AIPAEA Tamilnadu Circle has served the strike notice to go on indefinite strike from 02-06-2015 against the atrocious, undemocratic and anti employee attitude of the GM(Finance) Postal Accounts, Chennai. In fact, for many months this fight is going on. The latest provocation is the stopping of payment of terminal benefits to a Senior Accountant who has retired on superannuation on 30-04-2015 after rendering an unblemished service for more than 32 years. GM has issued charge sheets to 80 officials who had protested her highhanded actions. The Charge sheets issued under Rule 16 were ended with punishment of postponement of one increment for 3 months. The punishement order is implemented. All the charged officials have gone to the CAT for justice. The case is under hearing. Now, one of the applicants retired on 30-04-2015. The GM took a stand that the judisial proceedings are pending and hence, no terminal benefits can be paid. Only provisional pension order has been issued. No one might have heared about such an action i.e. stopping the pension for approaching the Court of Law for justice. The Pension Rule only says " if any judicial proceedings against the official is not completed on the date of retirement" the provisional pension order should be issued. The judicial proceedings against the official may be a criminal case or civil case against the official. But, Chennai authorities have interpreted against the official to wreck vengence. How can we understand in a different way! Wonderful officers who are expected to be independent and judicious silently supporting the processes of subjective actions of the GM. Then, what is the alternative left with the employees of Chennai?
Throughout the country all PAOs are giving officiating promotions to Senior Accountants. But, Chennai is different kingdom! Chennai GM is not allowing any adhoc promotions to the Senior Accountants there by depriving the senior employees their lifetime chance of promotion. She resorted to this practice for the past about one year. No body knows, how one year back it was right and now it is wrong!!
Suddenly one fine morning it flashed to the GM that the root cause of indiscpline is allowing breakfast in the Departmental Canteen. Hence, issued orders not to serve breakfast in the Departmental Canteen!!
GM can order recovery of TA/DA from the Internal Audit party for not performing to her liking!
GM can order abolition of Sections!
GM can decide not to reply to the letters of the Recognised Association!
GM can decide not to abide by the directions of the Directorate!
GM is the law unto herself!
What is the alternative left with the employees of the Chennai?
Finally, they are forced to resort to serve the strike notice. The campaign is going on! Confederation leaders and NFPE leaders extended their support and solidarity.
All the AIPAEA units are requested to hold protest demonstrations on Monday i.e. 25-05-2015. Send the below given protest resolution to Member Finance, Secretary Posts, DDG(PAF) and CPMG TN (currently CPMG Karnataka is in-charge of TN Circle) Circle by Fax. Implementation of the programme may please be informed to General Secretary/AIPAEA by SMS/Email/Whatsapp
