support of the 14 point charter of the demands pertaining to the Central Government employees. Wage revision for every 5 years, 50% merger of DA for all purposes, removing the ceiling on compassionate appointments, stopping the out-sourcing, contract and casualisation of permanent jobs are some of the important demands. NFPE has decided to mobilise minimum 10,000  Postal employees to the rally. AIPAEA has decided to mobilise minimum 100 employees. All the units should start preparations to come to the rally. To and fro tickets to Delhi should be booked immediately. All efforts should be made to popularize the  Confederation charter. Mobilse employees to the rally in all the earnestness. Quota for each unit is given below. This quota is only a minimum. All the units nearer to the Delhi and Delhi unit should mobilise more number of employees and make the rally a grand success.

Dear Sir,

I am directed by the National Executive of the Confederation of Central Government employees and Workers to send the enclosed resolution which appeals for the revival of the JCM Machinery, especially at the Departmental council levels for your consideration. We also send herewith a copy of the 14 point Charter of demands adopted by the Committee.  The issues contained in the charter of demands had all been the subject matter of representation on various occasions without however reaching any settlement.   Similarly the issues taken up at the National Council Anomaly Committee as per the agreement reached after the Government accepted the 6th CPC recommendations still beg settlement.

The National Executive also took serious note of the fact that many departmental heads have denied grant of recognition to the Associations and Federations despite their fulfilling all requisite conditions stipulated under the CCS (RSA) Rules, 1993. 
 In the circumstance, the Executive have decided to organize a March to Parliament on 26th July, 2012 and submit a memorandum to the Honorable Prime Minister to seek his intervention.  The National Executive have also decided to follow it up with an industrial action in November, 2012 if the Government continues to disregard the grievances of the employees.

                                                              PARLIAMENT MARCH
            Federal Secretariat endorsed the decision of Confederation National Executive to organize Parliament March on 26th July, 2012 and one day token strike thereafter. It is decided to make the Parliament March a historic success by rallying Ten Thousand participants from NFPE and its affiliated union’s. Campaign programme shall also be implemented in all circles as per the confederation circular. Each affiliate has decided to ensure participation of delegates as shown below:

NFPE All India Convention:
            Federal Secretariat decided to organize an All India Convention on 26.07.2012 at New Delhi. Convention will start at 2.30 P.M.  Venue & programme will be intimated later. Those delegates participating in the Parliament March should also attend the All India Convention.
                                         Associate Membership to AIPEU GDS (NFPE)
            Federal Secretariat has decided to grant associate membership to the newly formed AIPEU GDS (NFPE). All Circle/Divisional unions of NFPE are requested to extend full Co-operation and support to AIPEU GDS (NFPE).
                                                          Review of JCA Agitation:
            The Federal Secretariat after detailed review of the progress made in the charter of demands has come to the conclusion that progress made so far is satisfactory. Federal Secretariat  further decided to take necessary follow up action for getting orders on the remaining items also in a time bound manner.
                                                           NFPE Regional Study Camp:
As decided earlier All India Camps will be organized on Regional Basis as shown below:

POSTAL JCA PROTEST PROGRAMME ON 21-05-12 DEFERRED

Secretary Department of Posts, informed that discussion with Secretary Generals and General Secretaries NFPE/FNPO will be held at 11AM on 21.05.2012 at Dak Bhawan to take concrete decision on remaining items of the Charter of Demands. More orders issued after the announcement of Hunger Fast programme. Remaining items will be clinched in the 21st meeting. MAKE THE 21-05-12 PROTEST A GRAND SUCCESS

Comrades, 
Under the  banner of Postal Joint Council of Action all the General Secretaries are sitting on fast for one day on 21-05-2012 before the Dak Bhavan, New Delhi, as a token of protest against the inaction of the authorities on the assurances given on the strike charter of demands. This should be backed by similar protest before the Circle Head Quarters. All the Circle Secretaries of AIPAEA should take active part in the protest along with the JCA. If it is not possible to join with the JCA due to any reason, organize the protest in the GM/DAP office itself. Acton taken report supplied by the Postal Directorate says that ' the proposal sent to Integrated Finance Wing for their concurrence is at present lying with Postal Estt. Branch.Group-D & Sorter anomaly: the information has been called for from all Circle Postal Accounts Offices. On receipt of the same the case will be examined further.' That itself speaks of inaction on the part of the authorities for months together. Campaign, explain in detail to the employees the need for strong protest. 

Stepping up case is posted for hearing on 6th July 2012, as the Government advocate sought for more time.

