RESOLUTION
The
General Body meeting of All India Postal Accounts Employees Association
…………………………………………………………………..held on 18-01-2018 has unanimously resolved to
express its grave concern and resentment over the summary rejection of our
genuine concerns and suggestions in respect of the unfair provisions in the
proposed draft notification of Recruitment Rules of AAO of IP & TAFS Group
‘B’ circulated vide PA Wing letter No. 301(1)/2012/PA Admn. III/1031 to 1032
dated 14-09-2017.
It is very unfortunate that the PA
Wing OM No. 301(20)/2017/PA Admn. III/2254 to 2310 dated 15-01-2018 has put
forth totally illogical and unscientific arguments to justify their
unreasonable decision of withdrawal of the existing provision
of the 10% SCF Category for promotion of senior most Senior Accountants to the
post of AAO and rejection of other
suggestions that were submitted by this Association. While the PA Wing, the
DOP&T and the UPSC initially found it appropriate and approved the provision
of SCF Category for promotion of senior most Senior Accountants to the post of
AAO (as earlier uploaded on website on 23.03.2017) it is not only mysterious but rather
sinister that subsequently the SCF category became unacceptable.
When the similar mode of recruitment viz SCF Category for promotion of senior most
Senior Accountants to the post of AAO can be retained in Civil Accounts
which is also a part of Organized Accounts, there is no justification in
denying this existing benefit to the existing
Postal Accounts employees.
It is against all
canons of natural justice and norms of fair play to deny a benefit available to
the existing Postal Accounts employees. Such an unfair decision is not in
consonance with the well laid out DOP&T guideline, which stipulates the
protection of the interests of the existing incumbents under the existing
Recruitment Rules whenever it is Amended or replaced by framing of new
Recruitment Rules.
This General Body meeting after serious and
thorough deliberations appeal to the authorities concerned to render justice
and protect the interests of the Postal Accounts employees by incorporating the
suggestions given by this Association in September 2017.
This General Body also unanimously resolves to
forward this Resolution to the concerned Authorities and earnestly urge upon
the concerned Authorities not to notify the draft AAO RRs in the present form
and initiate immediate negotiations with the Staff Side so that a congenial
working atmosphere prevail in all the Postal Accounts Offices.

Sir,
The Department vide its letter dated
14.09.2017 sought comments/views of stake holders on the proposed Recruitment
Rule of Accounts Officer / Assistant Accounts Officer of Indian P&T Accounts
and Finance Services Gr B Cadre. Accordingly this Association being stake holder
submitted its suggestions with a request to incorporate the same in the final Recruitment
Rule of Accounts Officer / Assistant Accounts Officer of Indian P&T
Accounts and Finance Services Gr B Cadre.
Unfortunately
the Department vide O.M. dated 15.01.2018 has summarily rejected all our
suggestions stating that they are “not tenable”.
I submit that severe unrest is
brewing among the employees working in the Postal Accounts Offices over the
withdrawal of the existing provision of the 10% SCF Category for promotion of senior
most Senior Accountants to the post of AAO and rejection of other suggestions that were submitted by this Association.
Under these circumstances this Association is constrained to embark upon Protest
Demonstrations at all the Postal Accounts Offices on 18-01-2018 in order to
ventilate the genuine grievance of the Postal Accounts employees and to pass Resolution
to be sent to concerned Authorities.
