REMEMBER! REMEMBER! 19TH SEPTEMBER
Dear Comrades,

The 19th September 1968 is the red-letter day in the history of Central Government employee’s movement. It is remembered for the brutal attitude of the Establishment against the workers and employees. It is remembered for the valiant fight and great sacrifices of the hundreds and thousands of Central Government employees for a collective cause. That date symbolizes the resurrection of self-respect of the Central Government employees and reassertion of the rights of the employees. The butchering of 17 striking employees at Pathankot, Bikaner and Delhi, the suspensions, dismissals and terminations of thousands of employees across the country, chillingly remind all of us that the present day rights and facilities have not come as bounties from Governments but are the fruits of struggles and sacrifices.

The first ever strike of Central Government employees in independent India commenced on July 11 1960 and continued for five days. That strike was described as civilian rebellion by the then Prime Minister Sri. Jawaharlal Nehru and it was brutally suppressed. The Central Government employees went on that strike demanding improvements and modifications in the 2nd CPC recommendations as the Need Based Minimum Wage concept was rejected by the Commission. Though the strike was suppressed, realization dawned on the Rulers and a need for a negotiation channel for Central Government employees was felt. Sri. Gulzarilal Nanda, the then Home Minister, constituted the Joint Consultative Machinery (JCM) in the year 1966. It was intended that all the issues of the Central Government employees would be solved across the table and there will be no more strikes!

The Need Based Minimum Wage as approved by the 1957 Tripartite Labour Conference, Merger of DA with Pay, Revision of DA formula were the agenda items in the first meeting of JCM. It took more than one and half years to record disagreement and refer the matter to the Board of Arbitration. The Government refused to appoint Board of Arbitration. The Government that created the JCM scheme itself has laid foundation for its destruction in its very first meeting! That is the provocation of the Central Government Employees for going on one-day strike on 19th September 1968!

Confederation of Central Government employees and Workers, All India Railwaymen Federation, All India Defence Employees Federation spearheaded the struggle. The Kerala State Government under the Chief Ministership of Com. E.M.S. Namboodiripad was the only State, which fully supported the strike. The Central Government played every trick to fail the strike. Thousands of employees and their leaders arrested and jailed. To weaken the movement sarkari union was formed! In spite of all the repression the strike was a grand success. The Central Government employees announced loudly and clearly that no amount of repression could deter them in defending their rights!

The Demands of the one day strike are still relevant and important to the employees: Need based Minimum Wage; Full neutralization of rise in prices; withdrawal of proposal to retire employees with 50 years of age or on completion of 25 years of service; vacation of victimization and reinstatement of victimized workers; no retrenchment without equivalent alternative jobs; abolition of contract and casual labour system. After 50 years of that historic strike, still Central Government employees are fighting to attain some of those lofty goals and to retain the other rights and privileges.

Government has snatched our right to pension. The employees are under threat of FR56J and CCS (Pension) Rule 48. Even after lapse of one year, the assurances given by the three Cabinet Ministers of the present day NDA Government to modify and increase the minimum pay and fitment formula recommended by the 7th CPC were not honoured. The employees are subjected to cheating in the matter of Allowances. Silently the Government is going ahead with closure of Departments, Privatisation, and outsourcing. Departments are reeling under the huge shortage of manpower. Inflation is accelerating and DA is decelerating. Grameen Dak Sevaks of Postal Department are on struggle path for their revision of pay and grant of status. The glorious tradition of struggle and sacrifice of 19th September 1968 Strike is showing us the beckoning light to face all these challenges and withstood the coming onslaughts. Let’s commemorate the inspiring memory of 1968 September 19th strike. Let’s imbibe that Great Spirit! Let’s marshal all our strength and march ahead united to safeguard the interests of the Central Government employees in particular and the interest of working class in general.

1.     Confederation Charter of Demands - Organise Next Phase of agitation with large partcipation of employees & Pensioners:
        (1)   19th September 2017 (Tuesday) -  Mass dharna at all District Headquarters.
        (2)   17th October 2017 (Tuesday) - Mass dharna at all State Capitals.
        (3)   2017 November 9th, 10th & 11th - Three days “Maha Dharna” at New Delhi along with Central Trade Unions and other independent Federations.
        (4)   Indefinite strike in 2018 jointly with Central Trade Unions and other independent Federations.
        2017 November 9th, 10th, 11th - Delhi Maha Dharna:
        The following quota is fixed for Delhi Maha Dharna for each day.  All affiliated organisations and C-O-Cs are requested to ensure participation of employees as per quota fixed.  Quota fixed is minimum and maximum effort may be made for participation of employees more than the quota.

