FOR THE ATTENTION OF ALL THE CIRCLE SECRETARIES OF ALL INDIA POSTAL ACCOUNTS EMPLOYEES ASSOCIATION

Comrades,
You are all aware that the PA Wing has called for  information from all the PAOs on the 8th and 10th passed MTS, Sorters and LDCs respectively to relax the educational qualification. In that letter itself it was asked to supply the information by next Post. But unfortunately so far only three to four PAOs have submitted the information. 
I request all the Circle Secretaries to make the D.A.(P)s understand the urgency involved and rush the information by Fax or email to the ADG(Admn) PA Wing. This should be done within the next three days and inform the CHQ.

MAKE ALL OUT PREPARATIONS TO IMPLEMENT THE DECESIONS OF THE CONFEDERATION


 
    Comrades, implement the decisions of the Confederation with full zeal and ensure the 100% participation of the membership. The success of the implementation of these programmes will take us nearer to the goal of 7th CPC and achievement of other demands in the 15 point charter of the Confederation. Inform the dates of State level conventions in your Circles and implementation of other programmes. Coordinate with the local Confederation. AIPAEA should take a leading role in the local Confederation. The explanatory note on each of the 15 demands is provided below. Use it effectively for the campaign.


15 POINTES CHARTER OF DEMANDS AND FUTURE COURSE OF ACTION.

Confederation of Central Government Employees and Workers has decided to organize independent campaign and agitational programmes culminating in indefinite strike. The specific decisions were:
 .   To organize state level joint strike conventions of C-o-C with the participation of all affiliated unions/Associations/Federations during the month of August 2013. Wherever the C-O-C functioning is not satisfactory or has no participation of district units, efforts must be taken to revamp the committee.
2.   To organize mass Relay dharna at different places in all important stations during the first week of September 2013 (from 02.09.2013 to 07.09.2013).
3.   To conduct nationwide strike ballot during the last week of September 2013 (On 25, 26 and 27th September) Model of the ballot will be sent later.

BILL ON NEW PENSION SCHEME IS ON THE AGENDA OF THE CURRENT SESSION OF THE PARLIAMENT - CONFEDERATION GIVES A CALL TO ALL CENTRAL GOVERNMENT EMPLOYEES TO ORGANIZE TWO HOURS WALK-OUT ON THE DAY WHEN THE BILL IS TAKEN UP FOR DISCUSSION IN THE PARLIAMENT

WITHDRAW CONTRIBUTORY PENSION SCHEME



SCRAP PFRDA BIL
As you are aware, Central Government is going ahead with their agenda on pension privatization. The controversial PFRDA Bill (Pension Fund Regulatory and Development Authority Bill) is listed as an agenda item for the current Parliament session. The bill may be taken up for discussion in Parliament on any day. Confederation of Central Government Employees & Workers has opposed the Contributory Pension Scheme and also the PFRDA Bill from the very beginning.
We have conducted so many agitational programmes including strike. The left parties in the parliament have also strongly opposed the Bill. Inspite of the opposition from employees (both Central Government and State Government Employees & Teachers) and also from left political parties, the Central Government is not ready to withdraw the contributory Pension scheme or to scrap the PFRDA Bill.
The National Secretariat of the Confederation has viewed the move of the Government with grave concern and decided to call upon the entirety of the Central Government Employees & Workers to organize mass protest demonstration in front of all offices throughout the country after walking out from offices for two hours, on the day when the bill is taken up for discussion in Parliament or on the next day if information is received late.
All India office bearers, State level COCs and other COCs are requested to make the two hours walk out programme a grand success.
