The following message which had been posted in this blog quite often by our beloved Com TSN, is very relevant even today.
CLARIFICATION ON CEA.
LET ONENESS PERVADE – MAY DAY ZINDABAD
Year
after year the relevance of May Day is growing world over in general and in
India in particular. The historic movement of Hey Market, Chicago in the year
1886 has become the symbol of oppression, repression, revolt, resistance,
sacrifice and victory for the entire working class. The oppressive working
conditions, and miserable life enslaved to the profit maximization of the
ruling classes was the order of the day during the 19th century.
Repression was let loose to perpetuate the exploitation. Revolt against the
exploitation and resistance against the repression, sparked a desire for a
better life, better future and just and equitable society. Many sacrificed
their lives to attain that noble goal. The life-sacrifice of heroes of Chicago
spurred the working class of the entire world. The first step at Hey Market has
later become a big leap in establishing and asserting not only the rights of
the working class but also the rights of deprived and displaced people across
the globe.
The
oppressive Hey market is replicating and repeating itself in many forms in
India. The much promised heaven on earth on implementation of neo-liberal
policies has remained a mirage for the marginalized people
of India. The gulf between haves and have-nots increased many folds. The
lop-sided economic polices denuded the national wealth and enriched only the
tiny section of the society. The unholy nexus between politicians, corporates
and bureaucrats is the bane of this nation. Three decades of reforms has
ruptured the socio economic and cultural fabric of India. Still, the present
Rulers want to tread that path with deadly speed. Ease of doing business is new
mantra! Necking out the Public Sector is
the new Mission! Red carpet to FDI in every field is the NayaSwadeshi slogan!
Made in India is replaced with Make in India!
The Rulers are blind to the agrarian crisis. Job less and job loss
growth is swelling the ranks of unemployed. Financial Sector is crackling under
unabated loot of the nationalized banks. The divisive politics on the lines of
caste, creed, religion, region, and language are lashing with vengeance. Unnaos
and Kathuvas are throttling the collective consciousness of this nation. The
data analytics and the corporate wedded media are manufacturing the opinion and
designing the democracy! Voters have been reduced to mere data. The subtle
injection of one nation theory is endangering the flourishing plurality, the
essence of democracy.
We
are pitted against a Government, whichis insensitive to the demands of the
workers. Labour Laws were amended without taking the Trade Unions into
confidence. The assurance given to the Central Government employees to undo the
negative recommendations of 7th CPC is not honoured. The pay revision
to the 3 lakh GrameenDakSevaks in the Department of Posts is not in the
horizon. Closure of Departments has
begun. Casualization of employment is the new norm. The JCM has become an irrelevant entity, as
the Government never respected the concept of negotiations. The social security
of employees is tied to the bubble of Stock markets by rejecting the just
demand of defined pension.
Under
these circumstances, we are celebrating May Day and the relevance of May Day
has become more pertinent. The imminent danger to the working class, the
employees and the common masses of this country can only be warded off with the
united struggles. State and Central Government employee are joining hands
together to get back the defined pension to all. Central Government employees
under the flag of Confederation of CCGEW are waging relentless struggles to
achieve the legitimate demands of the central government employees and joining
hands to safeguard the dignity of the working class.
Recent
long march of Maharastra farmers from Nasik to Mumbai to demand their rights is
the live example before us to prove that the struggle can defy all odds. Let
the May Day kindle that spirit. Let’s imbibe that spirit: the spirit of Unity,
the spirit of sacrifice and the spirit of uncompromised determination on the
face of odds. We as employees and as the citizens of this great nationowe a
responsibility and owe a duty to usher in change. Lets not swayed by rhetoric. Lets
realize the real essence of May Day and join together to make a difference.
Join hands, pervade the oneness and march ahead!

