Agenda for periodical meeting with Sr. DDG (PAF)

Sir,
In compliance of your letter dated 21.11.2019, I am submitting herewith the Agenda for the ensuing Periodical meeting schedule to be held on 17.12.2019. General Secretary (S.B. Yadav, PAO Lucknow), President (S. Santosh Kumar, PAO Chennai) and Finance Secretary (K.S. Rana, PAO Sundernagar) will attend the said meeting. It is requested to cause orders for necessary relief arrangements to facilitate them to attend the said meeting.
 Old Items:
  1.  Recruitment in the Departmental Canteens: This item was discussed in the earlier meeting and agreed upon. Unfortunately the PAOs are still reluctant to fill up the vacancies. Some PAOs are citing the absence of recruitment rules for not filling up the posts. DOP&T model RRs may be adopted and till such time existing RRs should be followed. There is an apprehension that due to inaction of PAOs, many vacancies may be lost. I request you to kindly intervene and cause filling up all vacancies.
  2. Consideration of applications under Rule 38 transfers by Staff of PAOs and adhering to the Guidelines stipulated under Rule 38.
  3. Filling of vacant post in PAOs Shillong, Guwahati and Thiruvananthapuram through local recruitment as a onetime measure.
  4. Removing the Residency condition in respect of graduate MTS staff to appear for the LDC exam: It was agreed in the earlier meeting to issue orders removing the residency condition in respect of graduate MTS staff to appear for the LDC exam. But the relaxation was extended to the Limited Departmental Competitive Examination only and not to the regular Departmental Examination. I request you too kindly to extend the same relaxation to the regular Departmental Examination.
  5. Merger of promotion quota of Sorters for promotion to the cadre of LDC: There are no eligible Sorters for promotion to LDC cadre. The result is that the entire quota of Sorters remained unutilized. Though the PA Wing is allowing the conversion of vacancies from one segment to another, many field units are not coming forward in time with such proposals. Hence, it is requested to merge this quota of promotion.
  6. Anomaly in seniority of LDCs promoted under SCF quota from Sorter and Gr.D cadres.
  7. Removal of anomaly in 7 CPC Pay fixation: If the pay is fixed as per the Matrix Table in respect of officials belonging to two different grade pay i.e. one is in higher grade pay and the other is in lower grade and both having same basic pay – the pay of official in higher grade is fixed at lower stage and the pay of official in lower grade is fixed at higher stage which is quite unnatural and unjustified. The following illustration proves this point:

The above table is depicting the pay fixation as per the Pay Matrix i.e. in Levels 7, 8 & 9. It is seen that the official in higher grade-pay i.e. in GP 5400 with higher Basic Pay is being fixed at a lower stage when compared to the pay of the official who is in lower grade with GP of Rs.4800- & Rs.4600- and with lesser Basic Pay. Many such instances have come to the notice of this Association. This has to be rectified by allowing next higher stage to the officials who are in higher grade.

      8.      Finalisation of Cadre Restructure in Postal Accounts.
9.      Modifications in RRs of AAO: - This Association has been persistently pleading for the protection of the interests of PAO staff in the RRs of AAOs. However the Dept has not considered any of our suggestions. The AAO examination has been conducted in a hurried manner. It is once again requested to consider the suggestions put forth by this Association and arrange to incorporate appropriate modification in the RRs of AAOs.
10. Problems relating to PAOs in the CSI environment: - Due to lack of SOP or any uniform guidelines, the work of PAOs in CSI rolled out Circles has become haphazard. Different procedures are being carried out in different Circles by adopting different methodology. The Codal provisions of PAM (Postal Accounts Manual) have been thrown to the winds. The figures being submitted to the CGA through the E-Lekha (COMPACT) & newly introduce PFMS does not reflect the actual fiscal position of the Postal Dept. Immediate corrective measures are required to be taken.
New Items:

1.      Drop the move of Decentralization of PAO in any form, strengthen the role of PAO in CSI environment and roll out all the modules related with PAO. 

2.      Stop reopening and recovery of Stepped up pay granted in compliance of Judgement in OA No 2124/2011 by PAOs/GMs (F) of Bhopal, Bengaluru, Chennai and Hyderabad.

3.      Grant officiating promotion in AAO Cadre on vacant post from senior most Sr. Accountant of PAOs, till the modifications in RR of AAO Cadre, as suggested/demanded by the Association is finalized.
