IMPORTANT CIRCULAR

CONFEDERATION NATIONAL SECRETARIAT WILL MEET ON 23.10.2013 TO DECIDE FUTURE COURSE OF ACTION
STRIKE BALLOT DEFERRED

Dear Comrades,

            The National Secretariat of the Confederation congratulate the affiliates and State Committees for the strenuous efforts put in by them to propagate and campaign amongst the mass of the employees of the need for an immediate wage revision and setting up of the 7th CPC and enlist the massive participation of the Central Govt. employees for a long drawn out struggle, which commenced in 2011 and the first phase of which was culminated on 12thDecember, 2012 in a one day strike action.  We are proud of the fact that our efforts has borne fruit  as the Government  had to announce the setting up of the 7th CPC  on 25th. Confederation, as you are aware, had always been in the forefront in formulating demands of the CGEs, presenting and articulating the issues in spearheading struggles and negotiating the demands to reach settlement.  This time also Confederation was the organization which raised the setting up of the 7th CPC and wage revision; demanded that the 7th CPC’s recommendation must be effective from 1.1.2011; insisting that the tenure of the recommendation of the 6th CPC must be ended on the expiry of the five years on par with the wage tenure of the Public Sector undertaking workers as early as in 2010.  It could justify the demands with facts and figures of the unprecedented erosion of the real value of the wages of the Central Government employees due to the high rate of inflation in the economy and shooting up of the prices of all essential commodities.  The campaign and propaganda unleashed by us together had its salutary impact on the thinking process of other sister organizations, compelled them to take note of the growing discontent amongst the rank and file of their membership and to realize the fact that the wage structure had become incapable of making both ends meet especially for those employees at the lower levels of the hierarchy. They had to perforce take up the issue of wage revision  and setting up the 7th CPC due to the ambience created by the Confederation and its affiliates by organizing series of struggles during  the period and at the same time spurning every of our attempt for a joint action. We are quite aware that sanctions cannot be generated without joint and united action of the workers.  This dichotomy practiced by the predominant organizations in the JCM inflicted irreparable damage to the cause of the Central Government  employees.

We are happy that the Government of India having realized that the large majority of the Central Government employees have become mentally attuned to the path of an inevitable struggle on wage revision  decided to avert a confrontation by announcing the setting up of the 7th CPC.   We must, however, realize that the decision of the Government  tantamount to a post dated cheque which is capable of encashment only after a long period of two and half years.  We must not take it lying down.  The agony and sufferings of the employees, especially those at the lower levels cannot be mitigated by promises and assurances.  There must be a rise in their emoluments to make them capable of meeting the ever increasing cost of essential needs.  The Government must be told categorically and compelled to agree for the merger of DA with pay; and interim relief, which had all along been the case ever since the advent of the system of Pay Commission for wage revision.  We must bring home the fact that there will be no question of any arrears arising from the recommendation of the 7th CPC as the Commission is mandated to make its recommendation before the crucial date of 1st January, 2016. 

Even though, it is stated that the terms of reference would be finalized in consultation with all stake holders, the question of inclusion of GDS within the ambit of the Pay Commission, in all probabilities would be resisted by the Government. In the light of the passage of the PFRDA Bill in the Parliament, the Government might not agree to include the retirement benefits in the terms of reference.  This apart, the Government will now refer all pending matters, be it at the National Anomaly Committee, National Council or various Departmental Councils  or taken up through inter departmental references  to the 7th CPC.  In other words for the next two and half years none of the issues of the CGEs will be either discussed or settled.  We must not allow the Government to succeed in this nefarious objective.

We must note that the present announcement of setting up of the 7th CPC has also the hidden political agenda, for  many States including  Delhi  are to go to polls in the next few months.  The National Secretariat of the Confederation will meet on 23.10.2013 at Delhi. Formal notice is being sent separately. The Sectt. will decide upon the future course of action. In view of the present announcement of the Government setting up the 7th CPC it is necessary that we should defer the strike ballot decision, which is scheduled to be held on 11th to 13th November, 2013.  It is however, our considered opinion that unless we trade the path of struggle the demand for merger of DA with pay, date of effect, inclusion of GDS within the ambit of the 7th CPC and other issues in our charter of demands will not be settled at all.   The campaign chalked out must, therefore, be carried out with determination and understanding that we will succeed.   We request the leaders of the affiliates, State Committees and National Sectt. Members to ensure that the campaign programmes are implemented as planned.

