Dear Comrades,
Please go through the below given copy of the clarificatory order issued by the PA Wing of the Postal Directorate on the issues raised by the Hyderabad PAO on MACP. A letter has also been issued by the CHQ in this regard. There may be similarly placed cases in other PAOs too! Insist to settle them on the line of the clarifications given.
I) First doubt: What is the entry grade of an official for the purpose of MACP, who entered in the PAO as Sorter/Gr. D and later appeared for the LDC examination along with other outside candidates and appointed LDC on passing the said test against the DR vacancies? The reply given is that the service should be counted from the LDC cadre and hence one will get three promotions under MACP.
2) The second doubt: An official has entered into the Department as LDC and later on appointed as JA consequent upon passing Limited Departmental Competitive Examination for LDC to JA. The Office declined to give the second promotion under the earlier scheme of ACP after completion of 24 years of Service, on the ground that he had already earned two promotions (one: J.A and second S.A). The said official has gone to Court of Law and won the case and got the second promotion under ACP scheme by taking the entry grade from JA promotion. Now the Screening Committee to MACP has opined that it needs to be clarified whether the entry grade of the official in this case is to be reckoned as LDC or Junior Accountant for the purpose of MACP. The clarification given is very clear, needs no further elaboration!!

Sir,
I am directed to refer to your letter No. 476/Admn.I/EA-I/MACP/Vol.I/2010 dated 7th September 2010 on the above subject. In this regard it is clarified that the;
i) The entry grade in respect of officials who have entered the service in the grade of Sorter/Group ’D’ and later on passing the Direct Recruitment Examination and posted as LDC against DR vacancies will be LDC grade.
ii) No further clarification can be given since the entry grade has already been decided by the CAT/Hon’ble Court.
Accordingly, the cases may be regulated subject to fulfillment of other conditions prescribed therein.
