CGHS FUNCTIONING - INSTRUCTIONS

After introduction of computers in the CGHS clinics the Doctors are functioning more as Data entry operators and less as Doctors! Unless the Staff strength including the strength of Doctors is increased  and  the Doctors re-discover their professional role and treat the patients well, these instructions will be of cosmetic value only.

PRESENTATION ON TECHNOLOGY BY DEPARTMENT OF POST

Comrades,
Today Department has given a presentation at Dak Bhawan, New Delhi,  to the Staff side on the technology project to be implemented in the Department of Posts. Already some information has been provided to the members in this blog. The gist of the today's presentation is given here under. General Secretary could not attend the presentation due to the pre-fixed visit to North East. Com. S.B. Yadav, Deputy General Secretary has attended the presentation.

India Post Presentation on Technological Developments
Presentation on Technological Developments in Department of Posts was held on 23.11.2010 in the presence of Secretary, Department of Posts, Member (Technology), Member (Operations) and other officers of the India Post. The Staff side was represented by Secretary Generals of Federations and General Secretaries of All India Unions.
The presentation was elaborately dealt with the vast changes that are going to take place in the Department of Posts due to large scale induction of Information and communication Technology (ICT). A budget of Rs. 1800 crores has been earmarked for the project which is to be completed by the year end of 2013.
The gist of the presentation can be summed up as follows:
In this era of fast developing Information and Communication Technology, large scale induction and assimilation of modern means of communication has become vital for sustenance and growth of India Post.
Having created a base of more than 12000 computerised Post offices in the country and a pool of trained human resource, India Post is in the process of implementing mass scale computerization and networking of all Departmental Post offices and Branch Post offices on a single integrated and modular platform connected to a National Data Center.
This National infrastructure, so created will enable India Post to provide state-of-the-art ICT services including Mobile remittance and Banking on a core banking platform and provide inclusive banking to rural, remote and hitherto unbanked areas.
The vast network and infrastructure of India Post, have already enabled it to become the preferred point of inter face between Government and the members of public for delivery of social and economic welfare schemes of the Government of India and various state governments. Introduction of modern ICT will help in timely and transparent delivery of social benefit schemes to the beneficiaries viz. MGNREGS, Indira Gandhi Old Age Pension Scheme (IGOAPS).
Computerised and connected network of Post office on a single integrated platform will also help India Post to retail products and services of other service providers viz. Banks, Government & Non Government financial institutions, Government Agencies and Mutual Fund houses in the rural and remote areas.
India Post has already taken initiative for re-engineering processes and making it compatible to suite the new ICT solutions and customer requirements.
One of the pre-requisite for transformation of India Post is upgradation of the skills of the work force and capacity building. Training of the human resources has been given its due importance and recognition in the project. The Services of the newly recruited 15000 Postal Assistants will also be utilized to the maximum extent. The Branch Post offices will not be provided with computers, instead they will be provided with modern-technology oriented hand devices.
Secretary General, NFPE insisted that the services rendered by the existing System Administrators in maintaining the computer network of more than 12000 Post offices is to be acknowledged in its true perspective and they may be absorbed in suitable posts such as System Assistants while implementing the project. The Secretary Post stated that this aspect will be given positive consideration. While we pointing out the delay in discussion on cadre review proposals, it was assured to finalise very shortly. Introduction of accrual based accounting system is also becomes part of the project. The apprehension about the mass redeployment or surplus has been focussed by us for which the Secretary, Posts assured that there will be no staff movements or reduction.
The Leader Staff side requested to arrange a similar presentation to the Circle Secretaries also for which the Secretary (Posts) responded positively.
The following news were made known to us during the course of discussions and interactions.
(i) For the current financial year, the modernization will be restricted up to B class offices, 628 crores had been allotted for this purpose.
(ii) Single handed offices & BOs will be taken in the next year project.
(iii) For Pilot Project six circles have been identified viz. Karnataka, Tamilnadu, Maharashtra, Rajasthan, Uttar Pradesh & Assam. It will come into functioning before August 2011.
(iv) Instead of cost accounting, accrual basis system will be introduced. This is almost implemented in all major organizations including Telecom as per the Government of India decisions.
(v) 1800 ATMs will be established after the introduction of Core banking. Call centers to collection of logistics, MO etc will be formed. Track & trace facilities will be implemented for all services.
(vi) On Phase II, the rest of 16 circles will be completed.
(vii) Softwares are being developed as per the recommendations of ‘Accenture’.
(viii) Expression of Interest was segregated to three instruments. One major National level Data server. Second 2600 departmental Post office net week interrogators, third Rural ICP hardware solutions. All net work equipments, connectivity, maintenance will be entrusted to vendor for 24 X 7 (Per week). He is solely responsible for everything. The penalty clause provision has been included.
(ix) Data centre, hire space and installation area will be ours. The rest software, maintenance etc will be entrusted to the providers.
(x) While comparing previous year, 13% revenue has been increased in postal operations.

