NATIONAL ANOMALY COMMITTEE MEETING

The Official Side of National Council JCM has come forward to convene the ‘National Anomaly Committee’ on 17.07.2012 just nine days before the March to Parliament Rally by the Confederation of CG Employees on our 14 Point Charter of Demands that includes convening of the National Anomaly Committee. This is due to the effect of our earlier Programme of Telegram Campaign as well as the preparations for the Parliament March.
The Meeting of the National Anomaly Committee will be held at 3.00 P.M. on 17th July, 2012 in the Committee Room No.119, North Block, New Delhi.

          As scheduled, the meeting of apex level JAC was held on 29th April 2012 at Kolkata. Following representatives of various organizations had attended the meeting.

After detailed review of the functioning of JAC, it was felt that, not only apex JAC but also the local JACs have to be reactivated to carry on the course of sustained actions involving the entirety of the Accounts and Audit fraternity.
To begin with, the Convener would write to all the constituent organizations and enquire from them whether they are interested in continuing the function with commitment in the JAC at the apex as well as at local levels. Only those organizations who express their willingness to function under JAC would be taken as constituents of the apex JAC.
A next meeting of the apex JAC may be held on 26th July 2012 where it is expected that Unit representatives of all the constituent organizations would be available to participate in March to Parliament under the Banner of Confederation and in this meeting, not only the apex JAC but local JACs could be reconstituted. Thereafter, a decision of holding Convention shall be taken for the purpose of reorientation of the Charter of demands and approach for the persuasion of the demands.
The meeting also decided that, the address for the apex JAC shall be the address of the Convener and e-mail id shall be opened exclusively for apex JAC.

Dear Comrade,

           Your attention is invited to the decision taken in the last meeting of the apex JAC held on 29th April at Kolkata which are mentioned in the enclosed circular. Accordingly, you are requested to indicate whether your organization is desirous of continuing in the JAC both at the apex as also the local JAC levels. In other words it would mean that you give firm commitment that, you will implement all the decisions of the apex JAC and in the sustained struggle which would be launched from time to time. You are also requested kindly to ensure that, Unit representatives from all stations do come and participate in the March to Parliament on 26th July 2012 which is being organized by the Confederation. on the same day after the March to Parliament, the joint meeting of all the constituent organizations comprising of  their apex as well as Unit leaders would take place at Chug Dharamsala, Udyan Marg, Opposite, BirlaMnadir, New Delhi 110001  at 4p.m. and fresh apex JAC as well as local JACs could be constituted.
This meeting will also discuss and take decision of holding a Convention for the purpose of reorientation of the Charter of Demands and action programmes in support of the charter of demands.

                                                Sub: - Agenda for periodical meeting with DDG(PAF) – Reg.

Sir,

            The periodical meeting with this Association is long overdue. I am herewith submitting the agenda with a request to hold the meeting at the earliest. General Secretary (T.Satyanarayana) and President (S.Santosh Kumar, O/o GM Finance, Chennai) and Deputy General Secretary (S.B.Yadav, O/o DAP, Lucknow) will attend the said meeting. It is requested to cause orders for necessary relief arrangements to facilitate them to attend the said meeting.
Old Items:
1.      Discrepancy in the promotion of Gr.D and Sorter to LDC cadre : I thank the DDG(PAF) for taking a positive stand on this long pending issue and calling for necessary information from the units. It is submitted that this discrepancy has crept in from the time of amendment to the RRs in the year 2004 providing 10% promotion under SCF quota to the Gr.Ds to LDC cadre ignoring the seniors in the Sorting cadre. It is requested to settle this issue at the earliest keeping the above stated date of amendment in view.
2.      Finalisation of RRs for promotion to AAO cadre: This is pending a long time. It is requested to expedite the process of finalization of RRs by giving due consideration to the suggestions made in this regard by this Association.
3.      Restore the post of Member (Finance): It is informed in the last meeting that the same is under process. It is requested to expedite the same.
New Items:
1.      Amendment to JA and LDC RRs: In the Circle Postal Accounts Offices (Junior Accountants, Stenographers Grade-II and Lower Division Clerks) Recruitment Rules, 2010 educational qualification required under SCF promotion to JA and LDC has been enhanced to the disadvantage of the existing senior employees in the feeder cadres. Hence, it is requested to remove the condition of education for promotion under SCF quota.
2.    Implement the decisions taken in the Departmental Council (JCM): In the Departmental Council meeting held on 10-02-2012 items relating to Postal Accounts (Pay protection to employees who seek transfer to a lower post under FR 15(a)/transfer under Rule 38. Decision: It is decided to have a relook into the matter. Construction of Departmental Buildings for Postal Accounts Offices at   Hyderabad,                                             
Trivandrum and Patna.  Decision: It is decided to consider taking up all the three projects for construction during   the 12th Plan period.), submitted by this Association have been discussed and decided on further course of action. It is requested to expedite the necessary action at PA wing.
3.    Fill up all vacancies of AAO in DOP and DOT under 10% SCF quota on regular basis: It is requested to take immediate needful action in this regard.

                                    Sub:- Full pledged functioning of Raipur PAO – Request – Regarding.

Sir,
            I would like to request your kind attention to the discussions held and assurance given to this Association on the above subject matter on several occasions.
            Except MO, CC and AC all other sections have been shifted to Chettis Garah Circle, Raipur PAO. Yet, the staff has not been shifted as per the norms laid down in the letter cited above  under  reference 1. Today, the PAO is functioning under severe staff shortage. No efforts worth the name have been made to fill up the vacancies. In one of the meetings your good self had assured to fill up all the vacancies of Raipur PAO lying in the Bhopal Circle by Bhopal PAO, so that the personnel can be transferred to Raipur at a later date. This Association is not posted with any development on this assurance. On my recent visit to Bhopal PAO it is learnt that no such communication has been received by the PAO.
            It is one of the demands of this Association in the January 2012 strike Charter of the Postal JCA that the newly formed PAOs should be made fully functional. The assurance given in this regard is minuted stating that “ the question of providing facilities for the Staff at Raipur will be looked into by DDG (PAF)” ( letter under reference 3 above). This Association is not aware of the further progress on this demand. Due to non-settlement of this vital aspect, the entire work burden has fallen on the handful of employees presently working in the Raipur PAO.
            Hence, it is earnestly requested to issue immediate orders to shift all the vacancies in proportion to the work shifted so far to Raipur PAO with clear cut instructions to initiate action at once to fill up all those vacancies by the appointing authority at Raipur PAO. It is also requested to instruct the Bhopal PAO to initiate action to fill up the remaining vacancies of Raipur PAO, so that these posts can be transferred along with the personnel at a later date. This may please be given top priority.