General Secretary  is visiting Bhopal on 23-05-12 and Nagpur on 25-05-12 after participating in the fast on 21-05-12 at New Delhi.

            It has been decided by the JCA of NFPE and FNPO that all the General Secretaries and available All India Office Bearers of both the Federations will sit on hunger fast in front of Dak Bhawan, New Delhi on 21st May 2012. (Monday) from 10.00 A.M. to 05.00 P.M. against non-settlement of agreed items of strike charter of demands.
            Similarly all the Circle Secretaries will sit on hunger fast on the same day i.e. 21.05.2012 in front of all Chief PMG Offices. (Copies of both the letters addressed to Secretary Department of Posts in this regard are enclosed.)

Cadre restructuring, Gr.D and Sorter anomalies,  Gr. B status to S.As, Recruitment,  AAO Recruitment Rules, Restoring the education qualification for promotion under SCF quota in r/o promotion to LDC and JA, DEO issues  etc. are some of the issues on which AIPAEA is agitating. DECISIONS OF NATIONAL EXECUTIVE MEETING HELD AT KOLKATA

Dear Comrade,
The National Executive meeting of the Confederation was held at Kolkata on 28th April 2012 as scheduled.  The meeting was chaired by Com. S.K.Vyas, President. Of the 27 members of the Sectt., twenty comrades attended the meeting.  Com. D.P.S Madan and Com. Seethalakshmi did not attend the meeting.  The other five comrades had intimated their inability due to unavoidable circumstances to be present at Kolkata.  Eighteen National Executive            Members representing affiliated Associations/Federations having more than 3000 members did attend the meeting. The prominent absentees were the representatives of: (a) Central Sectt. Employees Federation, (b) CPWD Workers Union (c) CGHS employees Association and (d) Marine Engg. Employees' Association.  However, the following affiliates, even though having less than 3000 membership, sent in their representatives to attend the meeting as observers. 
Farakka Barrage Engineers Association, Farakka Barrage Group D Employees Union, NSSO Ministerial Staff Association, Botanical Survey of India Employees Association, ICMR Employees Association, National Library Employees Association. Of the 18 State Committees, barring Gujarat, Rajasthan, North West Region (Haryana and Punjab) and Himachal Pradesh, all sent in their representatives to attend the meeting.  It was, therefore, the best attended National Executive meeting of the Confederation.  We thank profusely the comrades who took the trouble to make it possible.  The West Bengal State Committee had made very good arrangements for the conduct of the meeting.  Excellent food and very good lodging arrangements had been there.   The decisions taken at the meeting are briefly placed hereunder.

1.            At the request of the house, Com. President agreed to include to discuss the organisational matters and organisational review was included in the agenda.

2.            Agenda No.1: Programme of Action - Unanimously decided to organise a March to Parliament on 26th July, 2012(Thursday) with a participation of  about 50,000 comrades.

3.            Series of demonstrative action programmes will be carried out during the months of August to November, 2012.

4.            The programme will be culminated in a One day Strike on a date to be fixed by the Sectt. and announced at the rally on 26th July, 2012.  The proposed one day strike will be on a day between the last fortnight of November and the first week of December, 2012, depending upon the period of the Monsoon session of the Parliament.

5.            Agenda No. 2: Campaign programmes - The first phase of the campaign programme will be concluded by 20th July, 2012.  The National leaders will visit all States.  Meetings will be organised at least in three places in each State.  The State Committee immediately on receipt of this communication will decide upon the tour programme for each station in the State.  The affiliates will book accommodation at Delhi for the participants who will have to reach Delhi a day prior to the programme.  The Comrades who will be going over to Delhi may be advised to book both the to and fro journey tickets.  The Tour programme of the National leaders is given in the annexure to this Circular.  Both the State Committee and the deployed comrades may seek changes in the date and place within one week of the receipt of this communication.  Whatever adjustments are possible, it would be done by the CHHHQ. After a week no change could be possibly done. The State/District Committees and the affiliates" State leadership will ensure that the railway tickets are booked immediately and the list of volunteers to participate in the March to Parliament programme finalised. The States Committees of Uttar Pradesh, Rajasthan, Delhi and Madhya Pradesh are specially requested to mobilize large number of comrades who are stationed in and around Delhi for participation in the March to Parliament programmeIf necessary they may hire buses etc. to bring the participants.

