According to this clarification EL spells used for less than 15days on the previous occasion can not be converted into CCL. This will not benefit the officials. On many occasions leave was granted only for small spells i.e. less than 15days for the purpose of child care. As originally the condition of minimum 15 days CCL spell was not there, now insisting for such minimum for conversion is not correct. This will be taken up.