EDITORIAL-POSTAL CRUSADER - MAY 2018
Due to wrong imposition of policies and intensification of neo-liberal economic policies most of the financial sectors are in crisis but the banking sector is badly affected now a days. Demonetization and GST has aggravated the situation more. At the time of Demonetization the common man had supported and believed the Prime – Minister who stated that due to demonetization corruption and black money will be finished, funding for terrorist and anti national activities will be stopped, forged and fake currency will be finished. The money which will not come in banks that will be the income of Govt. But surprisingly 99% cash in the form of demonetized Rs 1000/- and 500/- came back in banks. If the currency in Nepal & Bhutan may be taken in account than there will be no money left as black money. Still with some genuine citizens in India and abroad having some demonetized currency with them which they could not deposit in banks due to many reasons.
Now again it is coming in news in electronic and print media that in many parts of country, Banks are suffering due to deficiency of cash and no cash is being put in ATMs. Banks are not able to make payments to the customers. Some banks are making payment in part and any how managing their customers.
At the time of demonetization we had mentioned that this demonetization is not for the reasons which mentioned by the Prime-Minister but because of lack of liquidity i.e flow of money in banks.
Some top class Industrialists who have taken loan from banks in thousand crores, they are not repaying the loans causing huge amount of NPA(Non Performing Assets) which has reached to an amount of Rs eight lakh crores. An amount of Rs two lac forty thoushand crores has already been waived by the Govt which top industrialists were deemed as they are not able to repay.
This Banking crisis is not a simple one. This is lack of faith of common man in Govt and it’s policies as the most of the people are not depositing their money in banks and keeping a very little amount in banks because of the fear of F.R.D.I Bill in which it is proposed that in the event of crisis in Banks, the deposited money of public will be fixed in FD for 15 years and without the consent of depositor leaving only Rs onelac in the S.B account . So the people are very much afraid to keep their money in banks. After demonetization Rs 2000/- currency note has been introduced which is also facilitating in dumping of the cash.
It has been reported by the banks that 80% of Rs 2000/- note is not coming back in the banks. A common man faces so many difficulties in taking a smaller loan for a very genuine cause but the big corporate and big companies can take thousands of crores rupees as a loan without any security and guarantee . For a common man for taking loan about 150% property is required in the form of guarantee but for the companies which have been given A+ rating do not require any guarantee or security and thereby the big industrialists and corporates like Viajy Malya, Nirav Modi, Kothari, Mehta and other get loan easily and after that do not repay and the Banks, it’s staff and common man has to suffer.
After nationalization of Banks in 1969 by the then Prime – Minister Smt. Indira Gandhi a tremendous development in industrial sector was noticed as the loan was given by the Banks to establish industries. But now after Nirav Modi and others, Some of the top brass at the helm of Govt are demanding to privatize the Banks which will not be in the interest of neither common man nor Govt. A large scale unemployment may grow after privatization . There is acute shortage of staff in Banks and employees are suffering like anything. One of the most ambitious plan of Govt. i.e Mudra Yojna in which loan is granted to an unemployed youth to establish his own business and up to Rs 50000/- loan, no security or gurantee is required. A Bank manager told that most of the loanee are not repaying back the loan and it is also becoming part of NPA.
So the crisis in Banking Sector is purely because of wrong policies of Govt which require to be rectified.

AIPAEA/CHQ/Circular-8/2018 Dated 25-04-2018
The Central Working Committee meeting of AIPAEA was held at Ambala
from 11.04.2018 to 12.04.2018. Reception committee held the CWC meeting in a
very grand manner, within a short notice. A Galaxy of leaders attended the CWC
meeting Com. M. Krishnan, SG, Confederation, Com. R. N. Parashar, SG, NFPE
& GS of P-3, Com Giri Raj Singh President NFPE & GS R-3, Com. A.P. Sastry,
Ex President AIPAEA and all Circle Secretaries of NFPE Haryana Circle attended
the CWC. Shri Mandeep Singh, Director of Accounts (Postal), Ambala had attended
the inaugural session and greeted the CWC delegates / observers. Shri Dilip
Padhye Ji, Sr. DDG (PAF) had also graced the occasion with his presence and interacted
with the CWC delegates / observers. All units except Patna and J & K participated
in the CWC meeting.