Dear Comrades,
                As you are aware, the World Federation of Trade Union was founded in an international conference of Trade Unions held at Paris from 3rd October, to 8th October, 1945.  At the 16th Conference of WFTU held at Athens, Greece in April, 2011, it was decided to observe 3rd October, every year (the foundation day of WFTU) as International day of Action.  In 2012, we observed the day raising the demand for food, water, health, education and housing for all.
Food: 850 million people in the world are undernourished.  India is on the tgop of nations with largest member of cases of malnutrition.
Water: Privatisation of water, has caused havoc as it has become one of the most profitable enterprise.  The people’s right to water(without which life cannot exist) is trampled upon in many countries in favour of Corporate profits.
Education: Education has become a commercial activity after the advent of neo liberal economic policies.  The campaign for free education for all must be made intensive.
Health: Health is an extremely lucrative business.  Govt. of India over the years since 1991 has withdrawn itself from this sector making private enterprises to thrive increasing the agony of the people.
Housing: A large number of our population has no dwelling place today.  There is no governmental initiative in the matter in most of the countries.  The poor people all over the world are left high and dry.
WFTU has now called upon the workers of the world to reiterate these demands, observe 3rd October, as International day of Action by holding rallies, demonstration etc.  All employees may be requested to wear the badge depicting the five demands mentioned above on 3.10,2013. A specimen of the badge is appended hereunder.

PRESS STATEMENT

Central Government has announced the constitution of 7th Central Pay Commission. Confederation of Central Government Employees & Workers has been raising this demand before the Government right from 2011 onwards and has conducted series of agitational programmes including Parliament March and one day nationwide strike on 12th December 2012.

While welcoming the decision of the Government, we are disappointed to note that our demand for five years wage revision w.e.f. 01.01.2011 and merger of DA has not been considered favourably by the Government. When the public sector employees are given five years wage revision and the erosion in real wages has reached an all time high due to steep price rise, grant of five year wage revision to Central Government employees is fully justified. Similarly every time the Government appointed pay commission merger of DA was also granted. This time Government has not acceded the demand for merger of DA with pay now. Thus by appointing pay commission employees will not be getting any financial benefit now. The demand for inclusion of Gramin Dak Sevaks under the purview of the 7th CPC and grant of merger of DA to GDS is also pending.

In view of the above, the National Secretariat of the Confederation of Central Government Employees and workers urge upon the Government to consider the above demands also favourably failing which the confederation shall be constrained go for further agitational programmes.

7th CENTRAL PAY COMMISSION
ANNOUNCED BY THE GOVERNMENT

Central Government today announced the constitution of the 7th CPC. Confederation of Central Government Employees and workers along with NFPE has been demanding appointment of 7th CPC right from 2011 onwards. We have conducted continuous agitational programmes including Parliament March and also one day nationwide strike on 12th December 2012. After 12thDecember Strike we have decided to go for indefinite strike and strike ballot is also announced. We congratulate the entire Central Government employees who rallied behind Confederation. Confederation is the only organization which has conducted serious agitation demanding constitution of 7th CPC.

Government has not yet announced the Chairman, Committee members etc of the 7th CPC and also terms of reference. Further our demand for merger of DA, giving effect from 01.01.2011, inclusion of three lakhs Gramin Dak Sevaks under the purview of 7th CPC, granting DA merger to GDS and settlement of other demands in the 15 points Charter of Demands are also pending. Before announcing the terms of reference of 7th CPC. If Government is not ready to accept our above demands, Confederation National Executive will meet shortly and shall decide for further course of action.

ANNOUNCEMENT OF 7TH CPC IS ONE STEP FORWARD AND IT IS THE VICTORY OF THE WORKERS WHO FOUGHT FOR IT.

Ahead of elections, the government on Wednesday announced constitution of the Seventh Pay Commission, which will go into the salaries, allowances and pensions of about 80 lakh of its employees and pensioners.
“Prime Minister Manmohan Singh approved the constitution of the 7th Pay Commission. Its recommendations are likely to be implemented with effect from January 1, 2016”, Finance Minister P. Chidambaram said in a statement.
The setting up of the Commission, whose recommendations will benefit about 50 lakh central government employees, including those in defence and railways, and about 30 lakh pensioners, comes ahead of the Assembly elections in 5 states in November and the general elections next year.
The government constitutes Pay Commission almost every ten years to revise the pay scales of its employees and often these are adopted by states after some modification.
As the Commission takes about two years to prepare its recommendations, the award of the seventh pay panel is likely to be implemented from January 1, 2016, Mr. Chidambaram said.
The sixth Pay Commission was implemented from January 1, 2006, fifth from January 1, 1996 and fourth from January 1, 1986.
The names of the chairperson and members of the 7th Pay Commission and its terms of reference will be finalised shortly after consultation with major stakeholders, Mr. Chidambaram said.

GDS BONUS CEILING RAISED FROM RS.2500 TO RS.3500 FROM THIS YEAR



GDS bonus ceiling for Rs.3500- has been approved by the Cabinet today. The bonus is sanctioned with prospective effect i.e., from this year itself.

Enhancement of ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks 

The Union Cabinet today approved the proposal of the Department of Posts to enhance the ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/- same as that prescribed for the regular departmental employees. The decision would be applicable with prospective effect that is from the accounting year 2012-13 payable in 2013-14.