        For Delhi Maha dharna and indefinite strike (2018) the following 12 points charter of demands approved by the National Convention of Workers will be Part-I and Confederation’s 21 Point Charter of demands (see circular dated 16-8-2017 published in website and also sent by post) will be Part II of the Charter of demands.
Part-I - 12 point Common Charter of Demands of all workers:
1.    Urgent measures for containing price rise through universalization of public distribution system and banning speculative trade in commodity market.
2.    Containing unemployment through concrete measures for employment generation.
3.    Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of Labour laws.
4.    Universal social security cover for all workers.
5.    Minimum wages of not less than 18000/- per month with provisions of indexation.
6.    Assured enhanced pension not less than Rs.3000/- per month for the entire working population.
7.    Stoppage of disinvestment and strategic sale in Central/State Public Sector Undertakings.
8.    Stoppage of Contractorisation in permanent periennial work and payment of same wage and benefits for contract workers as regular workers for same and similar work.
9.    Removal of all ceilings on payment and eligibility of bonus, provident fund; increase the quantum of gratuity.
10.  Compulsory registration of Trade Unions within a period of 45 days from the date of submitting application and immediate ratification of ILO Conventions C-87 and C-98.
11.  Against Labour law amendments.
12.  Against FDI in Railways, Insurance and Defence.
PART II - 21 POINT CHARTER OF DEMANDS OF CONFEDERATION

Add the following:
Item (6) -     (a)    No Downsizing, Privatisation, Outsourcing and contractorisation of Government functions (b) Stop the proposed move to close down Govt. of India Presses.
Item (8)    -     (a)    Withdraw the draconian FR 56(J) and Rule 48 of CCS (Pension) Rules 1972 which is being misused as a short-cut as punitive measure to punish and victimise the employees.
                       (b)    Withdraw all trade union victimisation and attack on trade union facilities.
Conventions, General Body Meetings, gate meetings etc. may be held in all offices/departments/state and intensive campaign and mobilisation work may be organised to make the above programmes a grand success.  Notices and leaflets may be printed and circulated.  Publicity may be given through local media and maximum use of social media may also be made.
Comrades, to defeat the anti-worker and anti-people policies of the NDA Government, maximum unity of the working class is the need of the hour.  Only through a united struggle of the entire working class of the country these policies can be halted.  Confederation being an organisation which is in the forefront of all struggles against the neo-liberal policies and also being the one and the only organisation which is continuously fighting for the demands of the entire Central Govt. employees and pensioners, has an added responsibility to make the struggle of the entire working class a grand success. An alternative policy is possible and only the working class can lead the struggle for an alternative policy and save the workers and also the common people of our country.  Let us be proud to be part of such a patriotic struggle.
2.      Towards 50th Anniversary of 1968 September 19th historic one day strike of Central Government Employees:
2018 September 19th (next year) is the 50th anniversary of 1968 September 19th strike.  Before independence and after independence, the Central Government employees had conducted many strikes.  But 1968 September 19th strike is written in red letters in the history of Indian Working Class.  It is because that the strike had raised the demand for a scientific wage revision based on the Need Based Minimum Wage formula approved by the 15th Indian Labour Conference held in 1957.  Central Govt. employees fought for the demand of entire working class of India ie. Need Based Minimum Wage.  The ruling class of India understood that if the demand of the Central Govt. employees is accepted, all other section of the working class including those in private sector shall go on struggle for implementation of Need Based Minimum Wage to them also and ultimately it will result in changing their pro-capitalist economic policy itself, which they never want to change.  The ruling class let loose all destructive forces and repressive measures  at their command to crush the strike. The Cental Government employees had to pay a heavy price -seventeen (17)  comrades had been brutally murdered by the ruling class. In addition 40000 suspensions, 64000 termination notices, arrets, imprisionment, chargesheets , heavy punishments, transfers etc. Even today, the Central Government employees and other sections of the working class are on struggle path demanding  Need Based Minimum Wage.
              To make the begining of the 50th anniversary of the historic strike, this year’s  Martyrs day  on 19-09-2017 should be organised in a befitting manner at all places by hoisting flags, paying homage to martyrs etc. Before the 50th anniversary day on 2018 september 19th, seminars, honouring of those who are victiimseld in the 1968 september 19th strike etc may be organised at all important centres. The details of other programmes to be organised in connection with the 50th anniversary will be  decided in the next National Secretariat meeting of the confederation to be held at Mumbai on     10-01-2018.
3.           All India Women’s Trade Union Workshop.
As  already decided in the National Secretariat meeting, the All India Women’s Trade Union workshop will be held at Mumbai. The C-O-C Maharashtra (Mumbai) has decided to hold the workshop on 11th & 12th Jannuary 2018 (Thursday  and Friday) . Details of venue etc will be finalised later.
The delegate fee is fixed as Rs. 1000/- (Rs one thousand only) per head. Food and accommodation will be provided by the Reception Committee.  (Accommodation from 10th forenoon to 13th 6 AM. Food on 11th & 12th only). The following quota is fixed for each affiliated organisation and C-O-Cs for participation of delegates in the workshop. Each organisation and C-O-C is requested to ensure participation of delegates as per quota fixed. As train reservation commences four months before and there is every likelihood of heavy rush for Mumbai trains, all delegates may be instructed to book their travel tickets immediately. Non-availability of confirmed tickets should not be an excuse for non-attendance of delegates as per quota fixed. Dates of the workshop is declared well in advance, to facilitate booking of confirmed travel tickets. All affiliates should send their delegates without fail as per quota fixed.
Quota for the All India Women’s Trade Union Workshop to be held at Mumbai on.11th & 12 th January 2018.