The meeting
started with flag hoisting. Com A.P. Sastry, Ex President AIPAEA, hoisted National
Flag, NFPE Flag was hoisted by Com Manjeet Singh, Ex GS, Admin Union, and Com
N. Veeresh, Working President, AIPAEA hoisted the AIPAEA Flag. Offering of
floral tributes to Martyrs followed the flag hoisting. Reception Committee
felicitated all the leaders/guests by presenting bouquets & mementos.
Chairman of the reception Committee, Com. Jasvir Singh delivered the welcome
address.
Dr. Mandeep
Singh, DAP, Ambala extended his warm greetings to the CWC and assured all sorts
of co-operation from administration. He also opined that the Service Associations
of Group A, B & C cadres of the Accounts stream of DOP & DOT must work
together in tandem for the betterment of Accounts Wing. He wished the CWC to be
grand success.
Comrade M. Krishnan, Secretary General of CCGE&W
inaugurated the inaugural cum open session of the CWC meeting. In his address Com.
Krishnan elaborately explained the developments since the appointment of 7th
CPC till date and the present status of the various committees constituted by
the government to look into the issues of Central Government employees after
implementation of 7th CPC. He told that the government has backed out from the
promise given to the NJCA by the GoM in the meeting held on 30.06.2016 &
06.07.2016. He informed that Government had categorically ruled out, on the
floor of Parliament, any proposal under consideration for enhancing minimum
wages and fitment formula. He told that a National Convention is going to be
held on 10 June 2018 at Hyderabad to decide about the future programme of
action on our demands especially NPS and Casual / Contract Labourers, where
dates of national strike and other agitational programme would be decided. He
appealed to the house to participate in the convention. By wishing the CWC
meeting, a grand success he formally inaugurated the CWC.
Com R.N. Parasher, Secretary General, NFPE & GS P-III in
his address lauded the Reception committee for their very good arrangements. He
extended warm greetings on behalf of his organization as well as personal
behalf to the CWC and wished that CWC be a grand success. He informed the house
about how the NFPE has thwarted, through sustained struggles, the move of the
Department to implement the task force committee report. He also said that NFPE
on its own conducted one day strike on 23.08.2017 followed by a series of
agitation programmes including 5 days ‘Maha Dharna’ at Delhi from 12.02.2018 to
16.02.2018. as a result of all these agitations, Department was compelled to resume
the Periodical meetings. Agenda for the Periodical meetings have already been
submitted by us.
Shri Dilip Padhye, Sr. DDG (PAF) also graced the CWC meeting
and interacted with the Delegates/Observers. GS placed four issues which were
of prime concern for AIPAEA and its members viz. (a) RR of AAO cadre and
modification sought by association (b) Trade union victimization (c) discrimination
in tenure transfer between Gr B & C officials and Gr A officers (d) Problems
faced in implementation/roll out of CSI in PAO and (e) Issue of Rule 38
transfer. Sr DDG, gave replies on all
the issues and also told the steps that are being taken by the Department to
resolve the issues. Some individual members also asked their doubts on RR of
AAO cadre to which he replied patiently. He also wished the CWC a grand
success.
After lunch break the Delegate session commenced by observing
one minute silence as a mark of respect to the departed souls. General Secretary placed his
report in the house for discussion and consideration of the house.
Com. A. P. Sastry, Ex. President of AIPAEA also addressed
the august house. He extended his best wishes for the success of the CWC and
assured his continued full support to the Association in future also. He
thanked the reception committee for their hospitality and fine arrangement. He
explained how we were stagnating at 5000-8000 scale when we demanded and got
10% SCF quota promotion in JAO. We also achieved amalgamation of AAO cadres of DOP
& DOT. According to him the Department’s hasty move of filing caveats in
all the High Courts, is a mere wastage of public money. He thanked the CHQ for
inviting him to the CWC and giving him an opportunity to share his views with
the house.
