To

Sub: - Request to finalize and implement the cadre re-structuring
                                   proposal – Reg.
Ref: - 1. DOP SR section Lr. No. 08/15/2011-SR dated 16-01-2012.
                                   2. Minutes of the meeting of Postal JCA with Secretary(P) on 21-
                                       05-2012 vide lr. no. DG(P) no. 8/15/2011 SR(ATR) dated
                                       May 2012.

Sir,
I would like to bring to your kind attention to the inordinate delay in finalization of the Cadre restructuring proposals in respect of Postal Accounts.
It was informed vide the letter under reference 1 that “ As regards restructuring of Postal Accounts officials, it was informed that the proposal was cleared by JS&FA and stands referred to Secretary (Posts).”
In the recently held meeting with the Postal JCA on 21-05-2012 it was informed by the DOP vide letter under reference 2 that “Cadre structuring and settlement of Gr.D and sorter anomaly issues relating to Postal Accounts: The matter will be pursued further with Postal Accounts wing and Establishment Division and the Postal JCA will be kept apprised of the progress in this regard.”
This Association feels that, as the proposal is cleared by JS&FA after thorough scrutiny, there should not be any scope for raising further doubts in the proposal, which will only lead to undue delay. I wish to bring to your kind notice that the benefit of this limited cadre structuring exercise will fritter away with the passing of each month, as the senior officials stagnating for years together in the same cadre will retire without getting this benefit.
Hence, top priority should be given to get it cleared without further loss of time. I request you to cause instructions to the authorities concerned in the PA wing to vigorously and constantly pursue the matter besides your able interaction at the highest level, so that the proposal will get cleared soon by the Secretary (Posts).

            With Regards,

                                                                                                               Yours faithfully,

                                                                                                        (T. SATYANARAYANA)
                                                                                                            General Secretary