The campaign week starts from 22-11-10. Take the Charter of Demands to each and every Postal Accounts employee. Explain the Demands. Explain the rationale. Explain the need for unity. Explain the need to strengthen the hands of AIPAEA to achieve the demands. Submit the copies of the Charter of Demands to the Head of the Office in a mass deputation with a request to forward the same to the Secretary Posts & DDG (PAF). The common forwarding letter is given for you here under. Go Ahead ! Make the call a grand success. Don't forget to send the report on the campaign week, informing the CHQ on the activities undertaken by each unit during this week.

ORGANIZE THE CAMPAIGN WEEK FROM 22-11-2010

19th All India Conference mandated to mobilize, unite and organize the Postal Accounts employees to achieve the Priority Charter of Demands. Organize the campaign week with all seriousness. Make all out effort to rally the members around the Charter. 
Send the implementation report to CHQ.
UNITE - ORGANIZE - ACHIEVE!
PRIORITY CHARTER OF DEMANDS
  1. Expedite Recruitment in all cadres in all PAOs.
  2. Implement the cadre restructuring proposals in the PAOs. Constitute cadre re-structuring committee with due representation of AIPAEA.               
  3. A) Expedite the notification of All India seniority list of Senior Accountants causing the filling up of    AAO vacancies in PAO & CCA offices. B) Conduct Part II & Part I JAO/AAO exam  immediately.
  4. Restore the post of Member (Finance) in the Postal Services Board and strengthen the Postal  Accounts Wing by bringing all the streams of accounts cadres under him
  5.  A) Construct Departmental buildings to PAOs like Ahmedabad, Hyderabad, Jammu, Trivandrum,  Patna  etc. B) Retain the British India Road building at Kolkata or accommodate entire PAO at   Yogayog Bhawan at Kolkata. 
  6. Ensure full pledged functioning of newly formed PAOs in all the Postal Circles by providing required  staff  strength and proper accommodation. B) Repatriate all the officials of Kapurthala PAO who are  posted in Jammu against their willingness.
  7. A) Stop victimization of PAO staff in the name of contributory negligence and withdraw the charge sheets  given to the PAO Staff at Hyderabad and Kolkata for C.C frauds that took place at   Post   Offices. B) Withdraw the charge sheets given to the PAO staff/AIPAEA Office Bearers at Lucknow, Cuttack & Patna on flimsy grounds due to the vindictive attitude of authorities.
  8.   Provide induction and periodical refresher training to Junior/Senior Accountants and AAOs.
  9.  Ensure specified role to PAO as stipulated by the Ministry of Finance in all Business Development / Financial activities of the Postal Department.
  10. Restore the residency period of 3years in r/o Junior Accountant to Senior Accountant promotion retrospectively with effect from 13-12-2006. 
  11. Rectify the anomaly caused due to promotion of junior Gr.D officials to LDC cadre after 2006 in PAOs whereas a senior GrD official promoted earlier remaining in Sorter cadre/becoming junior in   LDC cadre.
  12. Ensure post offices to send the Cash Account Returns to PAO in time in complete form to enable the   PAO to submit the Circle Abstract in time.
Programme of Action
Campaign week should be organized from 22-11-2010 to 26-11-2010. During this week handbills should be published, Postering should be done, group meetings should be held to popularize the charter of demands. On the final day i.e. on 26-11-2010 General Body meetings should be held and the Charter should be submitted to the Head of the Office in mass deputation with a request to forward the Charter to the Secretary, Department of Posts and DDG (PAF). Implementation of the programme should be intimated to CHQ by each and every unit.

                This is in continuation to the notice for the National Council meeting, which has been placed on the website and post copy having been sent to all concerned.  We request the National Council members to make it convenient to attend the meeting on Ist December, 2010 at Mumbai. 
 Under the item organisational review, we would like to discuss the modalities of holding the first National Women's convention at Kolkata. The West Bengal State Committee has informed us that it would be possible for them to hold the Convention at Kolkata on 29 and 30th  Jan. 2011.  The affiliates will take this into account and indicate the number of delegates they would be able to deploy for the convention.  We shall take a final decision of the composition of the convention at the National Council meeting.