The increase in bonus calculation ceiling will restore the long established parity between regular departmental employees and Gramin Dak Sevaks on the issue of payment of bonus. This decision will benefit 2.63 lakh Gramin Dak Sevaks working in the Department of Posts, who play a very vital role in providing postal, financial and insurance services in the rural, hilly and tribal areas of the country.

Formation of All India Postal & RMS Pensioners Association and NFPE support

Formation of All India Postal & RMS Pensioners Association
The Department of Posts is one of the largest Central Government Departments next to Railways and Defence and the strength of Pensioners of Postal Department is also one of the biggest in the country. NFPE in its 9th Federal Council had resolved to extend full support and solidarity to the efforts of mobilizing the entirety of Pensioners of Postal Department, especially in the specific background of very serious attacks on Pension and Social Security of all Pensioners and Government Employees under LPG policies of Central Government. We also note with concern that despite the existence and functioning of different Pensioners’ Organizations in the country, more than 80% of Postal Pensioners remain unorganized. 

This weakness has to be eliminated in order to combat the attacks on Pension and Social Security. Mobilization of all Pensioners of Postal and RMS disregarding their union affiliations in the past is the need of the hour.

In this background, the National Federation of Postal Employees extends all support to the endeavor of mobilizing the entirety of Pensioners of the Department of Posts in the country by our retired Comrades, who have served in various capacities in the Postal Unions in the past.

The name of the new Organization will be All India Postal & RMS Pensioners Association.

A Steering Committee formed by the senior retired comrades and headed by the under-mentioned comrades with the former Secretary General of NFPE Comrade K.Ragavendran as the General Convenor should be rendered all assistance and help by the entirety of NFPE Organizations at all levels in order to build a strong organization for the Postal Pensioners.

NFPE Study Camp of Northern Zone at Ghaziabad U.P

NFPE STUDY CAMP OF NORTHERN ZONE HELD AT GHAZIABAD [U.P]

The Study Camp of Northern Zone at Ghaziabad commenced successfully with the flag hoisting of National Flag by the General Secretary P4 and Deputy Secretary General NFPE Comrade Ishwar Singh Dabas on 21-09-20133. Large number of Delegates from U.P and Uttarakhand attended the Study Camp.
 
The Study Camp is organized at Aapka Bhawan in Ghaziabad by the Reception Committee in an excellent manner.
 
Senior leader of the Postal movement Comrade T.P.Misra presided over the Study Camp. Comrade R.N.Parashar Assistant Secretary General NFPE anchored the camp.
 
The Study Camp was inaugurated by Comrade S.K.Vyas a veteran leader of CG Employees Movement and the Patron of the Confederation of CG Employees.
 
Comrade M.S.Raja Secretary General Audit felicitated the Study Camp with his valuable address.
 
Classes were taken by the former Secretary General of NFPE Comrade K.Ragavendran on "Organization and our Tasks" with Power Point presentation and by the Secretary General NFPE Comrade M.Krishnan on the subject " Lessons of the past and the Task ahead of Postal Trade Union Movement".
 
A Seminar on "Future of India Post" was also organized in the Study Camp. The Director of Ghaziabad Postal Training College Mr. John Samuel delivered the key note address on the subject with a power point presentation.  Many Officers of the Department also participated in the subsequent discussion and a detailed circular will be exhibited later.
 
The Reception Committee had organized Cultural Programmes also.

MAKE CAMPAIGN PROGRAMME BY CHQ LEADERS A GRAND SUCCESS

The available members of the Confederation National Secretariat met at New Delhi on 19.9.2013 to review the preparation made for the strike Ballot campaign, which is, scheduled to be organised on 25th, 26th and 27th September, 2013.  The meeting took note of the fact that certain states and some organisations have not yet initiated steps to conduct the programme with full participation of the members.  It was also reported at the meeting that some of the affiliates have practical problem in adhering to the dates and the house was of the unanimous opinion that the date might be deferred.  Accordingly the dates for strike ballot have now been shifted to 11th, 12th and 13th November, 2013 (Monday, Tuesday and Wednesday) and the Confederation National Secretariat members will undertake intensive campaign programmes to mobilise the rank and file of the membership.  The names of Comrades who are deployed to various States are indicated in the list enclosed.  The State Secretaries and the affiliated organisations are requested to get in touch with the concerned Secretariat members to fix up the dates.  The National Secretariat will meet at Mumbai on 15thNovember, 2013 to review the strike ballot campaign programme and chalk out future course of action.

BAN ON CREATION AND FILLING UP OF POSTS

The Government on recognition of the serious economic crisis that engulfed the Indian economy has decided to abide by the IMF prescription of imposing austerity measures.  They have now imposed a total ban on recruitment, Creation of Posts and abolition of the posts which lie vacant for more than a year and such other anti-people measures.  We should react to this wanton attack immediately and the Secretariat has decided to call uypon all the affiliates and State Committees to organise a massive demonstration on 25th September, 2013. At all work places and at all important centres.