On the second day, Com. Giri Raj Singh, President NFPE &
GS R-III addressed the CWC and conveyed his best wishes. He told house how
their seniors fought for bonus and I am enjoying the same. Similarly DA was
also not released automatically but we have to agitate every three months for
the release of DA installment. Government is ruthlessly closing several units
in Printing Press, Defence and indulging in mindless privatization of Railways.
He also said that the Government in the process of implementing the 7th
CPC has curtailed several benefits hitherto enjoyed by us. Our weakness is that
our membership does not participate in the agitational programs. He lauded the
reception committee for the hospitality and fine arrangement.
In the unit reporting all the Circle Secretaries reflected
the issues faced in their unit, their membership, remittance of quota,
participation in agitational programmes. Many of the problems faced by the
units were common in nature, like acute shortage of staff in all cadres,
inadequate provision of infra-structure, lack of training, threat of
decentralization of PAO after implementation of CSI, arbitrary rejection of the
Association’s demands in the final RR of AAO, Cadre-restructuring and execution
of Rule 38 transfer cases. Bengaluru, Nagpur, Guwahati & Hyderabad raised
the issue of implementation of CSI in their office and other problems.
Hyderabad, Patna, Trivandrum, Ahmedabad raised the issue of provision of
adequate space for Office accommodation and building. Guwahati, Shillong,
Trivandrum & Lucknow units raised the issue of Rule 38 transfers. It was
requested to go for special local recruitment for the Assam, NE &
Trivandrum Circles to fill the vacant posts as a onetime measure. Resolution on
CSI Roll out, Rule 38 transfer, modification in RR of AAO, finalization of Cadre
Restructuring, implementation of CVC guideline on tenure transfer in all cadre
were passed.
Com Shyam Sunder Dey, Circle Secretary of Kolkatta, declared
that their unit is prepared to hold the 23rd AIC of AIPAEA at
Kolkatta from 27.11.2018 to 29.11.2018.
General Secretary while summing up the discussion gave
replies to the queries of the units and placed before the house, the latest
updates on various issues faced by the units. He categorically said that the decentralization
of PAO in any form is not acceptable to AIPAEA, he also said that AIPAEA has
made its stand clear before Sr. DDG (PAF) and other officers that modifications/suggestion
of the Association should be incorporated in the RR of AAO cadre by Amendments.
He also told that on CSI, AIPAEA has already communicated its stand to the
Directorate and would give feedback on the issues/problems faced by officials
of PAOs in implementation of CSI. He also assured house that all the issues
faced by the units would be taken up with the Authorities with renewed vigour. He
appealed the house to be cautious on the issues and assured that the Association
will protect the interests of its members at any cost. He appealed to the house
to observe all the calls of future agitational programme given by CHQ, NFPE
& Confederation.
Reception Committee felicitated Comrade N. Veeresh, Working
President, who is going to retire in July 2018.
The CWC meeting was concluded with vote of thanks by Com N.
Veeresh, Working president (on behalf of CHQ) and Com Jasvir Singh, Circle Secretary,
Ambala and Chairman of Reception Committee who on behalf of host unit proposed
vote of thanks to all the leaders, Administration, Sr. DDG (PAF) & DA (P)
for accepting his request and attending the CWC meeting.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective 01.01.2018 onwards -reg.
Consequent upon grant of another instalment of Dearness Allowance with effect from 1st January,2018 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure's O.M. No. 1/1/2OL8-E-II (B) dated 15.03.2018, duly endorsed vide this Department's letters No. 8-1/2016-PAP dated 19.03.2018 and Ministry of Finance, Department of Expenditure OM No.1/3/2008-E.ll(B) dated 28.03.2018, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.01.2018. lt has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 139% to !42% on the basic Time Related Continuity Allowance, with effect from the 1st January, 2018.
2. The Dearness Allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks.
3. The expenditure on this account shall be debited to the Head "Salaries" under the relevant head of account and should be met from the sanctioned grant.
4. This issues with the concurrence of Integrated Finance Wing vide their Diary No 05 /A/2018/CS dated 24.04.2018.
