Dear Comrades,

The Apex JAC met on 28th May 2014 at New Delhi. The meeting was attended by  the representatives of following constituents.
            1. All India Audit & Accounts Association
            2. All India Civil Accounts Employees Association
            3. All India Civil Accounts Employees Association, Category II
            4. All India Postal Accounts Employees Association
            5. All India Defence Accounts Employees Association
            6. All India Audit & Accounts Officers Association and
            7. All India Association of Pay & Accounts Officers (Civil).
The meeting had the presence and guidance of Com SK Vyas.
 The All India Federation of Divisional Accountants and Divisional Accounts Officers conveyed their concurrence with the consensus emerged at the meeting and assured to co-operate with the JAC in the future programmes.
The meeting after a detailed discussion decided to demand a revised pay structure for audit & accounts cadres in its memorandum to 7th CPC.
The meeting had thorough discussion on the pay scales (ie Pay Band and Grade Pay)  available to audit & accounts cadres, the charter of demands the JAC is pursuing and the changes that the JAC should demand with 7 Central Pay Commission.
After a detailed discussion the conscious and consensus decision was to demand a re-structure in the pay structure of audit and accounts cadres. It was felt that the new pay structure that the Apex JAC would like to demand should be first be placed before the membership.
In thing regard, the following decisions were taken:
1. The draft memorandum (with the revised proposals) shall be made available to the Constituent Organisations of JAC by 10th June 2014.
2.  Each Constituent shall cause detailed discussion on the draft memorandum in their field formations through meetings of all sections of membership and explaining the memorandum to them. The memorandum shall be made a subject matter of discussion in such meetings and the sum and substance of the discussion shall be conveyed to the respective HQrs by 25th June 2014.
3.   The Constituent Organisations of Apex JAC shall, after going through the comments received from its field formations shall sum up the same and convey it to Convener,  Apex JAC by 1st July 2014.
4.  Chairman & Convener of Apex JAC shall do the primary task of drafting the memorandum to 7 CPC.
5.   A joint national convention of all the Constituent Organisations of Apex JAC shall be held on 18th July 2014 at New Delhi. Each Constituent shall issue necessary notice for the same. (The last date for submission of memorandum to 7 CPC has been extended up to 31st July 2014 at the instance of Staff Side, JCM).
All the Constituents of the Apex JAC is requested to communicate the above decisions to its field formations and copy of the circular may please be endorsed to Apex JAC HQr.

CHQ LETTER TO MEMBER(P) ON THE REVIEW OF THE RESULTS OF THE AAO EXAMINATION

Comrades, the issue of review of results of AAO exam in respect of SC/ST candidates is still pending in the SPG section of the main Directorate. In the last formal meeting with the DDG(PAF) held in the month of April 2014, PA Wing conveyed the same to the AIPAEA. 
Hence, it is long pending in the main Directorate, AIPAEA has taken up the matter with the Member (Personnel). General Secretary met the Member (P) on 03-05-2014 explained the issue and requested for early settlement. Member (P) assured to examine the issue in the light of the submissions made in the letter.

INTERACTION WITH 7th CENTRAL PAY COMMISSION - AIPAEA GENERAL SECRETARY UNDER THE LEADERSHIP OF SECRETARY GENERAL, NFPE PARTICIPATED



NFPE LEADERS MET CHAIRMAN 7th  CPC

A delegation of NFPE headed by Secretary General Com.Krishnan along with the General Secretaries of all wings appeared in the Office of the Pay Commission at the call of the Chairman, in Janpath Hotel, New Delhi at 10.30am on 29-05-2014 and met the 7th CPC Chairman, Honourable Justice Mr.A.K.Mathur and his Members in full quorum. The interactive session / meeting lasted for one and half hours. 
Various points regarding the revision of wages and service conditions of Postal employees and functioning of the Department of Posts were explained by the Secretary General, NFPE and the issues discussed are summarized as follows :

1)     Role and Functioning of the Department of Posts towards the people of India.
2)    Various staffing pattern of our Department and huge reduction of Staff strength due to unjustified abolition of posts.
3)    GDS who run 1,29,000 Post Offices – a factual account and their sufferings. NFPE urges for bringning the GDS within the ambit of 7th CPC.
4)   Duties and responsibilities of various cadres of staff of the Department of Posts including Postal Assisatants, Sorting Assistants, PA(CO), PA(SBCO), Postal Accounts Staff, Postmen, Mail Guard, MTS and Civilwing Staff.
5)   Justification for upgradation of their pay scales.
6)   Improvement in the promotional avenues of postal staff of different categories with a special emphasis on the Grade Pay for MTS, Gr.C employees (Rs.1800/- to 1900/- & Rs.1900/- to 2,000/- i.e., only a paltry amount of Rs.100/- in every 10 years)
7)    Postman duty and their poor promotional avenues.
8)  Specialities of the Assistants and Supervisors and their poor promotional avenues and many other issues.

9) General Secretary, All India Postal Accounts Employees Association informed the Commission about the nature of functions of the Postal Accounts and the purpose of Departmentalization of Accounts. Explained the proposal of Cadre restructuring for Sorter, LDC and DEO cadres and need for improvement of Core Accounting Cadres of JA and SA. Chairman suggested to submit a separate memorandum on all those issues.

The concept of Pay Band and Grade Pay, whether beneficial and the principle of determination of minimum pay was also discussed.

Regarding merger of DA and Interim Relief , the Chairman made it clear that unless the Govt. asks the Pay Commission specifically, to submit interim report, Pay Commission will not submit any recommendations on DA merger & IR.
