CONFERMENT OF ACP-I & ACPII ON MTS (EARSTWHILE GR.D) - CLARIFICATION

Comrades,
Here is an important order to be checked up. Please check up whether it is implemented in your office or not. As far as my knowledge goes... this might not have implemented. The pay of the Gr.D (now MTS)  who got ACP-I and ACP-II during the period between 01-01-2006 and 31-08-2008 should be granted the Grade Pay of Rs. 1900 and  2000 (Not Rs. 1800). Refer para 2 of the order. Take up with your DA(P) and get this order implemented immediately. Give the feed back on this to the CHQ immediately.

DETAILS OF PAO CADRE RESTRUCTURING MEETING HELD ON 05-07-2011


CADRE RESTRUCTURING OF POSTAL ACCOUNTS
The Cadre Restructuring Committee appointed to go into the issue of Cadre restructuring of Sorter/LDC/DEO and JA&SA met on 05-07-2011 at 11 AM. The following members attended the meeting.

2.      Ms. Sharon Shefali Gupta, Director Internal Audit
3.      Sri. R. Magadevan, ADG (PA-Admn)
4.      Sri. S. Santosh Kumar, President, AIPAEA
5.      Sri. T. Satyanarayana, General Secretary, AIPAEA
6.      Sri. Vidyadhar Pathak, General Secretary, BPAOEA
7.      Sri. S.K. Mishra, Dy. General Secretary, BPAOEA
The Committee unanimously accepted the proposal of the AIPAEA and agreed to recommend the merger of Sorter/LDC/DEO with a nomenclature of Accounts Assistance with the Grade Pay of Rs.2400. It is also agreed to recommend separately the Grade Pay of Rs.4200 to Junior Accountant, Rs. 4600 to Senior Accountant & to maintain the relative parity to Stenographers and Rs.5400 to AAO (after 4 years of service in the GP of 4800). The official draft with full justification will be prepared within a week and circulated to all the members. The process for getting the approval of the competent authority will start after that. The recommendations regarding the core accounting cadres (JA &SA) will be sent to Ministry of Finance.
In addition to the above the following issues are discussed.
1.      Amendment of Recruitment Rules of LDC. It is pointed out that due to the enhancement of the qualification from 8th pass to Matriculation for the promotion to LDC cadre under Seniority cum Fitness quota; the existing seniors are denied the promotion. Hence, it is requested to amend the RRs and retain the earlier qualification of 8th pass for SCF candidates. It is agreed to suitably amend the RRs.
2.      Amendment of Recruitment Rules of Junior Accountants. It is pointed out that due to the enhancement of the qualification from Matriculation to 12th pass for the promotion to JA cadre under Seniority cum Fitness quota; the existing seniors are denied the promotion. Hence, it is requested to amend the RRs and retain the earlier qualification of Matriculation for SCF candidates. It is agreed to suitably amend the RRs.
3.       Group B status for Senior Accountants. It is requested to take a decision independent of other Organized Accounts, as the Postal Department has already brought the S.A. under Gr.B (non-gazetted) category. It is also impressed upon the DDG (PAF) the need to take a quick decision in this regard. DDG (PAF) has ordered for re-submitting the file.
4.      Rule 38 Transfers and Protection of Pay. Due to denial of Pay protection for those officials who were transferred under Rule 38, a great injustice has been perpetrated. The DDG (PAF) is in agreement of our view point and assured to find ways to undo this injustice.

DECISIONS ON THE STRIKE CHARTER

I thank every employee of the Postal Accounts for the involvement and response given to the call of the CHQ. I convey my sincere thanks to all the Circle Secretaries, CHQ Office Bearers and activists from all the Circle units for their untiring efforts and campaign to make the strike successful. INDEFINITE STRIKE FROM 5TH JULY DEFERRED
Consequent on the settlement reached between Secretary, Department of Posts and the Staff Side the Central JCA unanimously decided to defer the indefinite strike from 5th July 2011. Positive settlement is reached on major items of the Charter of demands. Gist of the settlement reached on all items of the Charter of demands will be published soon. We have made it clear to the Postal Board that if any violation of the assurances take place, or if orders on the agreed items are not issued without any delay, the Central JCA will commence indefinite strike without any further notice. We have not called off the strike. STRIKE STANDS DEFERRED. WE SHALL ALWAYS BE VIGILANT. Hectic and elaborate discussions took place with the Postal Board on 6th, 7th, 27th, 28th, 29th, 30th June 2011 and on 1st July 2011. Secretary Generals and All General Secretaries participated in the discussion.
Central JCA salutes and congratulates all the Circle/Divisional/Branch Secretaries and the entirety of Postal and RMS employees including Gramin Dak Sevaks for the mobilization made by them for the successful implementation of the strike. It is only because of the determination and courage of the grass root level workers the Postal Board is compelled to come for a settlement.

GEAR UP THE CAMPAIGN AND MAKE THE INDEFINETE STRIKE FROM 5TH JULY A TOTAL SUCCESS

NO SETTLEMENT
Today (30.06.2011) Secretary, Department of Posts, held another round of discussion with Central JCA Leaders. The Secretary level discussion was restricted to the Mail Network Optimization Project (MNOP) and lasted for one hour only. No settlement could be reached on the first item of the Charter of demands i.e; implemental of Speed Post hubs, 1st Class Mails hubs and delivery hubs. The staff side demanded the Secretary, Department of Posts, to have full fledged discussion on all items of the charter of demands including the first item.
Yesterday (29.06.2011) there was a discussion with Member (Operations) on the same subject. No consensus could be reached in that meeting also. The Central JCA decided unanimously to intensify the strike preparations and ensure 100% participation of the employees in the indefinite strike. The entire Postal and RMS offices shall remain closed from 5th July 2011.
The Central JCA call further calls upon on all Circle/Divisional/Branch Secretaries to organize protest demonstration in front of all offices on all days from 1st July 2011.