The Women’s  sub committee members of  Confederation should compulsorily attend the workshop. There will be a meeting of the women’s sub committee on the first day evening of the workshop. All affiliated organisations should inform their women sub committee members nominated by them immediately. Confederation CHQ is not sending the circulars to the women sub committee members as only two organisations have furnished the full address of their nominees to the women sub committee.  
Hold state level women’s convention and constitute women’s sub committees at state level before the Mumbai workshop.
All C-O-Cs and Affiliated organisations are requested to organise state level women’s convention before the Mumbai workshop. State level women’s sub committees may be constituted in the convention. A state level convention was organised at Hyderabad in connection with the state  Conference of Andhra/Telangana C-O-C and a state level Women’s sub committee was formed. Com Usha Boneppalli, Chairperson of the confederation, All India Women’s sub committee attended the state level convention and took initiative for formation of state level women’s sub committee.
4.           National Secretariat Meeting of confederation 10-01-2018-Mumbai
              National Secretariat Meeting of the Confederation will be held at Mumbai on 10-01-2018 (10th January 2018 Wednesday) from 10.30 AM onwards. All National Secretariat Members and Women sub-committee office bearers (Office bearers only) are requested to attend to meeting in time. Detailed notice will be issued later. Please book your travel tickets early.
5.           NPS & OUTSOURCING - JOINT PROGRAMME OF CENTRAL AND STATE GOVT EMPLOYEES (CONFEDERATION AND ALL INDIA STATE GOVT EMPLOYEES FEDERATION)
              All  C-O-Cs are requested to keep in touch with State Govt. Employees Federation leaders  and ensure implementation of the following decisions of the 2017 June 10th joint National Convention.
1.           State level Joint conventions.
2.           District/Taluk level joint conventions
3.           Mass Dharna at all important centres including state capitals on 21-11-2017 (Tuesday).
Dates of Rajbhavan March, All India Jathas, Parliament march etc. will be decided later. State level joint conventions are already held in Kerala, West Bengal and Odisha.
6.           WFTU-TUI MEET AT TRIVANDRUM AND KOLKATA
Those organisations and C-O-Cs  which have not yet remitted the quota fixed by the National Secretariat are requested to remit the same immediately. Trivandrum meet is on 11th & 12th September and Kolkata meet is on 9th & 10th October 2017.
Those who are remitting the money in the Bank Account of Confederation CHQ, should intimate the full details of remittance such as name of remitter, date of remittance, amount remitted etc to Com .Vrigu Bhattacharjee, Finance Secretary, confederation CHQ (Mob & WhatsApp 09868520926) Email ID- aicaeachq@gmail.com Otherwise it is not possible to issue receipt for the remittance, as Bank has informed that the full particulars of the remitters is not available with them.

At present for want of correct address, Confederation CHQ is not sending circulars by post to women sub committee members. Some Women sub committee members have complained non-receipt of circulars by post.

EDITORIAL POSTAL CRUSADER SEPTEMBER-2017 HISTORIC STRIKE 23rd AUGUST-2017

After a long gap One Day Strike on 23rd August -2017 was conducted by NFPE alone and only for Postal Sectional Demands. This was the decision taken in Federal Council held at Guwahati from 7th to 9th September, 2016.

In so many AICs and CWCs of our affiliated unions this demand was raised. This was the concern of many of our Comrades that so many internal problems are emerging in the Department which are adversely affecting our members and fellow workers.

NFPE Federal Executive held on 12.05.2017 at North Avenue, New Delhi decided a phased programme of action and chalked out 10 points charter of demands covering the burning problems of all sections.