HON'BLE HIGH COURT PATNA ISSUED NOTICE TO THE GOVT. IN THE CONTEMPT PROCEEDINGS FOR NOT PAYING THE ARREARS TO THE RAILWAY ACCOUNTS EMPLOYEES


Comrades,
I think all remember that the pay parity for Accounts employees has been granted w.e.f. 19-02-2003 and notionally from 01-01-1996. Some of the Comrades from Railway Accounts filed a case in the Patna CAT for payment of arrears w.e.f 01-01-1996 but lost the case. They filed an appeal in the Hon'ble High Court of Patna. The Patna High Court allowed the appeal and directed the Chairman Railway Board to pay the arrears from 01--01-1996. All this has been  happening since the year 2003. The Hon'ble High Court of Patna gave judgment on 09-04-2010. Till now the said judgment has not been implemented. 
Think once! how the discrimination is being perpetrated by the Government, which should be a model employer!!
Legal fight is on.... KUDOS to those fighters !! A contempt petition is filed in the Hon'ble High Court of Patna (Details given below)

CONTEMPT PETITION IN PATNA HIGH COURT
The Contempt Petition filed by Shri. SUDAMA SINGH and others against CRB, FC and FA&CAO/ECR for having failed to implement the High Court Order in CASE No.11452 OF 2005 directing the Administration to pay the Arrears of Pay due to the Accounts Employees from 1-1-96 to 18-02-2003 came up for hearing today i.e. 21-09-2010. This writ petition is directed against the order dated 30.06.2005(Annexure-13), passed by the Central Administrative Tribunal, Patna Bench, in O.A no. 925 of 2003 (Sudama Singh & Ors versus The Union of India & Ors), whereby the original application preferred by the present petitioners have been rejected, and the decision of the respondent authorities granting higher pay-scales to the category of the employees of the petitioners on notional basis, has been upheld.
2. A brief statement of facts essential for the disposal of the writ petition may be indicated. The recommendations of the Vth Pay Commission constituted by the Union of India were enforced w.e.f. 1.1.1996. The Indian Railways adopted the report of the Pay Commission by framing the Railway Services (Revised Pay Rules), 1997, in terms of Article 309 of the Constitution of India marked Annexure-1. After the recommendations of the Vth Pay Commission were enforced, anomalies were pointed out with respect to the recommendations so implemented. The Indian Railways considered the same, and issued orders rectifying the anomalies. In so far as the grant of appropriate pay-scales to the category of Accounts Establishment is concerned, to which the petitioners belong, the Ministry of Railways issued notification dated 7.3.2003 (Annexure-3), giving appropriate pay-scales to the employees of this category. The supplementary notification dated 16.6.2004 (Annexure-9), deals with the post-retirement benefits admissible to this category of employees. The petitioners complain about the following clause of Annexure-3, whereby notional benefits were given to the petitioners:
“ The above revised pay scales have been granted on notional basis with effect from 01.01.96 and actual payment prospectively from the date of approval of Cabinet i.e. 19.02.2003.” The same was challenged by preferring the original application before the Tribunal, praying therein that they should have been given the actual money benefits w.e.f. 1.1.1996, the date on which the recommendations of the Vth Pay Commission were enforced, rather than giving the benefit notionally. The original applicants also raised the issue of discriminatory treatment. The same has been rejected by the impugned order, inter alia, on the ground that the petitioners have not been given discriminatory treatment.
3. We have perused the materials on record, and considered the submissions of learned counsel for the parties. The petitioners are obviously aggrieved by the aforesaid notification dated 7.3.2003 (Annexure-3), and the consequential notification dated 16.6.2004 (Annexure-9), dealing with post-retirement benefits, whereby the benefit of higher pay-scale has not been given effect re++trospectively, but on notional basis. As stated hereinabove, the Annexures- 3 and 9 applied to the employees of the Accounts Establishment of the Indian Railways, and the petitioners belong to this category of employees.
4. Before we proceed further, we must notice the three other notifications issued by the Eastern Railway which is relevant in the present context, and is summarized herewith for the facility of quick reference:
(i) The notification dated 8.12.1998 (Annexure-4), with respect to pay-scale of Artisan staff in Railways , whereby higher pay-scales were granted after the anomalies in the recommendation of the Vth Pay Commission were detected, whereby revised pay-scales were granted with effect from 1.1.1996. The relevant clause is reproduced herein below for the facility of quick reference
“INDEX NO. 1057: Revised pay Scales of Artisan Staff in the Railways consequent upon – Vth Central Pay Commission.”
(ii) The notification dated 26.11.1999 (Annexure-5), with respect to pay-scale of Master Cook in Catering, Medical and Canteen Departments, whereby revised pay-scales were granted with effect from 1.1.1996. The relevant clause is reproduced hereinbelow for the facility of quick reference.
“INDEX NO. 1057. Revised Pay Scale allotted to Hd. Cook and Master Cook of Catering Dept. Medical Dept. and Canteen staff w.e.f. 1.1.1996.”
(iii) The notification dated 21.1.2003 (Annexure-6), with respect to pay-scale of Primary School Teachers in Railway Schools with monetary benefits w.e.f. 1.1.1996. The relevant clause is reproduced herein below for the facility of quick reference:
INDEX NO. 1057- The senior and selection Grade Scales of Primary School Teachers in Railway Schools be revised w.e.f. 01.01.1996.
5. It is thus evident that of the four categories of employees of the Indian Railways, namely, Artisan Staff, Master Cook in Catering, Medical and Canteen Departments, and Primary School Teachers, have been given uniform treatment by identifying their appropriate pay-scales, and granting them monetary benefits w.e.f. 1.1.1996, the date on which the recommendations of the Vth Pay Commission were enforced. On the other hand, the employees of Accounts Establishment have been given a differential treatment. They have not been given monetary benefits w.e.f. 1.1.1996, but have instead been given notional benefits w.e.f. 1.1.1996, as a result of which they have been deprived of the differential amount of salary for the period 1.1.1996 to 19.2.2003. This calls for serious consideration.
6. The only logic advanced by the respondent authorities before the Tribunal was that these three categories of employees had threatened to proceed on strike, leading to mutual negotiations, and bipartite settlements. The Tribunal has, therefore, concluded that there was a sound basis to treat the three categories of employees differently. In the absence of such agreement governing the employees of the Accounts Establishment, the Tribunal has concluded, it cannot be said to be a case of discriminatory treatment.
7. We have given our thoughtful consideration to the matter, and entirely disagree with the approach of the learned Tribunal. Threat of strike, and the consequent agreement, cannot be a valid basis for such a discriminatory treatment. We consider it to be a most unsound basis which can never be said to provide reasonable differentia with the object sought to be achieved. No logic has been advanced that the category of employees of Accounts Establishment have to be differently treated, say, for example, nature of duties and functions, in absence of which we have no hesitation in holding that this category of employees has been subjected to hostile discrimination. It was open to the respondents to give notional benefit to the employees of the Accounts Establishment, provided the same principle were applicable to all categories of employees, in the absence of which it falls foul of Articles 14 and 16 of the Constitution of India.
8. In the result, we set aside the order dated 30.6.2005, passed in O.A. no. 925 of 2003, and the orders dated 7.3.2009 and 16.6.2004 (Annexures- 3 and 9), stand modified. We take this writ petition to be in a representative category for all employees of the Accounts Establishment of the Indian Railways. all of whom shall get the benefits of appropriate pay-scales w.e.f. 1.1.1996, with payment of arrears of salary, but without the obligation of payment of interest. It goes without saying that the post-retirement benefits of such employees, who have already superannuated, shall be revised, apart from payment of arrears of salary.

