Draft Resolution to be passed on 24.09.2020

RESOLUTION
The General Body of this Association at ...........................
held on 24.09.2020 unanimously resolves
to express its deep concern and strong protest over the unfair provisions in
the notification of Recruitment Rules of AAO of IP & TAFS Group ‘B’. The
Recruitment Rules framed for the Accounts and Finance Service, which are
against the interests of very personnel of Accounts and Finance Cadres in the
Department of Posts and Telecom. The Association has been repeatedly requesting
for modification in the RRs of AAO Cadre and grant of 40% SCF quota promotion
in the AAO cadre to SAs, along with two other modifications.
It is also painful that
Association is repeatedly demanding to conduct special audit/investigation on
the mass irregularities of various nature in LDCE of AAO held in July -2018,
but the Department is hesitant to do the same, instead it is going ahead to
form panel for granting AO promotions to many ineligible provisionally promoted
AAOs. The This General Body also appeal and resolve to request to cause
thorough and time bound investigation by an independent agency on the
irregularities of various nature occurred/noticed in LDCE of AAO-2018 at
various levels, as pointed out by this Association through its communications
already addressed to the authorities concerned. This General Body also request
not to affect further promotions from the LDCE -2018 panel undermining the
provisions of the Limited Departmental Competitive Exam.

RESOLUTION
The General Body of this Association at ...........................
held on 23.09.2020,
unanimously resolves to express its deep concern and strong protest over in
ordinate delay in finalization of Cadre
review/restructure up to the cadre of Sr. Accountant of Postal Accounts.
Association submitted its proposal for cadre restructuring in Nov-2008, as the
last cadre restructuring was done in the year 1987. A committee was constituted
and after going through the process the proposal of restructuring was approved
by the Department and sent to the Nodal Ministry for approval. Some queries
were raised by the Nodal Ministry which were communicated to the Association by
PA Wing to submit their views. Association submitted it’s considered opinion on
the points raised in Aug-2015, after that the process was shelved, reason best
known to the Authorities of PA Wing of Directorate.
Vide
letter No. 251 (I)/14/PA-Admn. II/887-917 dated 05th December, 2018, PA Wing
again asked the Association to submit the cadre restructure proposal, if any,
in compliance of it, AIPAEA submitted its cadre restructure proposal vide its
letter dated 18.01.2019. PA Wing vide its No. 251 (I)/14/PA-Admn. II/1012 to
1022 dated 05.03.2020, constituted another committee for cadre
review/restructure of Gr. ‘C’ & Gr. ‘B’ (Non-Gaz) staff of the PAOs, it
seems to appear that the work on it is yet to take off. Resentment is brewing
amongst the staff of PAOs due to in ordinate delay in the cadre restructure,
which has not been done after 01.04.1987.
The General
Body requests to arrange the finalization of Cadre review/restructure of Gr.
‘C’ & Gr. ‘B’ (Non-Gaz) staff of the PAOs, incorporating the views/
suggestions suggested by the Association, without any further delay.
