Dear Comrades,
      At the outset, CHQ, wishes festive greetings to one and all, and congrats to all the Units for successfully observing the protest demonstration against proposed Decentralization of PAOs on 27.02.2019. Since then General Secretary visited the Directorate several times and took up the issue with the authorities ADG, Director, Director (SR), DDG, Sr. DDG (PAF) and discussed various issues i.e. victimization issue of Chennai, Cuttack & Kolkata, recovery of stepped up pay of PAOs Hyderabad, Bangalore & Bhopal, Under Rule 38 transfer cases, special recruitment at Regional level in Assam, NE and other Circle where vacancies are in large number, Building issue of Ahmadabad & Hyderabad, formation of new PAO at Dehradun and Vijayawada, holding of JA confirmatory exam twice in a year. Issues of Cadre restructure and modifications in the RR of AAO cadre were also discussed in detail. A clarification, though inadequate on the recovery of stepping up issue of Hyderabad has been issued on 08.02.2019, efforts are on for another clarification covering all the left out points to get it issued by PA Wing. It is unfortunate that the Hyderabad Administration has not initiating any action even after clarification issued by the Directorate.
  The General Secretary brought to the notice of authorities the problems arising out of implementation of CSI and urged them to resolve such problems by taking corrective measures.

NJCA Dharna on NPS and National Executive Committee meeting of AIPAEA
A massive Dharna was organized on 13.03.2019 on the call of NJCA at Jantar Mantar on single demand of scraping of PFRDA Act. and restoration of Old Pension Scheme. AIPAEA actively participate in the Dharna, about 25 Comrades from Ambala, Chennai, Hyderabad, Jaipur, Delhi, Lucknow and Sunder Nagar Units participate in the Dharna.
In the post lunch, the National Executive Committee meeting of AIPAEA was held Lakshmi Narayan Mandir, in the meeting all the issues of Postal Accounts, viz. proposed Decentralization, cadre restructuring, modification in RR of AAO cadre, under Rule 38 transfer cases, problems faced on implementation of CSI, regional recruitment, trade union victimization were discussed thread bare. No concrete decision could be taken regarding agitational programmes as only seven Circles were present in the meeting. However after our protest and NFPE active involvement PA Wing slowed down/back tracked from its activities on decentralization process. It was unanimously decided that if the department restarts or initiates any further action, instantly 15 days protest demonstration call is to be observed and further agitational programme to be decided in the CWC meeting schedule to be held at Jalandhar from 24.04.2019 to 25.04.2019.   



Updates on Various Issues:-
1)    Cadre Restructuring: In the meeting on held on 08.02.2019, Authorities agree to resubmit the proposal replying to the queries of MoF. On the lines of our reply without further waiting for others suggestion. Suggestions on the subject matter have been submitted by us and many PAOs.
2)     New transfer policy guidelines have been issued in which residency period for transfer under Rule-38 has been reduce to 2 years from 5 years. Association has requested PA Wing to ensure the transfer policy strictly in all the PAOs.
3)    New PAOs are to be opened at Dehradun and Vijayawada, meeting of DDG (Finance), CPMG, Uttarakhand Circle and team of Lucknow consisting DAP, Dy. DAP, ACAO and an AO was held on 08.04.2019 at Dehradun and schedule for opening has been finalised, 45 day's time has been given to circle head to get the necessary alteration/construction done, so that office could be started, hope it will become operational from June. Similarly a team would visit Hyderabad, to decide the course of action to be followed for formation of PAO at Vijayawada next week. Shifting for both the proposed offices will be carried out in three phases.
4)    Decentralization of PAO has not been shelved, but has been thwarted as of now, DG (Post) is very much active for the decentralization and we will have to be cautious on the issue.
5)     Status of Court Cases:
a)     Sorter/ Group ‘D’ stepping up case is posted on 24.05.2019 for hearing/arguments.
b)    Arrears case has been posted on 15.05.2019.
c)     JA to SA promotion case, W.P. is at Supreme Court. Department has now filed its reply in the case. Case has been tagged with the similar case of filled by Railway Accounts which is likely to be listed on 24.04.2019.
d)    A committee has been constituted to formulate a SOP (Standard Operational Procedure) for working in CSI environment, and is expected very soon.

CWC Meeting of AIPAEA: The next CWC meeting of AIPAEA shall be held at “Desh Bhagat Yaadagar Hall, near Hansraj Statdium, BMC chowk, Jalandhar” on 24.04.2019 to 25.04.2019. Notification for the same has been issued on 15.03.2019.
Remittance of Quota: All Circle Secretaries are requested to remit the monthly quota due to CHQ before or in the CWC.

Respected Sir,
This Association would like to bring to your kind attention towards the issue of PAO, Nagpur where medical advance above Rs. 20000/- are not being granted on the pretext that the DA (P) does not have power and the files are being send to GM (Finance) for getting approval because of which timely advance is not being granted to needy officials.
 It is requested to kindly look in the matter personally and instructs the authorities to ensure grant of medical advance timely to officials so that they could get proper medical treatment.