What is India Post 2012 Project?
The IT modernisation project, India Post 2012, intends to achieve the following:
I. Wider reach to the Indian populace through more customer interaction channels
II. Better customer service
III. Growth through new lines of business
IV. IT enablement of business processes and support functions

What are the Objectives to be achieved?

What it says about the Postal Accounts & Finance?
Finance & Accounts: The Postal Accounts & Finance (PAF) function forms the backbone of the
DoP’s products and services. As the DoP plans for the future, it would be important to tread the
path of sustained cost management and devising effective tools for intelligent business
decisions. Some of the objectives are:
a. To move from cash based accounting to accrual based accounting in specific areas of
operations within the DoP
b. To streamline the processes by eliminating duplication of data entry at different levels
c. To bring efficiencies in Inventory management and Procurement with real time validations
against approved budgets

Vision of India Post 2012
India Post 2012 aims at transforming the DoP into a “Technology Enabled, Self Reliant Market
Leader”. This translates into 5 initiatives covering increased market share and revenues, new
products and services, improved service delivery, motivated workforce and rural development.
India Post 2012 intends to build a core set of integrated applications covering key functions such as Mail Operations, Financial Services, Postal Insurance, Finance and HR. India Post 2012 also intends to transform the front and back end of the DoP operations. This re-engineering and improvement of operations and systems is expected to significantly improve service levels and transparency.

What the ‘Proposed Solution Blueprint’ says about Finance and Accounts?
Finance and accounts provide a single view of the financial performance of the DoP and plans to
maintain the accounting records under both accrual and cash system and information on costs and
tariffs. This includes tracking and reporting on budget approvals and fund utilization as per
Government of India guidelines. Finance and accounts also manage the procure-to-pay cycle for
goods and services purchased by DoP including inventory management, budgeting and
procurement, efficient vendor management for payables and receivables to ensure favourable
liquidity position for the department.