6.            Review of 28th Feb. 2012 Strike participation: As per the reports presented by both the State Committee and the affiliates, it is evident that the strike participation of CGEs on 28th Feb. 2012 had surpassed all records and have enthused the rank and file of the workers. Most of the comrades reported that the proposed strike action in November/December, 2012 will have larger participation of CGEs in view of the CGE specific demands in the charter. It emanated from the discussion of the organizational review that the organizational state of affairs in North West Region and Gujarat is quite pathetic and serious attention to revive the functioning of the state Committees must be made. The U.P State Committee will hold their conference in June, 2012.  The State Conference of Orissa has already been held and a new set of office bearers have been elected. The Trineal State Conference of Conference was held with participation of all District Committees. The State Committees have been formed in Uttarakhand, Jharkhand and Chattisgarh.  The continued inability of H.P. State Committee to participate in the strike action as well as in the NE meetings has been noted and it was decided that the National leaders must pay attention to this aspect immediately.   The Rajasthan State Committee's Conference is overdue and steps must be initiated to hold the Conference.  In many districts of Tamilnadu, Committees are yet to be formed and the State Committee's repeated assurance in the matter has not been fructified.

Many affiliates have reported the non functioning of the JCM Departmental and Office councils and the non grant of recognition despite completion of all formalities.  The assigning of Group B. Non Gazetted Ministerial status to the employees with grade pay of Rs. 4200 has created problems for many organisations.  Taking all these into account, the Committee decided to hold demonstration in front of all offices and send the following telegram to the Cabinet Secretary and the Secretary Personnel respectively.

7.    Many comrades who participated in the discussion agreed with Com. T.K. R. Pillai that the 6th CPC has done great injustice to the cadre of LDCs and UDCs and the MACP scheme has compounded it.  The restructuring of the UDCs cadre in the Central Sectt. has accentuated the injustice and has disturbed the parity which had all along been in existence with the Sectt and subordinate office staff.  The decision of the Govt. was in complete contravention of the 6trh CPC recommendation to the effect that there must be parity in the pay scales of Sectt and staff in the subordinate offices. The restructuring ought to have been automatically extended to all field formation as the Department of Personnel is the nodal cadre controlling authority for all common categories, he added.  The house, hearing the views of others, decided that the National leaders should immediately take up this matter as also the settlement of MACP related issues with the Government by holding discussions. Com.Prasad raised the issue of denial of transport allowance for those who are on field duty which put them into great financial loss.  The house directed the Sectt.to take up the matter with the Govt. for the removal of conditions for the grant of Transport allowance.

8.    The other suggestion that has emerged from the discussions were:

(a)  The National leadership of affiliated Associations should pay visit to the States periodically and the problems of the employees discussed;

(b)  The CHQ must monitor and ensure that the State conferences are held within the time schedule prescribed under the constitution;

(c)  The Confederation's decisions must be endorsed by all affiliates and communication to that effect issued to all field formations with copy to the State Committees and CHQ.

(d)  The CHQ leaders will interact with the leaders of CGHS and Central Sectt. To elicit their participation in the Confederation meetings.

9.    The meeting also discussed the probability of the PFRDA Bill getting enacted in this session of the Parliament, especially in the background of the stated position of the BJP to support such an enactment.  BJP seems to have watered down its avowed position and they may not perhaps insist upon guarantee  even for a minimum pension.  If not altogether dropped, they may allow it to be reduced to a pittance   The meeting was of the opinion that the Confederation as decided earlier, must register its opposition to the bill as and when it is taken up for adoption, through a separate programme.  Accordingly, it is decided that a demonstration for two hours on either the day the bill is taken up in the Parliament for discussion or the next day must be organised.
The State Committee and the affiliates are requested to kindly take the campaign programme very seriously as an intensified and widespread mass contact will not only rejuvenate our movement but will also ensure larger participation in the 26th July, 2012 March to Parliament.  We must reach out to our members even at the remote corners of the country and we are certain that this campaign will help us to bring about a strong organisational base before we embark upon the strike action.

Quota for participation in the March to Parliament.

Each of the affiliate of the  Confederation may mobilize as per the quota given below:
NFPE- 15,000; ITEF- 2000;  AIAAA- 1000; NFAEA- 1000; Civil Accounts- 500; Ground Water Board-300;
Central Secretariat- 200 all other affilitates of Confedertion: 50 each.
State Coordination Committee may mobilize the following number of participants from the affiliates of Confederation other than the above organizations:
Kerala- 50, Tamilnadu- 50; Karnataka-20; Andhra Pradesh- 20; Maharastra-30; Rajasthan- 20; Delhi-100;
UP- 50; Bihar& Jharkhand- 25; M.P& CG-25, Orissa- 20; West Bengal- 50; N.E. Region-20.
