DRAFT RESOLUTION TO BE PASSED ON 06.01.2022 AFTER HOLDING DEMONSTRATION AND SEND IT TO AUTHORITIES.

                                                                  RESOLUTION

The General Body of this Association held at ………………………………. on 06.01.2022, unanimously express its deep concern and its strong protest over the unilateral reduction of 407 posts of LDC Cadre and 1113 posts of JA/SA Cadre as communicated vide PA Wing letters dated 23.12.2021 & 30.12.2021 respectively. Whereas the posts of AAOs are kept static at 771 and a proposal is there to increase 111 posts of Sr. AO/AO at the cost of above reduced posts. The abolition of Gr. C post and Gr. B (non-gazetted) posts are detrimental to the interest of staff of PAOs and the existence of PAOs itself, as reduction of manpower in such a large number would make PAO a lean organization. It is neither in the interest of staff nor in the interest of the Department of Posts.  Proposal submitted by this Association has been totally ignored. The recommendations of the Lobo committee are in fact another back door attempt to decentralize PAOs at Divisional/HOs level, due to which massive resentment is brewing amongst the staff, and any such unilateral decisions will be opposed through Trade Union Action.

The Postal Board on many occasions has assured to this Association that the Postal Accounts will not be decentralized. With the advent of modern information technology in the Department of Posts, the need for any such physical deployment of Accounts and Audit personnel is obliterated. It is also not out of place to submit that the decision to abolish 1520 posts of LDC & JA/SAs Cadre has been taken at the back of the Staff Side. Such a large-scale abolition of posts in the feeder cadres will further weaken the PAOs which are already reeling under acute shortage of staff.

No Cadre review should be disadvantageous and deprive existing privileges enjoyed by officials, but the above proposals are against the interest of the officials of PAOs. As per the new Cadre review proposal, it is proposed to post DAs and AASs at the Division/ RO level. The functioning under CSI environment is based on the maker and checker concept and to post both at one place under the same supervisory authority would not be healthy and won’t yield desired results as it will lead to coercive methods of approval on wrong doings. It is worth noting that the experiment made earlier in this direction was shelved as it proved disastrous.

The Accounts and Audit independent functioning is the first requirement to be ensured for free and fair financial advice and control. Under CSI environment also this principle should not be sacrificed.

This General body strongly objects to the unilateral proposal of Cadre review by the committee and request the Secretary (Posts) to cause action for a dialogue with the Staff Side. This General body requests to-

1.     De-link the Cadre review of Gr. ‘C’ & Gr. ‘B’ (non-gazetted) with restructuring of PAOs.

2.     Stop downsizing of PAOs in the name of rationalization of posts.

3.     Up-gradation of LDC as Accounting Assistants should be done as proposed/accepted earlier by the PSB in 2012.

4.     We oppose large scale surrender of 407 LDC and 1113 JA/SA posts & Change in nomenclature of the posts. It is urged for re-distribution of posts of JAs/SAs etc without matching savings as was done in CAG.

5.     We urge to consider staff side views on Cadre review /Restructuring of PAOs submitted on 18.01.2019, 03.09.2020 and Resolution dated 23.09.2021

RESOLUTION 

The General Body of this Association held at ……………………………….  on 06.01.2022, unanimously express deep concern and anguish over the agony and anxiety of the officials who have been forcibly sent to PAO Vijayawada for working there for one year as per the order of the PA Wing dated 15.11.2019. It has been assured by Sr. DDG (PAF), Member (P) and Secretary (P) to the CHQ of this Association that the Staff would be repatriated to Hyderabad as and when new recruitment takes place.

It is very painful that contrary to the assurances given and the conditions laid down in the transfer orders, the authorities at Circle level are refusing to entertain the idea of repatriation, as till today only 12 unwilling officials have been repatriated back to PAO Hyderabad, though about 50 new LDC & JA have joined PAO Vijayawada through SSC and under Rule- 38 transfer.

The General body of this Association requests the Secretary (P) to cause issuance of instructions to complete the process of repatriation of all the unwilling officials and resolve other issues that have arisen out of bifurcation of PAO Hyderabad.

RESOLUTION 

The General Body of this Association held at ……………………………….  on 06.01.2022, unanimously resolves to express its deep concern and strong protest over the unfair provisions in the notification of Recruitment Rules of AAO of IP & TAFS Group ‘B’ and subsequent rejecting the demand for modification in the same. The Recruitment Rules framed for the Accounts and Finance Serviceare against the interests of very personnel of Accounts and Finance Cadres in the Department of Posts and Telecom. The Association has been repeatedly requesting for modification in the RRs of AAO Cadre and grant of 40% SCF quota promotion in the AAO cadre to SAs, along with two other modifications. It is also painful that Association is repeatedly demanding to conduct special audit/investigation on the mass irregularities of various nature in LDCE of AAO held in July -2018, but the Department is hesitant to do the same, instead it is going ahead to form panel for granting AO promotions to many ineligibles and provisionally promoted AAOs. Many irregularities have been communicated to the Department by Association from time to time.It would be quite relevant to mention here that due to such injustice and stubborn attitude of the Department, about 65 Court cases have been filed by various affected officials/stakeholders.  The Department must accept and understand the agony of the stakeholders and initiate action for redressal instead of forcing litigation.

 

This General bodyresolves to demand to cause thorough and time bound investigation by an independent agency on the irregularities of various nature occurred/noticed in LDCE of AAO-2018 at various levels, as pointed out by this Association through its communications already addressed to the authorities concerned from time to time.This General Body also demands to bring in modifications to the RRs of AAO cadre as suggested by AIPAEA.