We as NFPE submitted a memorandum to Secretary Post on 5.06.2017 intimating the decision of Federal Executive about phased agitational programmes culminating in to one day strike on 23rd August-2017.

Secretary Post appealed us not to go on strike and gave a reply on each of our demand on 16th June-2017. We again wrote a letter to him on 19th June under which we clearly mentioned that we want things to move and settle in a time bound manner. Instead of assurances, we want result oriented action.

All of our phased programmes were conducted successfully. 1st phase of programme i.e. Mass Dharna in front of all divisional offices on dated 20.06.2017 , IInd programme Mass Dharna in front of all Circle/Regional Offices on 12.07.2017 and IIIrd programme Mass Dharna in front of Dak Bhawan (Postal Directorate) , New Delhi on 26.07.2017 were conducted successfully.

We submitted strike notice for One Day Strike on 23.08.2017 to Secretary (P) on 26.07.2017.

The Department again appealed  NFPE and intimated that out of your ten demands, three demands (1)Membership Verification of GDS (2) Cadre Restructuring of P-3 and (3) CGHS facility for all Postal Pensioners have been settled. But our Main Demand i.e GDS Committee Report implementation and declaration of result of regular Membership Verification along with  others were not settled and we were told that the file of result of Membership Verification as been submitted to Minister (C)  and GDS Committee report is in process in Finance  Ministry. For  other demands we were told that necessary action is being taken by the Department on each demand and these are time taking  matters. We were requested to defer or call off the strike but we told clearly that without result we will not defer the strike.

Some of our Comrades were having some doubts that we are going on strike alone. Whether it will get success or not? But our Comrades, the soldiers of NFPE  have proved again that NFPE has such potential and the strike was made  grand success by our Comrades and grass root level leaders and workers for which , we on behalf of NFPE  extend thanks , congratulations and revolutionary greetings to entire rank and file.

This strike has boosted the moral of our Comrades and once again we have carried forward the legacy of our fore fathers.

The Strike was very good in some Circles e.g. Kerala, West Bengal, Maharashtra, Assam, North East, Tamilnadu, Odisha, Jharkhand and Chhattisgarh. It was good in Circles i.e. Telangana, UP, MP, AP, Punjab, Haryana, HP, and Bihar. In some circles like Delhi, Rajasthan, Uttarakhand, Karnataka, Gujarat and J&K it was average or partial. We have to find out our weakness and try to remove and get ready for future struggles as the coming time is going to very tough for Working Class and Trade unions. The neo-liberal economic policies being pursued by the Central Government are posing so many threats on the constitutional rights of Working Class. We have to understand these policies being guided by the politics  of present Government which are adversely affecting the interest of Common workers. We are badly suffering with the shortage of staff in each section of our Department. The procedure adopted by the Department for recruitment is not adequate to meet out the situation. Every employee is over burdened. The poor GDS are waiting for their wage revision. The implementation of Kamleshchadra Committee report is being delayed unnecessarily. The result of regular membership verification is also being delayed politically. So many new services are being introduced in the Department without caring the employees and proper infrastructure Due to introduction of technology more frauds are being committed and innocent employees are being made victim under contributory negligence factor. Payment of revised wages and arrears as per 6th CPC and 7th CPC is not being made to the poor Casual labourers. We will not allow any type of privatization and out sourcing in our Department..

The Cadre restructuring for left our categories other than P-III is also pending for more than two years in nodal ministries. The new pension scheme is also harmful for the new recruits and it will prove as No Pension Scheme after watching the behavior, activities and functioning of Corporates and Companies in whom this fund of NPS will be invested.

There is more work pressure on each employee and Now a day’s every employee is working more than 8 hours and they are highly stressed. So to give some relief to them 2 days weekly off is required to meet out their domestic and social requirements. When 5 days week is already in operation in administrative officers than why it cannot be implemented for all to give them natural justice.

Struggle for unity and unity for struggle is our slogan. We believe in unity and we tried our best to conduct the agitational programmes including strike under united platform but our sister unions were not ready to go on agitational path.

 Therefore, we decided to go alone and we got success. We should try for unity but we should not fall victim of unity sickness. Though the action has been started in Department on our demands but we want to make it clear that our struggle will not stop here and we will keep our fight continuously and consistently till our demands are met.

If no proper result comes within stipulated period we can again go on serious agitational programme including indefinite strike.


Therefore, NFPE after extending revolutionary greetings to all the Comrades appeals the entirety of Postal, RMS and GDS to keep the tempo high and get ready for another struggle.
